Intend to live and work in Ontario.
Have graduated from an existing Masters program at an eligible publicly funded university in Ontario.
Have completed a minimum of one academic year degree program, while studying on a full-time basis.
Apply within two years of the date on which their Masters degree was granted, or in the alternative, during the last semester of completing their degree.
Currently be residing in Ontario.
Have legal status in Canada (i.e. study permit, work permit, visitor status). Refugee claimants and asylum seekers are not eligible for the program.
Demonstrate official language proficiency equivalent to the Canadian Language Benchmark (CLB) 7 for each language competency (i.e. listening, reading, writing and speaking).
Demonstrate a minimum level of savings/income to support themselves and their dependants.
Demonstrate at least one year of residence in Ontario in the past two years.
Not have further studies as their main activity in the province (e.g., pursuing a PhD or another degree/diploma). Graduates are allowed to pursue further studies, if those are necessary to meet registration requirements in a regulation occupation in Ontario.

A copy of all the pages of your passport. All prospective nominees should ensure that their passports will be valid for at least two years from the time that they submit their nominee application.
A copy of your work permit, study permit, visitor record, temporary resident visa, and/or any other Canadian immigration document or entry stamp you have received. If these documents are inside your copied passport, you do not need to make additional copies.
Copy of each dependant’s passport page which shows his/her photo and personal information.
If you have graduated, you must provide a certified true copy of relevant university degree(s), if the degree has been granted.
Official transcripts must be submitted by the applicant as part of a complete application package in the original sealed envelope from the academic institution which granted the degree.
Opportunities Ontario does not accept applications from international students in their final semester of studies. All international student applicants, with or without a job offer, must have met all the degree requirements at the time of application.

A copy of your current resumé.
The original score of your IELTS with a minimum score of 6 in each of the language competency (listening, reading, writing and speaking) for English, or TEF for French with 249-279 for listening, 207-232 for reading and 310-348 for writing and speaking. The proficiency test should have been obtained within the last 12 months of applying.
Personal bank account monthly statements for the past 6 months, or (if overseas) an original letter and monthly statements from a recognized financial institution indicating personal account standing/balance in accordance with the following schedule:
A copy of ONE of the following to show proof of 1 year of residency in Ontario:
Monthly credit card statement, phone, hydro or energy bill in any accumulative 12 months in the past 2 years showing your full name and Ontario address
Leasing document or rent receipts demonstrating residence in any accumulative 12 months in the past 2 years showing your full name and Ontario address

To be eligible to apply as a Masters Graduate, the applicant must meet the following criteria:
have graduated or have met degree requirements from a Masters Degree program that is at least one academic year, completed full-time at an eligible publicly-funded university in Ontario (Visit the OINP website for a list of eligible publicly-funded Ontario colleges and universities),
applying within two years of the date on which their Masters Degree was granted,
have legal status in Canada (i.e. study permit, work permit, visitor record),
currently reside in Ontario,
intends to live and work in Ontario,
demonstrate high official language proficiency equivalent to Canadian Language Benchmark 7
demonstrate a minimum level of savings/income to support themselves and their dependents,
demonstrate at least 12 cumulative months of residence in Ontario in the 24 months prior to the submission of the application, and
must not be intending to pursue further academic studies in Ontario.

OINP will not accept applications from International Students in their final semester of studies. Applicants must have metall the degree requirements at the time of application.
Refugee claimants with an application to remain in Canada that is pending are not eligible to apply for OINP. A refugee claimant whose claim has been rejected, abandoned or withdrawn must exit Canada prior to applying for OINP. Refugee claimants may only apply to OINP once they have left Canada.
International students subsidized through the Canadian International Development Agency (CIDA) grants or home country scholarship with return obligations will not be eligible for Ontario Immigrant Nominee Program unless such obligations have been fulfilled.
Prospective nominees applying under the Masters Graduate stream can apply without a job offer. Applicants can send nominee applications directly to OINP.
The application fee for Masters Graduates is $1500. This fee must be included in the nominee application package.
OINP no longer accepts incomplete nominee applications, and will return them to applicants. In cases where OINP returns incomplete applications to applicants, OINP will also return the enclosed application fees.
New for the International Masters Graduate Stream - OINP
Changes have been made to the International Masters Graduate Stream. Applicants can now apply if they are residing in Ontario or abroad, and have the option of obtaining their language test through an alternate service provider.

Eligibility Period: Must apply within two years of the date on which your Master’s degree was granted. This is the date that appears on your diploma.

Apply Online - OINP Masters Graduates

Before submitting an application:
Register for a ONe-key account and create an ID and password. A ONe-key account gives you secure access to Ontario Government programs and services.
Gather all relevant paperwork and supporting documentation required for your application. Any document that is not in English or French must be translated and certified, and notarized if required.
Filling out an online application will take up to two hours to complete. Once you begin, you may save your progress and complete the application at a later time.
The application fee is $1,500. The fee covers the cost of processing your application and is non-refundable once you submit your application. Your fee must be paid online by credit card only (VISA or MasterCard) before your application can be submitted.
Note: Application fees are non-refundable even if an application is withdrawn or refused, as they cover OINP’s cost of processing applications.
OINP 硕士类别申请人已经注册并收到 OINP e-Filing System 确认邮件的就算占上配额,可以继续完善申请。没有注册成功的需要等下一次开放,也就是这批注册的肯定有无效申请,OINP 初步审核后再确定下次开放多少。

Please note that the International Masters Graduate Stream has reached its registration intake limit at this time. No registrations can be accepted through this stream at this time.
The OINP will resume accepting applications for this stream within the next three months. Please check the OINP Updates webpage on May 1, 2017 for an update on when this stream will likely reopen.
To ensure processing efficiency and quality customer service, the OINP is monitoring the volume of applications to the International Masters Graduate, International PhD Graduate, and Ontario’s Express Entry Human Capital Priorities streams throughout the year. These streams will be paused and reopened periodically until the province’s 2017 federal allocation is fulfilled. Stakeholders will be informed when streams are temporarily paused and reopened via the OINP Updates page.
If you have successfully created a registration for the International Masters Graduate Stream and received a confirmation number from the OINP e-Filing System, you may continue with your application. You have seven calendar days to complete your application after registering.
Flyabroad: Other temporarily paused streams will reopen in the coming months.
Please submit your application within one week of registering a profile.
Once you successfully submit your online application, you will receive a confirmation email with a notification that your application was received.
You may log in to your ONe-key account at any time to view the status of your registration and/or application. If you have registered for more than one OINP stream, you can manage all of your registrations and/or applications from your ONe-key account.
