澳洲485毕业生临时签证概述 - 飞出国##

澳洲485签证，原来叫毕业生技术移民临时签证（485类）（Temporary Skilled Graduate (subclass 485) visa），2013年初改名为为毕业生临时签证（485类）（Temporary Graduate (subclass 485) visa）。学生可根据自身具体情况，选择申请485类签证中的毕业生工作系列（Graduate Work stream）或毕业后工作系列（Post-Study Work stream）。

有以下几点需要申请人注意（飞出国）：

签证可以在线申请，也可以邮寄申请。
485签证两个类别的处理周期均为12个月。
申请人有可能被要求面试。
签证处理周期内，有任何的信息变化都要通知移民局。

485签证申请条件 - 飞出国

  1. 18-50周岁；
  2. 申请签证时和获签时申请人都必须在澳洲境内；如果在澳洲境内申请的话，申请人需要持有过桥签证；
  3. 持有合格的签证（572、573或574签证），同时不能有过签证被拒签或者取消的经历；
  4. 在澳洲境内完成了2年的学习，学习时间不少于16个月，毕业6个月之内；
  5. 雅思总分6，单项不低于5，3年之内获得（之前是要求4个6）；
  6. 获得了合格的学历或者所学的专业与SOL紧缺职业列表中的提名职业相关；

毕业后工作系列 Post-Study Work stream - 飞出国：

适用于那些在学业结束后可被授予符合条件的学位证书的留学生。学业结束后被授予的文凭层次的学历证书或技术工种资格不在此考虑范围之内。仅限于2011年11月5号之后首次获得澳洲留学签证的申请人。根据申请人学历不同，有效期不同，最长有效期为4年。

符合条件的学位证书是指 - 飞出国：

  • 学士学位
  • 学士（荣誉）学位
  • 授课式硕士学位
  • 硕士（扩展）学位
  • 研究式硕士学位
  • 博士学位

例如，一名学生完成了一年学士学位的学习，然后又完成了一年硕士学位的学习。该名学生则满足了毕业后工作系列（Post-Study Work stream）下的在澳学习要求。当然，他还要满足其他相关条件。

学习层次应达到一定级别 - 飞出国

只有学习层次在澳大利亚学历资格框架（AQF）中位于七级或以上级别（学士或以上学位）并能被授予符合条件的学位证书，才会被考虑是否满足在澳学习要求。符合条件的学位是指学士学位、授课式硕士学位、硕士（扩展）学位、研究式硕士学位或博士学位。

这意味着，与研究生证书（Graduate Certificate）或研究生文凭（Graduate Diploam）课程一起
打包的学位课程可能会被考虑，但前提是研究生证书或研究生文凭课程应满足在澳学习要求。

举例：
学生完成了一个教育学研究生文凭课程并衔接到一个教育硕士学位课程，那么学生可以用在研究生文凭和硕士学位阶段的学习来满足在澳学习要求。

举例：
学生完成了一个文学学士课程，然后又读了一个亚太研究研究生文凭课程，这种情况下，只有在学士学位层次的学习才会被考虑，因为研究生文凭课程无助于学生被授予一个符合条件的学位证书。

**学生应在符合条件的教育机构中学习 **
只有由符合条件的澳大利亚大学或其他经授权可提供学位课程的教育机构所提供的课程才能满足在澳学习要求。

毕业生工作系列 Graduate Work stream - 飞出国：

签证的有效期为18个月。要求留学生所学的一个或多个课程在学业结束后须能被授予学位、文凭或技术工种资；所学专业与澳洲SOL紧缺职业清单中某一职业相关。

学历证书应与提名职业紧密相关
学历证书应与学生被提名的技术职业紧密相关。这是指学生在获得证书时所学的学科和技能可以应用在其所提名的技术职业当中。

举例：
可接受的学习与提名职业组合包括：

  • 申请人提名“药剂师”为其技术职业，且申请人在澳大利亚获得药剂学学士学位；
  • 申请人提名“空调和机械服务管道工”为其技术职业，且申请人在澳大利亚获得管道工三级证书和管道与服务文凭。

举例：
不可接受的学习与提名职业组合：

  • 申请人的提名职业是注册护士，但其用来满足在澳学习要求的学历却是商科学士。

无论申请485类签证中的哪个系列，申请人都应在递交签证申请前的六个月内满足在澳学习要
求。

485签证在澳大利亚学习要求 - 飞出国

在澳学习要求包括两个同等重要且相关的组成部分。要达到这一要求，学生应：

  1. 获得一个单一的学历证书，学习时间至少为两个学年；或获得多个学历证书，学习总时长不
    应少于两个学年；以及
  2. 学习时间不应少于16个月。

485签证可接受的课程 - 飞出国

要满足在澳学习要求，学生所学课程还应符合下列条件：

  • 课程应在“澳大利亚联邦政府招收海外学生院校及课程注册登记”（CRICOS）上注册登记；
  • 成功完成学业；
  • 获得了符合条件的学历证书（详情请见第3页）；
  • 所有课程都是英语授课；
  • 学生本人在澳大利亚完成学业；
  • 学生在持有可在澳学习的有效签证情况下完成学业；
  • 所学课程在满足在澳学习要求方面只能被考虑一次。

