The Saskatchewan Assessment Appraisers’ Association (SAAA) holds the key to success in obtaining your accreditation in property assessment. The Accredited Assessment Appraiser of Saskatchewan (LAAS) license is recognized as the property assessment certification in the province of Saskatchewan.

Fees

The following fees are effective January 1, 2015:
• New Membership Application Fee - $50.00
• Change In Membership Status Fee - $50.00
• Re-instatement of Membership Fee - $150.00
• Annual Regular Membership Fee - $175.00
• Annual Candidate Membership Fee - $250.00
• Annual Accredited (Licensed and Designated) Membership Fee - $250.00
• Real Property Assessment (RPA-10) Course - $500.00
• Web Site Employment Advertising Fee - $300.00 - $500.00
• Late Payment Fee - $50.00
All fees (except RPA-10) are subject to 5% GST

Membership Privileges and Qualifications

Licensed Assessment Appraiser of Saskatchewan membership entitles a person to the following privileges:
• to supervise and/or practise residential, commercial and industrial mass assessment appraisals in an assessment jurisdiction;
• to vote and hold office in the Association;
• to have voice and vote at the annual and special meetings of the Association;
• to be appointed to committees of the Association;
• to receive a copy of Association documents designed for distribution to members;
• to receive the newsletter of the Association; and
• to use the title of Licensed Assessment Appraiser of Saskatchewan (LAAS) as set out in The Assessment Appraisers Act.

To become a Licensed Assessment Appraiser of Saskatchewan, a person must have:
A MAAS designation. The following education and experience are required for designation:
(a) Courses in real estate appraisal, real property assessment, mass appraisal techniques, real estate mathematics and/or economics, income appraisal and statistical and computer applications in valuation, obtained through:
(i) a certificate, diploma or degree in Real Property Administration, Appraisal and Assessment, or Urban Land Economics; or
(ii) an equivalent program obtained through any recognized post secondary education institution; or
(iii) courses and/or designations obtained through the International Association of Assessing Officers (IAAO)
(b) A class in Real Property Assesment in Saskatchewan
(c) A class in Local Government Legislation & Statute Law
(d) A Seminar/Course in Assessment or Appraisal Ethics

Experience:

Four years of mass appraisal experience in Saskatchewan; or
• Hold a recognized mass appraisal designation that enables the person to appraise all types of property, other than agricultural land, and have at least four years of experience in mass appraisal; or
• Hold a recognized fee appraisal designation that enables the person to appraise all types of property, other than agricultural land, and have at least four years of experience in mass appraisal; or
• Be designated in a jurisdiction outside Saskatchewan as qualified to appraise all types of property, other than agricultural land, and have at least four years of experience in mass appraisal.

Licensed Assessment Appraiser of Saskatchewan (Rural) membership entitles a person to the following privileges:
• to supervise and/or practise residential, commercial and industrial mass assessment appraisals in an assessment jurisdiction;
• to supervise and/or practise agricultural land mass assessment appraisal subject to the requirements of the Saskatchewan Institute of Agrologists
• to vote and hold office in the Association;
• to have voice and vote at the annual and special meetings of the Association;
• to be appointed to committees of the Association;
• to receive a copy of association documents designed for distribution to members;
• to receive the newsletter of the Association; and
• to use the title Licensed Assessment Appraiser of Saskatchewan (Rural) LAAS as set out in The Assessment Appraisers Act.

To become a Licensed Assessment Appraiser of Saskatchewan (Rural), a person must have:
A MRAAS designation. The following education and experience are required for designation:
(a) Courses in soil science, glaciation, hydrology, soil and rangeland classification, obtained through a Bachelor of Science in Agriculture, or equivalent courses obtained through a degree in Geography or Ecology or otherwise obtained through any recognized post-secondary education institution.
(b) Courses in real estate appraisal, real property assessment, mass appraisal techniques, real estate mathematics and/or economics, income appraisal and statistical and computer applications in valuation, obtained through:
(i) a certificate, diploma or degree in Real Property Administration, Appraisal and Assessment, or Urban Land Economics; or
(ii) an equivalent program obtained through any recognized post secondary education institution; or
(iii) courses and/or designations obtained through the International Association of Assessing Officers (IAAO)
(c) A class in Real Property Assesment in Saskatchewan
(d) A class in Local Government Legislation & Statute Law
(e) A Seminar/Course in Assessment or Appraisal Ethics

Experience:

Four years of mass appraisal experience in Saskatchewan, including training in application of agricultural land valuation methodology, that demonstrates the application of knowledge of the applicable legislation, regulations, the Saskatchewan Assessment Manual and soil, arable land and pasture classification and rating systems and characteristics required to appraise agricultural land in Saskatchewan.

• Registrar; and completion of UBC Certificate Program in Real Property Assessment; or equivalent courses in the UBC Diploma Program in Urban Land Economics (DULE) Assessment Specialization;
• To have voice and vote at the annual meeting and special meetings of the Association;
• To receive a copy of Association documents designed for distribution to members; and
• To receive the newsletter of the Association.
