飞出国：自从2021年7月14日魁北克实行为期1年的新政，截止目前，已进行了12轮邀请，多次邀请是针对Valid Job Offer 持有人的，为数不多的几次针对特定职业的邀请分也非常高。新政的评分，持有大蒙特利尔地区以外VJO可以加380分，持有大蒙特利尔地区的VJO可加180分，由此可见VJO在魁省技术移民评分中占很大的比重。

对雇主的要求：
- doing business in Quebec for more than 12 months 在魁省已经运营12个月以上
- be able to prove that, despite reasonable efforts to hire qualified Quebec residents in accordance with Ministry requirements, you cannot fill this position using local labor 需要证明，已经根据移民局要求为了招聘魁省本地居民作出了努力，仍然无法使用当地劳动力弥补空缺岗位
- ensure that the local workforce cannot be trained for this job within a period of at most one year 确保当地劳动力在最多一年的时间内无法接受这项工作的培训
- offer a full-time position (minimum 30 hours per week) that meets legal and regulatory obligations (absence of labor dispute, union agreement, if applicable) and whose hiring does not harm the employment of a person affected by a labor dispute提供全职职位（每周至少 30 小时），符合法律和监管义务（无劳资纠纷，工会协议，如适用），并且其雇用不会损害受劳资纠纷影响的人的就业
- offer a position whose salary corresponds to that of a Québec worker in the same job category and with an equivalent level of experience. For more information on this subject, consult the procedure to follow to determine the salary to be offered to a permanent foreign worker. 提供一个薪水与同一工作类别和同等经验水平的魁北克工人的薪水相当的职位
- commit yourself in writing to reserve this permanent job for the foreign worker.做出书面承诺，为外籍工人保留这份长期工作
对Foreign Worker的具体要求
- 在申请permanent job validation的过程中，候选人必须满足offer的岗位需求，并符合相应的2016版NOC code的要求
- 如果是从事regulated occupations， 需要持有资格证书或执照
- 书面承诺从事该岗位到加拿大PR身份获批
- 满足魁北克技术移民的评分
- 候选人自己不能出具 job offer, 或者候选人自己全部或部分控股的企业也不能出具job offer
- 如果雇主想要雇佣的候选人以学生或临时外籍工人的身份待在魁北克，那么该候选人必须满足下列条件：
- 以学习或工作作为他们在魁省的主要活动；
- 持有CAQ,学习许可或工作许可，并且符合获得许可的条件（如果候选人豁免 根据《魁北克移民条例》需要获得部长才能同意留在魁北克 的要求 或者 豁免根据《移民和难民保护条例》持有许可 的要求，则此条件不适用）

- Ads published on the Placement en ligne site of Emploi-Québec and on other websites specializing in job search (e.g., Jobboom, Indeed, Jobilico, Workopolis). 对于已经在为雇主工作且持有有效工作许可的不需要此步骤；对于海外申请人或其他持有有效工作许可但没有正为雇主工作的，递交申请前的6个月内需要连续打至少4周的广告。

如果申请材料被认定为可以接受的，移民部长的代理人会联系雇主（提供更多材料）， 部长的最终决议会寄给雇主。如果申请成功，雇主会收到acceptance letter和表格复印件。
