To legally practise in Manitoba, all dentists must complete a registration and licensing process to become members of MDA.

Most internationally educated dentists are graduates of non-accredited programs. To confirm your status, visit the Commission on Dental Accreditation of Canada for a list of accredited programs.

The Manitoba System

Dentistry is a regulated profession in Canada. This means that the profession sets its own standards of practice and that a regulator must authorize you to work as a dentist. Each province and territory has its own regulator and registration and licensing requirements.

The government will review your dentistry education and experience, and may select you to immigrate to Canada if it is confident you can find work and contribute to the economy. But the government cannot guarantee that you meet the requirements to practise dentistry in Manitoba. Only the Manitoba regulator­—the Manitoba Dental Association (MDA)—can determine this through the registration and licensing process.

To complete the NDEB Equivalency process, complete the following tasks*:

  • Apply to the NDEB process online
  • Pay the non-refundable fee
  • Submit the required documents
  • Meet the application deadline date
  • Successfully complete the three equivalency assessments

The three equivalency assessments are:

1.Assessment of Fundamental Knowledge :This is a multiple-choice style test.

2.Assessment of Clinical Skills:This is a two-day process in which you will be evaluated on your performance of dental procedures on simulated patients.

3.Assessment of Clinical Judgment Protocol :This is a written test.

  • Pay the exam fee. Important: All fees must be paid by credit card.
  • Meet the deadline for application.

NDEB will reply to your application within 2-4 weeks. You will receive details on when and where to write the exam once your application is accepted.

Passport-size photo (2” wide x 2 ¾” tall), which you will adhere to your application form

c) Student Member – Intern/Resident:
If you are applying for prescription privileges within a hospital setting, provide:

  • A copy of the Hospital/Dental Internship Agreement
  • A certified copy of your NDEB certificate or a certified copy of completion of an MDA-approved pharmaceutical examination

d) Certification in a Cardiopulmonary Resuscitation (CPR) Program:

  • A copy of your CPR Program certificate

You must have valid certification in resuscitation from one of these programs approved by Manitoba Health:

e) Jurisprudence and Ethics Program:

A certified copy of your Jurisprudence and Ethics certificate. You must complete a Jurisprudence and Ethics Program with one of the following MDA-approved institutions:

3. 实践信息 Practice Information

If you are licensed in another jurisdiction, submit the following:

  • An original Letter of Good Standing or Certificate of Standing from the current licensing body (if licensed in another jurisdiction) dated not more than 30 days prior to the application to practise dentistry in Manitoba.

  • The Letter of Good Standing must include:

  • Name and address of the regulatory body

  • Your membership category such as Practising or Non-Practising

  • Your status such as active or inactive

  • The expiry date of your current licence

  • Information on any disciplinary action taken against you

  • The Letter of Good Standing must state that:

  • You are a member of good standing

  • You have no outstanding complaints against you

  • You have never been suspended

A completed Schedule B: Practice Information Consent for Release of Information so that MDA may obtain additional information from the governing body, should MDA feel it appropriate to do so

4. 健康记录 Health History

If you answered yes to any of the Health History questions in Schedule A: Application for Registration and Licence, submit a Schedule C: Health History - Consent for Release of Information form. Your healthcare provider(s) must also submit Schedule C directly to MDA.

5. 犯罪记录 Criminal History

If you answered yes to any of the Criminal History questions in Schedule A: Application for Registration and Licence, please forward copies of any relevant documents, if available.

You must provide two original Letters of Reference. Each letter must be written and signed by a non-family member with a professional designation such as dentist, lawyer, physician or pharmacist. Each letter must include:

  • A description of your character
  • A comment about your dentistry skills
  • A statement that you are an ethically sound person
  • A statement that you have good judgment

7. 医疗事故保险 Malpractice Insurance

MDA’s Bylaw requiring mandatory professional liability insurance for members and professional dental corporations came into effect on May 1, 2000, (MDA Bylaw 40-00, Section 24(2)(1) of the Dental Association Act).

Provide proof of malpractice insurance in the amount of $3,000,000 through CDSPI

(TASK 3: Fees) -飞出国

(TASK 5: MDA 回复MDA Response) -飞出国

  • Information about what you need to do to become registered and licensed

*MDA will not cash your cheque for your Licence fee.

The licensing orientation takes approximately 1 ½ - 2 hours at the MDA office. At this orientation you will have a review of all current bylaws.

  • The expiry date of your current licence
  • Information on any disciplinary action taken against you
  • Continuing competency requirements
  • A statement that you are a member of good standing
  • Records of any complaints against you
  • Any suspension records
  • A completed Schedule B: Practice Information Consent for Release of Information so that MDA may obtain additional information from the governing body, should MDA feel it appropriate to do so

Educational Upgrading

If your credential assessment determines that your dental assisting education does NOT meet the standard required for STEP 2: NDAEB Written Exam, you may attend an educational upgrading program in Canada or USA. The Manitoba Dental Association (MDA) recommends that you to attend a dental assisting program that is accredited by the Commission on Dental Accreditation of Canada (CDAC) or the Commission on Dental Accreditation of America (CODA).

If you complete intra-oral upgrading at a Canadian or USA dental assisting program that is accredited by CDAC or CODA, you will be considered a graduate of an accredited program and will NOT be required to complete Step 3: NDAEB Clinical Practice Evaluation (CPE).

Canada recognizes programs that are accredited by the Commission on Dental Accreditation of America (CODA). Visit the American Dental Association for a list of USA programs accredited by CODA.

b) Domestic and International Non Accredited

Only graduates of non-accredited dental assisting programs must complete the NDAEB Clinical Practice Evaluation (CPE). The CPE is a half-day clinical evaluation that requires you to perform 9 intra-oral skills on a mannequin.

  • Will mail you information about what you need to do to become registered and licensed
  • Will NOT cash your cheques for your registration fee and application fee
