2026年新加坡EP和S Pass门槛及PR路径按现行规则解读

计划去新加坡工作的家庭，2026年至2027年最需要先看的是自己拿哪一种工作准证：专业管理岗位通常对应 Employment Pass（EP），技术和助理专业岗位常见入口是 S Pass。EP和S Pass都可以成为申请新加坡永久居民（PR）的工作准证类别，但准证获批、家属随行和PR申请分别有不同条件。源1 源2

EP申请进入COMPASS评分阶段

Employment Pass（EP）适用于在新加坡工作的专业人士、经理和高管。雇主提交EP申请时，申请人首先需要达到固定月薪门槛，再根据适用情况通过COMPASS（Complementarity Assessment Framework）评估。源1

2026年提交的新EP申请，最低固定月薪要求如下：

行业	23岁及以下起薪	45岁及以上起薪
一般行业	5,600新元/月	10,700新元/月
金融服务业	6,200新元/月	11,800新元/月

年龄介于两端时，MOM按年龄逐步提高最低薪资要求，申请人需要查看对应年龄档。源1

新加坡人力部已经公布下一阶段标准，适用于2027年1月1日起提交的新EP申请，以及2028年1月1日起到期并申请续签的EP。届时最低固定月薪调整为：

行业	23岁及以下起薪	45岁及以上起薪
一般行业	6,000新元/月	11,500新元/月
金融服务业	6,600新元/月	12,700新元/月

EP申请中的COMPASS会综合薪资、学历、企业员工结构等因素进行评分，通常需要达到40分。学历只是计分项之一：没有学位等值学历的候选人学历项不得分，仍可以靠其他项目凑满40分。源1

三种情况免过COMPASS：固定月薪至少22,500新元；以海外公司内部调动（ICT）身份申请；岗位期限1个月及以下。豁免的只是COMPASS这一关，最低固定月薪照样要达到。源1

S Pass面向技术和助理专业岗位

S Pass主要面向符合条件的外籍技术人员和助理专业人员。申请需要有新加坡雇主提供工作机会，并达到按年龄增长的固定月薪要求。S Pass由雇主或指定就业代理代为申请。源2

2026年现行S Pass最低固定月薪如下：

行业	23岁及以下起薪	45岁及以上起薪
一般行业	3,300新元/月	4,800新元/月
金融服务业	3,800新元/月	5,650新元/月

2027年1月1日起提交的新S Pass申请，以及2028年1月1日起到期续签的S Pass，将执行新的最低工资标准：

行业	23岁及以下起薪	45岁及以上起薪
一般行业	3,600新元/月	5,100新元/月
金融服务业	4,000新元/月	5,650新元/月

S Pass除了个人工资条件，还涉及雇主配额和征费要求，因此员工工资达到门槛只是申请条件之一。S Pass首次签发最长可达2年，续签最长可达3年。源3

配额按公司本地员工数计算：服务业公司聘用的S Pass人数不得超过总员工的10%，建筑、制造、海事船厂和流程行业为15%。2025年9月1日起，S Pass外劳税各行业、各档统一为每人每月650新元，由雇主缴纳。候选人工资达标、公司没有配额，申请照样走不通。源6

家属准证需要单独核对收入条件

准备带配偶和孩子一起去新加坡的家庭，需要同时检查主申请人的工作准证类别和收入条件。

EP或S Pass持有人固定月薪达到6,000新元、并由已设立的新加坡注册公司（通常是雇主）担保，可以为合法配偶和21岁以下未婚子女（含合法收养子女）申请家属准证（Dependant’s Pass）。6,000新元只看主准证持有人本人的工资，不按夫妻合计收入算。源7

同样的6,000新元门槛下，长期探访准证（LTVP）覆盖普通法配偶、21岁及以上的未婚残障子女和21岁以下的未婚继子女；父母随行要求主准证持有人固定月薪至少12,000新元。这两类准证EP和S Pass持有人都可以申请。源8

以海外公司内部调动（ICT）身份取得EP的人，家属一般不能申请DP或LTVP，只有适用的自贸协定明确覆盖并符合现行条件时例外。需要带家人的，在雇主选定ICT路径前就要问清楚。源7

很多家庭容易混淆两个问题：工作准证薪资达到申请人的最低门槛，并不自动等于所有家属安排都满足条件。决定接受新加坡offer前，应把本人准证、配偶就业安排、子女教育和长期居留计划一起计算。

