曼省雇主要求-飞出国

  • 雇主需是注册公司,有限合伙或独资企业;
  • 雇主在曼省成立3年以上;
  • 雇主需是商业企业而非基于家庭的企业;
  • 在递交申请的前3年内,收入在250000加币以上;
  • 雇主当前不在加拿大就业和社会发展部/加拿大服务部暂令停止清单中;
  • 雇主未曾违反TFWP海外临时工人计划和IMP国际流动计划;
  • 正规雇主与雇员的关系,雇员与雇主非合伙或业主关系;
  • 雇主不使用招聘临时工人的中介;
  • 雇主在未来两年内,不会出售/部分出售其企业;
  • 雇主在就业标准与曼省省提名项目中,有良好的记录 (没有系统不合规记录)。

Employers must:

  • be registered as a corporation, limited partnership or sole proprietorship
  • be established in Manitoba for a minimum of three years
  • be a commercial business and not a home-based business
  • have a minimum of $250,000 in revenue in the immediate three years preceding the application
  • not currently be on the Employment and Social Development Canada/Service Canada suspension list
  • not have been assessed a fine for breaking the rules of the Temporary Foreign Worker Program (TFWP) or the International Mobility Program (IMP)
  • have an established employer–employee relationship and the employee cannot be in a partnership or proprietor relationship with the employer (e.g. owner-operator in trucking industry or partnership in a restaurant)
  • not be working with employment agencies using temporary workers
  • not be seeking to sell their business or portions of their business in the next two years
  • have a positive history with Employment Standards (no systemic history of non-compliance) and the Manitoba Provincial Nominee Program, if applicable

Once you have determined your business meets the eligibility requirements, follow the five-step process.

  • Positions must reference the 2016 National Occupation Classification (NOC) List.
  • If positions are NOC C or D and the wage rate is less than Manitoba’s prevailing wage, the employer must consider additional factors to assist low wage earners, such as (but not limited to) access to affordable housing. Employers must also pay the fees for the TFW’s work permit ($155) and pay for the transportation costs (i.e airfare) of the TFW’s to the work location in Canada and back to their place of permanent residency (if required). In addition, if public transportation is not available in regional areas, the employer will provide reasonable access to transportation for a reasonable period of time until the worker can obtain their own means of transportation.
  • If positions are NOC C or D and wages are less than Manitoba’s prevailing wage, the employer must provide assistance in aspects of settlement by coordinating integration into the community. Settlement assistance can include, information on registering for MHSC, schooling (for children if applicable), banking, etc.
  • Starting wages cannot not be less than the median prevailing wage rate for that position in that region
  • Positions must be for long-term and full time employment and meet the wages and working conditions offered to citizens/permanent residents
  • Position(s) require licensure or certification, the intended candidate must apply to the regulatory body to have their qualifications and skills assessed and/or pass an examination.

Ineligible Positions:

  • temporary or seasonal;
  • part-time employment (less than 30 hours per week)
  • commission-based;
  • home-based
  • not based in Manitoba

如果曼省雇主符合招聘条件,可以按照以下流程进行招聘:

第一,在这些网站打广告

Canada Job Bank; and (2) other common job sites (Indeed, Kijiji, Glassdoor etc.)

*招聘广告必须在雇主申请提交给 MPNP 雇主服务之前连续发布 4 周,并且必须在整个招聘过程中保持活跃

第二,联系Manitoba Start的Job Matching Unit发布空缺职位(比如提供与MB Start的沟通记录作为证明)

第三,制定人力资源计划,以证明:

  • 真正需要招聘工人;
  • 需要工人的时间表;
  • 满足劳动力市场需求所需的工人数量;
  • 即时或业务增长需求(必须指明)
  • 周转率和降低周转率的措施
  • 工人及其家人抵达后将如何获得支持(列出提供的所有定居支持)

第四,填写Employer Recruitment Form (ERF), 收集广告、人力资源计划和商业登记证明或公司注册证明

第五,提交上面列出的所有支持材料到 employerdirect@gov.mb.ca

其中广告可以直接发送打广告的网址链接, 转成PDF文件的广告页面是不被接受的。
