2025年10月31日安大略省近期对省提名法规进行了重要修订，增加了更多在正式发出省提名信之前，可能导致申请被暂停或退料的情况。
事实上，早在今年7月2日安大略省就引入了6项暂停或退料的机制，本次修订在原有基础上取消了1条，新增加了13条。目前，总计有18项因素可能会影响申请人的申请。
过去，只要递交了完整的省提名申请，就会进入审核流程，若申请人符合条件，即通过提名，若不符合则被拒。 除材料不完整外，因其他原因被退料或暂停处理的情况较为少见。可以说，以往只要材料齐全，申请人基本可以半颗心放肚子里，而如今，随着审核标准更为多元，那颗心还得时刻悬着。
可能导致申请被退料或暂停的18项因素：

1.联邦政府分配的年度提名名额
加拿大联邦政府每年会给安省一个可以发放的省提名证书总数上限。如果名额即将用完或已经用完，移民局可能会暂停或退回新的申请。
2.已收到但尚未审理的申请数量
目前正在排队等待审核的申请总量。如果积压案件过多，为了控制处理时间，移民局可能会暂停接收新的申请。
3.已发出的批准数量与年度目标的对比
移民局内部有年度提名目标。如果在一定时间内批准的数量已经接近或达到阶段目标，可能会放缓审批速度或暂停后续申请。
4.联邦政府是否接受永久居民申请
使获得安省提名，最终仍需向联邦政府递交永久居民申请。如果IRCC因任何原因暂停接收申请，安省也可能会相应调整。
5.任何系统性的合规或执法问题
如果移民局发现某一类申请中存在广泛的、系统性的欺诈、虚假材料或违规操作，可能会暂停所有相关申请进行调查。
6.加拿大政府提供的政策优先事项
联邦政府可能会指示安省优先处理特定职业（如医疗、技工）或特定类型的申请人。
7.部长向负责人提供的政策优先事项
安省移民部长可以指示OINP项目负责人，根据本省需要，优先、推迟或暂停处理某些特定领域的申请。

8.安省或区域的失业率
如果安省或特定地区失业率很高，表明劳动力市场不景气，你的申请可能因此被认为不那么急需。
9.安省或区域当前或预期的劳动力市场需求
移民局会评估你的职业是否是安省现在或未来所急需的。如果您的职业在安省已经饱和，申请可能会受到影响。
10.安省或区域的住房可用性或成本
这是安省考虑新移民安居难度的一个新因素。如果住房危机严重，安省可能会更谨慎地评估新移民带来的住房压力。
11.安省政府资助和保障医疗等社会服务的能力
安省会评估医疗、教育等社会公共服务体系是否能够承受新移民增加带来的压力。

12.申请人当前是否被合法允许在加拿大工作
13.申请人在递交申请时是否正在安省工作
14.申请人的工作offer是否已获批准
15.申请人的英语或法语熟练程度
16.申请人的就业和工资历史
17. 申请人的最高教育水平
18. 申请人在加拿大获得的工作经验或教育
此次修订的宗旨是让安省省提名能够更灵活地响应不断变化的省级优先事项、劳动力市场状况和社会服务承载能力 。总结来说，安省移民局现在审核申请时，会像“筛选简历”一样，不仅看你是否及格，更会优中选优。
Suspension and return of applications
7. The director may, in respect of applications in any or all categories set out in subsection 2 (1), suspend receiving applications, or return to applicants any applications and application fees for which a decision has not been made, if the director believes the suspension or return is warranted, having regard to any or all of the following factors:
The allocation of nomination spots provided by the Government of Canada for the calendar year under the Ontario Immigrant Nominee Program.
The number of applications that the director has received where the director has not yet decided whether or not to grant the application.
The number of approvals that the director has issued in the calendar year as compared to the target number that the director has for approvals in the calendar year.
Whether the Government of Canada is currently accepting applications for permanent residence from persons who hold a certificate of nomination.

Any systemic compliance or enforcement concerns.
Any policy priorities provided by the Government of Canada to the Government of Ontario in respect of the Ontario Immigrant Nominee Program.
Any policy priorities provided by the Minister to the director in respect of the suspension or return of applications under this section.
The unemployment rate in Ontario or a region of Ontario.
Current or anticipated labour market needs in Ontario or a region of Ontario.
The availability or cost of housing in Ontario or a region of Ontario.
The ability of the Government of Ontario to fund and ensure access to health and other social services in Ontario or a region of Ontario.
Whether an applicant is currently lawfully allowed to work in Canada.
Whether an applicant is working in Ontario at the time of application.
Whether an applicant has obtained a job offer for an employment position that has been approved by the director in accordance with the Act.
The applicant’s proficiency in English or French.
The applicant’s employment and wage history.
The applicant’s highest level of education.
