除了澳洲移民局（DHA）对于移民监总的要求，各州对于担保过的申请人也有明确的要求：申请州担保的时候，会涉及到一个commitment to state的问题，要求申请人承诺拿到签证之后到该州定居至少两年，部分州要求申请人单独提交commitment，比如维州（VIC），堪培拉（ACT），北领地（NT），塔州（TAS），昆州（QLD）；个别州提交州担保申请时要回答commitment to state的相关问题，比如南澳（SA）和新州（NSW）。
Your commitment to Victoria
You must commit to living and working in Victoria for at least two years. If you are currently living in another Australian state, you will need to provide a current Victorian job offer in your nominated occupation to support your visa nomination application.
Commitment Statement: In no more than two pages, explain in your own words why you want to live in Canberra for at least two years from visa grant/permanent arrival
3.北领地（Northern Territory, NT）
Commitment to the Northern Territory statement
As part of applying for nomination you must provide a commitment statement to Australia’s Northern Territory (NT).
The statement should:
demonstrate your commitment to living and working in your skilled occupation or a closely related skilled occupation in the NT for at least two years from when the visa is granted
explain in your own words why you want to live in the NT
explain how the NT lifestyle would suit your way of life more than that of any other city in Australia
be a maximum of two pages.
This statement is required for all applicants including NT graduates and NT residents.
Commitment to Tasmania statement
If you have been living in Tasmania for the past 12 months, explain in your own words in no more than two pages, what you love about living in Tasmania and why you want to continue living in the state for at least two more years following the granting of a visa.
If you are not currently living in Tasmania or recently moved, explain in your own words in no more than two pages, why you want to live in Tasmania for at least two years from date of permanent arrival.
Your guide to migrating to Queensland: writing a commitment statement for skilled migrants
One of the requirements for applicants applying for skilled state nomination is the submission of a commitment statement to work and live in Queensland. The statement should be written in your own words about why you want to relocate or continue to live in Queensland.
6.新南威尔士州（New South Wales，NSW）
Key steps for Skilled nominated migration (190) candidates
If your visa is granted, move to NSW and commence your two year commitment to live and work in the state
How to apply- Skilled regional nominated migration (489) - closed to new nominations
If your visa is granted, move to your nominating region in NSW and commence your commitment to live and work in the region.
All successful applicants are required to:
register their arrival with the Settlement Services team;
bring sufficient funds (for at least three months) into the State to cover settlement costs if not currently residing in Western Australia;
live and work in Western Australia for two years upon arrival: and
complete a settlement survey every six months for this two year period.
State nomination is provided to meet skills needs of this state and is granted on the basis of the applicant’s genuine interest and commitment to living and working in South Australia for two years from the date of arrival, with a view to long-term settlement.
As you have been living here for more than 6 months we will allow you to transfer.
2.NSW 489 签证
In response to your circumstances, this letter formally releases you from your obligation to the XX region of NSW.
3.ACT 190 签证
As you have already secured a positon in XX (city outside ACT), there is no objection if you now move to XX (state).
Your 2 year obligation to reside in Canberra is purely a moral obligation to the ACT Government and not a requirement of your visa. Moving outside of the ACT will have no effect on your visa, your resident status or any future Australian citizenship application.
结合上面这些回复来看，各州都没有那么死板，毕竟不管是190还是489签证，移民局都没有要求申请人必须居住在担保地，各州虽然迫切希望申请人留下来做贡献，但是当申请人在该州确实没有找到合适的工作时，州政府也不会阻止你去其他州发展。 不过 ，这不代表拿到签证之后，可以忽略掉给了你担保的州，直接去其他州！下面是ACT 给一批没有及时汇报动向的申请人发的询问邮件：

It has now been six months since you arrived in Canberra.
As you are aware, when you applied for ACT nomination of your skilled visa to Australia, you agreed to participate in our two year monitoring program. The six month survey is now due.
Below is a link to a short survey; one of five to be completed over a two-year period upon your arrival in Australia. These surveys form part of your two-year commitment to Victoria and you are required to complete them to fulfil your nomination obligations.
As part of your migration sponsorship, you are required to complete XX short surveys during your first two years in South Australia. The information provided in these surveys is important so we know how you are settling in to life in South Australia. It will also help Immigration SA continue to improve its services for future migrants.