英语语言课程或过渡性课程不能被用来满足在澳学习这一要求。

两个学年的学习 - 飞出国

两个学年的学习是指在CRICOS上注册的一个或多个课程的学习时间为92周。CRICOS规定了每一个课程的标准学制（以周为计算单位）。

学生可能会用更长的时间来完成课程，但只有CRICOS规定的标准学制内的周数才会被认可。例如，一名学生用92周的时间完成了一个课程的学习，但这个课程在CRICOS上注册的学制为78周，这种情况下，只认可78周的学习时间。

只有成功完成学业才能被算入两个学年的学习。不及格科目不能算在学习时间内。

有些学生完成一个学制超过两年的课程，这种情况也满足两个学年的学习这一要求。例如：一个课程在CRICOS上注册的学制为138周（即三年），且该课程包括同等学分的24门单元课，那么学生在成功完成该课程的16门单元课时即可满足两个学年的学习这一要求。

学分及豁免 - 飞出国

先前学习所获得的学分可能会减少课程的学习量。学生在澳大利亚学习一个在CRICOS上注册的课程所获得学分，可以被算入符合在澳学习要求，但只能被算入一次。

如果已获得学分的单元课已被用作满足另一个课程要求的一部分；或是通过在海外学习亦或是在澳学习非CRICOS注册课程而获得学分的单元课，那么这些已获得学分的单元课则不能被算作满足在澳学习要求。

至少16个月 - 飞出国

少于16个月的学习不能满足在澳学习要求。

这段时间是指从开学起（一般来说是从当面授课开始，不包括开展迎新教育的时间），到完成全部课程学习的那一天止。

重叠学历证书 - 飞出国

学生可以学习多个学历证书课程。例如，申请485类签证中的毕业生工作系列（Graduate Work stream）的学生，可能先获得了一个金融文凭，然后又获得一个会计文凭，后一个文凭中的两门单元课的学分是从前一个文凭课程的学习中获得的。

当所取得的学历证书重叠时，学习时间不能被多次计算。

如果一名学生获得了多个学历证书，但只用最近获得的一个学历证书来满足在澳学习要求，那么该学历证书从先前一个或多个其他学历证书中所获得的学分，则会被算入满足在澳学习要求。

在学习先前一个或多个学历证书课程时获得的学分所花费的实际学习时间，也可能被用来满足至少16个月学习时间的要求。

在澳大利亚境外学习 - 飞出国

在澳大利亚境外的学习不能被用来满足在澳学习要求。然而，如果一名学生在澳大利亚境外学习了一段时间，同时也在澳大利亚完成了不少于16个月的两个学年的CRICOS注册课程，那么该名学生也符合在澳学习要求。

举例 - 飞出国：

一位申请人完成了三年制、六个学期的学士学位学习，其学习模式如下所列，这意味着这名申请
人也将在澳大利亚完成两个学年的学习：

  • 第一学期在澳大利亚境外学习
  • 第二学期在澳大利亚学习
  • 第三学期在澳大利亚学习
  • 第四学期在澳大利亚学习
  • 第五学期在澳大利亚境外学习
  • 第六学期在澳大利亚学习

只要满足在澳学习要求，什么样的学习模式无关紧要。

结课日期 - 飞出国

485类签证申请应在结课之日的六个月之内递交。

结课之日是指教育院校公开通知学生，其已完成学习要求，可被授予学位、文凭或技术工种资格
的那一日。该通知可通过下列形式进行：

  • 信件
  • 在报纸上公布
  • 在互联网上公布
  • 电子邮件
  • 在高等教育院校的公告栏公布

结课日期不应与学历证书授予日期相混淆。学历证书授予日是指学生真正拿到证书的日子，例如拿到学历证书的毕业典礼日。

485签证申请所需的材料 - 飞出国

  1. 出生公证
  2. 无犯罪证明（包括澳洲的）
  3. 体检
  4. 护照照片
  5. 护照
  6. 澳洲学历的成绩单和完成信
  7. 婚姻关系证明
  8. 签证申请费：主申1440澳币，副申720澳币，子女360澳币
  9. 职业评估：只要能提供职业评估的申请证据，无需等待职评结果，就可以递交签证申请

对澳洲485签证， Australian Study Requirement 是关键，对澳洲2年学习，要求专业相关（Qualifications must be closely related to nominated occupation）。

The Australian qualification(s) you have completed must be closely related to your nominated skilled occupation. This means that the subject matter and the skills gained from your qualifications can be applied at the level you achieved them in your nominated skilled occupation. Some examples of this are:

  • Diploma in Business and Certificate IV in carpentry would be consistent with nominating carpenter as your occupation as you could find those qualifications genuinely useful in operating their own business as a carpenter.
  • Masters in IT and Certificate III in carpentry would not be consistent with nominating carpenter as your occupation as you have attained skills at a significantly higher level in a professional field and skills at that level will not have any practical application in working as a carpenter.

