  • You are between 22 and 55 years of age. Your age is assessed as of the day your application for permanent residence is received at the NBPNP Office and you are assigned an NBPNP application number.
  • You have sufficient English and, or French language ability to actively manage a business in New Brunswick. To obtain an objective assessment of your language ability you may be asked to submit an International English Language Testing System General Training (IELTS) or a Test d’Evaluation de Français (TEF). You can use language test results for two years from the time you took the test.
  • You have, at a minimum, been awarded a high school diploma for education completed after junior/middle school and before college, university and other formal training.
  • You will live, and operate a business in New Brunswick. You must assume day-to-day management role in the business.
  • You have relevant and proven management experience in three of the last five years. You must demonstrate prior management experience in the private sector. As a business owner or senior manager you must have significant decision-making responsibility. There must be a link between your management experience and the skills needed to operate your business in New Brunswick.
  • You demonstrate an understanding of the business environment in New Brunswick. You must gain knowledge of the New Brunswick business environment during your business trip.
  • You will prepare a business plan of economic benefit to New Brunswick. Your business plan must be approved by an official of the Government of New Brunswick.
  • You have a personal net worth of at least $300,000 CAD. Personal net worth is defined as the value of total assets, less the value of total liabilities. You must have sufficient funds to start the business and provide for the successful settlement and support of dependent family members for up to two years without third party assistance. The actual amount of funds required by the NBPNP will depend upon the planned business venture in New Brunswick.
  • You will submit all required forms and supporting documents. If documents provided in support of
  • Selection Factors are missing, incomplete or not able to be verified you will receive a “0” score for that selection factor. Immigration Program Officers have a right to request additional information at any time.
  • You will submit a signed copy of the Deposit Agreement and a conditionally refundable deposit of $75,000 CAD, prior to nomination. The Deposit Agreement specifies the terms and conditions of your agreement to make a financial investment in a business in New Brunswick.
  • You score a minimum of 50 points in the selection factors.

Eligibility Requirements

  • have an eligible connection to New Brunswick; and

  • be between 22-55 years of age; and

  • have a score of at least 5 on the Canadian Language Benchmark Test in speaking, listening, reading and writing competencies in English or French; and

  • have completed a minimum of two years of full-time post-secondary education after completing high school; and

  • have a verifiable personal net worth of** at least CAD $600,000 of which CAD $300,000 must be liquid and unencumbered funds; and

  • have at least three out of five years of experience in managing and owning a business (of at least 33.3%);
    or
    have five years out of five of experience in a senior business management role or more ;
    and

  • want to live permanently in New Brunswick , while owning and managing a local business; and

  • be able to invest at least $250,000 CAD of your own funds to establish a business in NB.

证明与NB的联系：下列5条里最少满足一条，其中大部分申请人只能通过商业考察来满足要求。

  1. 近2年内参加过NB组织的企业家类别宣讲会
  2. 近2年内去NB做过5天以上的商业考察

CONNECTION TO NEW BRUNSWICK

Candidates must identify at least one connection listed below. You must have a verifiable connection prior to submitting an EOI.

  • Candidate has participated in an Entrepreneurial Stream information session offered by an official representative from the Government of New Brunswick within the previous 24 months prior to submitting the EOI.
  • Candidate had an exploratory visit to NB for at least 5 business days within the previous 24 months prior to submitting the EOI.
  • Candidate, or spouse or common-law partner, has been awarded a diploma or certificate that required at least 2 years full-time study at a post-secondary institution in NB after completion of high school.
  • Candidate, or spouse or common-law partner, has worked 30 hours per week for at least 12 consecutive months in a high-skilled occupation (NOC O, A, B*) for a company located in NB.
  • Candidate, or spouse or common-law partner, have family (son or daughter over the age of 18 years, brother, sister, mother, father, grand parent, aunt and/or uncle) residing in NB for at least 1 year. The family member must be a permanent resident or citizen of Canada, or dependent children studying in NB

To be c onsidered for entrance into the EOI pool, you must:

  • have an eligible connection to New Brunswick;

Candidates will be ranked against others in the pool using a point-based system based on the information provided in this form. On a regular basis, only candidates with the greatest ability to become economically established in New Brunswick will be selected. Only those selected will be contacted by the Department and will receive a written invitation to apply for immigration to Canada through the NBPNP.

2018年 NBPNP Entrepreneurial Stream 项目评分标准里通过分是 65 分。

1. 年龄 - NB 企业家移民评分标准 - 飞出国

年龄最高10分，年龄计算标准为NB省收到完整文件的日期，不是EOI登录日期。35-50之间是10分，小于35或51-55岁间是5分，超过55年龄不得分。

2. 语言 - NB 企业家移民评分标准 - 飞出国

最高25分，主申请人听说读写毎一项都必须达到最低标准CLB5，单项3分；CLB 6 单项4分，CLB 7及以上单项5分；第二语言听说读写都达到CLB 5，总共可以得5分。New Brunswick 省认可的语言考试: IELTS，CELPIP，TEF。

