2021年5月7日，新西兰移民局发布了工签的一系列变革
新的签证系统将于2021.11.01起实行，雇主可以在2021年9月下旬开始申请认证
工签申请过程由原来的以外籍工人为导向变成以雇主为导向，将主要审核这三个方面：
- the employer check — employers need accreditation to pass this审核雇主：AEWV申请人的雇主必须通过认证
- the job check审核工作：确保没有新西兰人能够胜任这项工作
- the migrant worker check审核外籍工人：该项审核在外籍工人申请签证的时候进行，审核他们的health, character等
关于雇主的认证等级，有两种：standard accreditation标准认证和high-volume accreditation高级认证，前者针对想要同时雇佣最多5名AEWV申请人的雇主， 后者针对想要同时雇佣6名或更多AEWV申请人的雇主。
2021年11月1日起，以下六种工签将全部由Accredited Employer Work Visa (AEWV认证雇主工签)
- Essential Skills Work Visa一般技能工签
- Essential Skills Work Visa — approved in principle一般技能工签—原则上批准
- Talent (Accredited Employer) Work Visa人才（认可的雇主）工签
- Long Term Skill Shortage List Work Visa长期紧缺职业工签
- Silver Fern Job Search Visa (closed 7 October 2019)银蕨求职签证（已于2019年10月7日关闭）
- Silver Fern Practical Experience Visa银蕨实践经验签证
如果雇主想要雇佣外籍工人（migrant worker），且该工人需要申请AEWV，该雇主必须经过认证

新政实施的时间线以及作为过渡时期的政策

2021年6月30日，关闭现有的雇主认证系统；

2021年9月下旬，开始采用新的雇主认证流程；

2021年10月31日，最后一天允许提交Essential Skills Work Visa，Talent Accredited Employer Work Visa, LTSSL Work Visa申请；

2021年11月1日，开始接受Accredited Employer Work Visa申请。
2021年6月30日，移民局不再接受Accredited Employer（Talent – Accredited Employer），Labour Hire Accreditation (Essential Skills)，Approval in Principle (Essential Skills)的新申请。因此，需要申请这些的雇主最晚要在6月30日之前递交，但是不申请这些的雇主仍然可以担保一般技能工签直到2021年10月31日。所以，如果您持有的工签将于10月底到期并属于受新政影响的类别，那么建议您尽早申请工签续签，或者到时候提前联系雇主做认证。
以下类别的临时工作签证不会受上述新政的影响
- Recognised Seasonal Employer (RSE) Limited Visa认可的季节性雇主有限签证
- Working holiday schemes打工度假签证
- Post-study Work Visa毕业后工签
- Fishing Crew Work Visa渔船工作签证
- Religious Worker Work Visa宗教工人的工签
- Specific Purpose Work Visa特殊目的工签
- partnership work visas including Partner of a Worker Work Visa, Partner of a New Zealander Work Visa and Partner of a Student Work Visa 配偶工签
- work visas granted for international or humanitarian reasons, such as domestic staff of diplomats, consular and official staff, and for refugee or protection status claimants出于国际或人道主义的工签