飞出国提示需要注意的是，如果是申请澳洲技术移民签证中EOI里对澳洲2年学习没有要求专业和职业必须相关，只需要满足澳洲2年学习要求即可。

Complete these forms only if you are lodging a paper application:

Charges

Your identity

  • Certified copies of the biographical pages of the current passports or travel documents of all people included in the application (these are the pages with the holder’s photo and personal details and the issue/expiry dates).
  • A certified copy of your birth certificate showing both parents’ names. If you do not have a birth certificate and are unable to get one, you must provide a certified copy of the identification pages of at least one of the following documents:
    • family book showing both parents’ names
    • identification document issued by the government
    • court-issued documents that verify your identity.If you are unable to provide any of these documents, you must provide other acceptable evidence that you are who you claim to be.
  • Two recent passport-sized photographs (45 mm x 35 mm) of each person included in the application.
    • These photographs should be of the head and shoulders only against a plain background.
    • Print the name of the person on the back of each photograph.
  • If your name has changed or the name of anyone included in your application has changed: a certified copy of evidence of the name change.

Your family relationships

  • Certified copies of marriage certificates or relationship registrations for you and anyone else included in your application, even if they are not joining you in Australia.
  • If you are living in a de facto relationship: independent evidence that you have been in the relationship for at least 12 months (for example, joint bank account statements, billing accounts in joint names or joint ownership of major assets).
  • If you or anyone included in the application has been widowed, divorced or permanently separated: a certified copy of the death certificate, divorce documents, or statutory declaration separation documents.
  • Evidence of financial dependency for all your family members aged 18 or older (such as evidence of current studies):
    • a certified copy of their birth certificate and proof of their relationship to you
    • proof that they live in your household
    • proof that they have been financially dependent on you for at least the 12 months immediately before you lodge your application.
  • If any dependent child included in the application is adopted: certified copies of the adoption papers.
  • If you want to bring a child younger than 18 years of age with you to Australia, and that child’s other parent is not included in the application, you must provide documentary evidence that you have the legal right to bring that child to Australia, such as:

Health and character documents​​​​​​​​​​​​​​​​​​​​​​​​​​

  • Evidence that everyone included in your application has adequate health insurance in Australia. Provide any one of the following:
    • a signed letter from a health insurance provider (138 KB RTF) ​
    • a Medicare card or receipt of enrolment with Medicare
    • other evidence of adequate health insurance
    • if you are from a country with a reciprocal health care agreement with Australia and will be eligible for Medicare when you arrive here, evidence of adequate health insurance (including travel insurance) to cover you until you enrol in Medicare
    • evidence that you hold a passport from the Republic of Ireland.
  • Evidence that everyone included in the visa application has applied for an Australian Federal Police National Police Check if they are at least 16 years of age and have spent a total of 12 months or more in Australia since turning 16 years of age.

The AFP National Police Check Application Form is available from the Australian Federal Police website - either an online form or paper form. Visa applicants should tick Code 33 in Section 8 of the form. Fingerprints are not required.

You will be issued with a ‘National Police Check’ certificate which will have ‘Complete Disclosure’ in the heading if your AFP police check application is successful.

  • You might need to provide police certificates from each country in which anyone in your application has spent a total of 12 months or more in the past 10 years since turning 16 years of age. The office processing your application will advise you if they need these documents.
  • If anyone included in the application has served in the armed forces of any country: certified copies of their military service record or discharge papers.

The Australian study requirement

  • Completion letters from your education provider stating:
    • the date that the course started and ended
    • the date that course requirements were met
    • the location of the campus where you studied
    • whether the study involved any distance learning whether the study was full-time or part-time
    • the language in which instruction was given
  • Certified copies of course transcripts.
  • Where credit has been granted, it must state whether the credit granted on the basis of study was in a course that also met the conditions of the Australian study requirement.
    Example: You studied a course in Australia that was taught in English and registered with CRICOS.

If any credits have been granted towards the completion of your award then please ensure your transcript clearly indicates the details of these transferred credits.

Graduate Work stream

Provide these documents with your application if you are applying in the Graduate Work stream.

  • Skills assessment for your nominated occupation (which is on the Skilled Occupation List) – either:
    • evidence of your successful skills assessment in which the relevant assessing authority has assessed your skills as suitable for your nominated occupation, or
    • evidence that you have applied to the relevant assessment authority for a skills assessment for your nominated occupation.

Documents to show English language ability

  • The results of a specified English language test (IELTS, Occupational English Test (OET), Pearson Test of English Academic, or TOEFL iBT) that you took less than three years before l​odging your application. You can also provide the results of a Cambridge English: Advanced (CAE) test, but the test must have been undertaken on or after 1 January 2015 and before lodging your application.

You do not need to provide documents to show your English language proficiency if you are a citizen of the United Kingdom, Canada, New Zealand, the United States or the Republic of Ireland and you have a valid passport from one of those countries.​​​​​​​​