3. 教育 - NB 企业家移民评分标准 - 飞出国

主申请人必须有2年以上高等学历，硕博可以得到25分，3年专科本科20分，2年技工学历15分。必须取得学历认证，学历认证有效期5年。

4. 个人净资产 - NB 企业家移民评分标准 - 飞出国

主申请人家庭净资产(包含配偶)达加币C$600,000，其中加币C$300,000必须是流动资产。 净资产必须是合法取得，并且须要由New Brunswick省指定的第三方进行查证，继承及赠与的资产无法算入符合资格的淨资产 (eligible net worth)。个人淨资产不记分，必须达到最低条件才能符合申请资格。

“总资产”是指银行的现金存款、定存、股票、基金、不动产及100%持有的公司淨值。”总负债”是指房贷、个人贷款及其他贷款。

5. 管理经验 - NB 企业家移民评分标准 - 飞出国

最高20分，主申请人的公司必须是私人的营利为目的的公司，政府部门或非营利单位都不能被接受。

企业主经历：近10年一直是企业主，20分，近10年有6-9年企业主经验18分，近15年内有3年企业主经验15分；
高管经历：近10年有10年高管经验，12分，近10年有6-9年高管经验10分，近5年内有5年高管经验5分；

  • 主申请人持有公司100%的股份，申请前5年有至少3年的管理经验; 或
  • 主申请人在申请前5年有5年的高阶管理经验; 及
  • 至少管理2年以上的员工

6. 商业计划 - NB 企业家移民评分标准 - 飞出国

最多可得15分，分很多小项，在EOI阶段就要附上商业计划概要。正式提交NBPNP申请案时附上完整的商业计划书。这个也是项目含金量最高的地方。

  • 主申请人可以委託第三方拟定商业计划，但是必须完全了解商业计划的内容，否则申请案会被拒绝。
  • 商业计划必须能够证明对New Brunswick省带来经济利益，事业必须是营利为目的，并且提供New Brunswick省的产品或
    服务。

New Brunswick移民局会审查商业计划下列内容:

  • 审查商业计划整体的品质;
  • 决定主申请人在准备商业计划的过程是否有进行足够的了解;
  • 审查商业计划在New Brunswick省执行的可行性;
  • 审查商业计划可以在New Brunswick省经济成功的建立性及执行性;
  • 其他考量

7. 配偶适应力 - NB 企业家移民评分标准 - 飞出国

配偶17周岁后在NB合法留学一年活在NB有6个月攻关那种经验可以获得5分，配偶语言达到 CLB 5可以获得5分适应分。配偶适应能力累积最多可得5分。

NB企业家移民保证金及经营要求

获得 NB PNP 提名后申请人需支付 10 万加币保证金。在 NB 运行企业2年后可以退还该保证金。

企业经验里没有具体营业额要求，但要求为当地公民或永久居民创造两个就业。

总体来说，NBPNP 在暂停4年后与2017年8月重开 Entrepreneurial Stream ，NBPNP Entrepreneurial Stream 仍然是一步到位永居，对大部分申请人来说都需要商业考察，需要具有高等学历，一定的英语基础，同时有 EOI 评分，按照分数高低来筛选申请人。

NBPNP Entrepreneurial Stream 通过10万加币的保证金来约束申请人经营企业。

Nomination Decision

If your application is approved, you will receive a letter with instructions for
submitting a signed and dated Business Performance Agreement and the deposit
of CAD $100,000 to the Department of Post-Secondary Education, Training and
Labour within 60 days of issuance of the letter.

Creating jobs in New Brunswick

The business must create at least two full-time jobs for permanent residents or
citizens of Canada living in New Brunswick. The two full-time jobs cannot include
you, your spouse or common-law partner, your dependant children and/or other
family members.

Operating the business in New Brunswick

With respect to operating the business, you must:

  • ensure the business pays income tax on taxable income earned in the
    province, regardless of income or other taxes that may also be payable in
    other jurisdictions as a result of income earned or other business activity;
  • comply with all legislation in the province including, but not limited to,
    the Employment Standards Act, Human Rights Act and Occupational Health
    and Safety Act;
  • comply with all Canadian laws in establishing, purchasing and maintaining
    the business;
  • obtain the necessary licences and permits, etc, from all applicable municipal,
    provincial and/or federal authorities; and
  • continue to operate the business for two years from the date of the refund
    and release of the deposit of CAD $100,000 to you as the applicant.

Program Highlights and Overview

The NB PNP is designed for experienced business professionals who are willing to invest in an enterprise in the Province of New Brunswick, and establish their families in the Province.

The Program requires that applicants are aged 22 to 55, speak English or French, and have completed a minimum two-year post-secondary education degree or diploma.

In addition, they must:

  1. have a verifiable net worth of at least CAD$600,000, with CAD$300,000 available in unencumbered liquidity (bank account, stocks, fixed deposits, pensions, etc.,…);

NB 一步到位企业家移民2018年10月17日暂停-飞出国

继9月底 NB Express Entry 技术移民申请暂停后，2018年10月17日，NB 宣布暂停企业家移民项目，NB 企业家移民项目8月初配额已满，后因为 PEI 永久关闭一步到位企业家移民，NB 也关闭了，虽然是暂时的但何时再开放，已何种方式再开放还未知。

至此，NB 作为加拿大联邦省份最后一个可以通过支付保证金而一步到位拿PR的商业移民项目也关闭了。

当前只有魁北克商业移民还是一步到位的，但申请条件和门槛都比联邦省份的商业移民高，而且周期长，并且也在酝酿变化，有钱也很难通过商业移民方式移居加拿大了。雇主担保成了更多人的选择。