EP和S Pass可以作为PR申请入口

持有EP或S Pass的人属于新加坡永久居民申请类别之一，可以向新加坡移民与关卡局（ICA）提交PR申请。ICA会综合考虑申请人的家庭联系、经济贡献、学历背景、年龄、家庭情况以及在新加坡居住时间等因素进行审核。源5

新加坡PR申请没有公布"工作几年必批"或"达到某个工资必批"的固定公式。工作经历、收入水平、家庭情况和长期融入意愿都会影响个案评估。源5

EP或S Pass持有人用自己的Singpass登录ICA e-Service递交。递交时每份申请收费100新元，获批办手续时另有入境准证20新元、5年再入境准证50新元和身份证50新元。材料齐全且合规的申请，ICA列出的处理时间是6个月内，部分申请会更久。源5

申请规划重点看递交时间和个人条件

如果目标是在2027年前后赴新加坡工作，首先要确认职位类型、雇主情况和预计递交EP或S Pass申请的日期，因为2027年起新的工资门槛会影响新申请。已经在新加坡工作的申请人，则需要关注自己的准证到期时间，因为续签规则也会按适用日期变化。源1 源2

对于是否申请工作准证、是否转PR、是否安排家属同行等个人决定，递交前应根据自己的职位、收入、家庭情况和最新ICA/MOM页面要求逐项核对。

如何续签就业准证EP/SP？

EP续签

1. 续签时间：在EP准证过期前的6个月（180天）内可以进行续签；
2. 续签有效期：有效期最长3年，不受护照有效期影响；
3. 续签要求：

• 持有人须满足目前的EP申请要求。

Renew an Employment Pass

You can apply to renew an Employment Pass if you want the pass holder to continue working for you.

At a glance

When to renew You can apply to renew an Employment Pass up to 6 months before the pass expires. You must apply before the expiry date. Check when you can start renewing.

For Employment Pass (sponsorship): you can start applying to renew when you get the renewal forms by post, 3 months before the pass expires. Your application need to reach us at least 2 months before the pass expires.
Who can renew Employer or appointed employment agent (EA).
Duration of renewed pass Up to 3 years. The duration of the renewed pass is not affected by the length of validity of your passport.
How much it costs

• $150 for each pass
• $30 for each Multiple Journey visa (if applicable)

Note: From 1 April 2019, there will be adjustments to the application and issuance / renewal fees for Employment Pass, S Pass, Work Permit and other passes.
How long it takes Renew using EP Online: within 3 weeks for most cases.
Renew by post (for EP sponsorship cases only): within 8 weeks for most cases.

Note:

• Renewals are not guaranteed. Applications will be evaluated against current eligibility criteria.
• Remember to apply for renewal early. Renewing early does not mean that you’ll lose the remaining days in your current pass. The duration of the renewed pass will start when the current pass expires.
• If you miss the deadline, you need to apply for a new pass.
• You’ll have to apply for renewal using the renewal forms for Employment Pass (sponsorship) holders.

SP续签

1. 续签时间：在SP准证过期前的6个月（180天）内可以进行续签；
2. 续签有效期：2019年1月-6月30日，有效期最长1年；2019年7月1日后，有效期最长3年；
3. 续签要求：

• 持有人须满足目前的SP申请要求；
• 持有人护照有效期为7个月以上；
• 雇主从事的行业需有足够的SP配额。

Renew an S Pass

You can apply to renew an S Pass if you want the pass holder to continue working for you. This is provided you still meet the quota and other requirements.

At a glance

When to renew	You can start renewing up to 6 months before the pass expires. You must renew before the expiry date. Check when you can start renewing.
Who can renew	Employer or appointed employment agent (EA).
What is the duration of the renewed pass	Up to 3 years.
Note: If the passport is valid for less than 3 years, the duration granted will only be up to 1 month before the expiry date of the passport.
How much it costs	$80 per renewal.

Note: From 1 April 2019, there will be adjustments to the application and issuance / renewal fees for Employment Pass, S Pass, Work Permit and other passes.|

Renewal requirements

From 1 January 2019 , the qualifying salary criteria for S Pass has increased to $2,300.

Existing S Pass holders whose passes expire:

	1 Jan to 30 Jun 2019	From 1 Jul 2019 onwards
Can renew	Up to 1 year, based on eligibility criteria before 1 Jan 2019.	Up to 3 years, based on eligibility criteria after 1 Jan 2019.

To renew an S Pass:

• The pass holder has to meet the existing eligibility requirements.
• The pass holder’s passport must be valid for at least 7 months.
• You must have sufficient S Pass quota for your sector.
