飞出国：早在去年12月堪培拉ACT官网已经公布2020-01-01生效的ACT190/491州担保指南，随着2020年新政实施，ACT Matrix系统已经更新，新增了491选项，与此同时，ACT 190/491州担保指南也做了一些细微的调整。
- 针对ACT境内申请人的要求，有以下更新：
- ACT境内申请人在ACT的工作可以包括带薪休假，非带薪休假不包括在内。
Any claim for unpaid leave (including maternity leave) must be evidenced by a valid medical certificate. Any period of unpaid leave cannot be counted towards your claimed period of ACT employment e.g. if you had five weeks unpaid leave you cannot submit the 491 Matrix for three months plus five weeks.
- 按照之前指南，ACT境内申请人可以给NSW雇主工作，只要证明工作地点在ACT即可。最新指南更新为，如果是给NSW雇主工作，需要证明该雇主的办公地点距离堪培拉只有30分钟车程且工作地点在ACT。
If you are employed by a NSW employer, your employer must have an office / branch located within a 30 minute commute of Canberra (a serviced office or home office does not meet this criterion). You must demonstrate that your work activity is solely located in the ACT.
- 针对所有申请人，关于配偶的居住地和关系证明材料，最新指南明确指出，如果配偶当前不住在堪培拉，则需要提供证明是居住在澳洲境外。而配偶关系证明材料的日期则需要是在Matrix递交之前的日期，也就是说配偶关系应该是在Matrix递交之前已经确立。
If you are including a spouse/partner and/or children in your application and they are in Australia, they must have lived in Canberra for the three months immediately before the date of Matrix submission. If they are not living in Canberra, you must attach evidence that they are living overseas.
If you wish to claim Matrix points for a spouse/partner, you must have evidence of the relationship: either a marriage certificate, civil partnership/union registration, or VEVO (Visa Entitlement Verification Online) secondary applicant status for yourself or spouse/partner. The document must be dated before the Matrix is submitted.
- 针对ACT190申请人，有以下更新：
-不论是境内190还是境外190，都有要求在ACT境内连续居住5年，之前的指南说的是一年内可以有6周在澳洲其他州或者澳洲境外，则不影响累计居住的计算。最新指南在这个基础上，增加说明在澳洲境外的时间最多不超过三个月，在境外停留的时间可以通过继续居住在ACT补足。

- 新增说明：需要在境外居住至少12个月，才算境外申请人。
You must be resident overseas for at least 12 months. You are not eligible for ACT nomination if you, your spouse/partner or children are living or have lived in another Australian state or territory within the last twelve months at date of matrix submission.
- 对于境外190申请人要求有ACT雇主offer或者近八年内有五年居住在ACT，最新指南中将雇主offer这块academic appointment明确岗位级别。
A minimum one year ACT employment contract in an open nominated occupation. The offer of employment must be with a medium to large enterprise (50 plus employees) located in the ACT; or a paid employment contract for an academic appointment (level B to E) at an ACT tertiary institution.
- 针对有配偶工作加分的情况，明确要求配偶当前是全职工作。
Is your spouse/partner currently working? They must have: Worked fulltime for at least six months in the last 12 months)
