submission. Your EOI may be assessed with any changed criteria irrespective of the date of
submission and the EOI criteria applicable on that date.

From May 1, 2016 to July 31, 2016, 130 LAAs (10 LAAs per week) were issued to EOI submissions with scores ranging from 94 to some EOI’s with a score of 82. Out of the 130 LAAs issued, 69 LAAs resulted from new EOI submissions received in the week prior to the LAA being issued.

From January 5, 2016 to April 30, 2016, 170 LAAs (10 LAAs per week) were issued to EOI submissions with scores ranging from 100 to some EOI’s with a score of 82. Out of the 170 LAAs issued, 109 LAAs resulted from new EOI submissions received in the week prior to the LAA being issued.

The Manitoba Provincial Nominee Program for Business (PNP-B) is pleased to announce that it has started issuing Letter of Advice to Apply (LAA) to the potential applicants who have submitted their Expression of Interest (EOI) after opening of our online EOI submission system on February 4, 2015.

The program has also made minor changes on its website including changes on our document checklist. You are advised to review our website carefully. If you are submitting a nomination application, please use most updated forms and document checklist in your application package.

The Manitoba Provincial Nominee Program for Business is pleased to announce the opening of its online Expression of Interest (EOI) submission system beginning today for all potential applicants. All EOI submissions will be placed in an EOI pool and will be ranked based on a point system using our Adaptability Assessment Matrix. The Program will periodically select the most suitable candidates who have submitted their EOI and will invite them to apply for nomination. Submission of an EOI does not guarantee that you will be given an opportunity to apply. The Program reserves the right, at its sole discretion, to also make selections using country of residence as a factor.

A user name and password must be created to access the online EOI system. You are required to use this user name and password to update your EOI information in future. Preserve this information carefully. All potential applicants should review the Program requirements and application process before the submission of an EOI. Program information on our website will address many of your questions.

Authorized representatives can submit an EOI on behalf of their applicants. All authorized representatives must initially register with the Manitoba Provincial Nominee Program. Authorized representatives must present the EOI submission on behalf of their applicants through their assigned user name. The Program currently awards points for an Exploratory Visit. However, this visit must be conducted no more than six months prior to the submission of an EOI. During the transition period some potential applicants may have conducted an Exploratory Visit which is now more than six months old. The Program is currently relaxing this requirement and extending the time period for an Exploratory Visit from six months to one year. Hence, you can currently award yourself points for the Exploratory Visit if you have conducted this visit not more than one year before the submission of the EOI. Please note this is a temporary change in our Program requirement which will be withdrawn in the near future without any advance notice. The Program does consider the timeliness of the EOI submission compared to the Exploratory Visit as an indicator of sincere interest in Manitoba.

Please note you are not eligible to submit your EOI for a period of one year from the date of the refusal of your previous application. If your application was refused due to the identification of falsified documents, misrepresentation or concealment of material facts, you are not eligible to submit your EOI for a period of two years from the date of the refusal of your previous application.

New Rules for Children

Age for accompanying adult dependents reduced to under 19

Effective August 1, Immigration, Refugees and Citizenship Canada (IRCC) is implementing new eligibility rules for accompanying dependents.

In order to be considered eligible to accompany an MPNP applicant to Manitoba, a dependent child must be:

  • Under the age of 19 and not married or in a common-law relationship, or
  • 19 years of age or older, dependent substantially on the financial support of the parent since before the age of 19 and unable to be financially self-supporting due to a physical or mental condition

IRCC’s amendment of the definition of dependent child affects all federal and provincial immigration programs.

The initial number of submitted EOIs has increased from 669 to 673.

Expression of Interest (EOI) submissions from priority applicants was open for a period of 90 days up to February 1, 2014. The online submission of an EOI is now closed for all applicants, including the priority applicants. All EOI submissions received from priority applicants before the deadline are being analyzed and a notice will be posted in the near future to advise when Letters of Advice to Apply will start being issued.

The Program currently awards points for an Exploratory Visit; however, the visit must be conducted no more than six months prior to the submission of the EOI. Potential applicants wishing to come to Manitoba for this purpose should exercise caution as there is a possibility that their visit may not be valued. The Program strongly recommends postponing plans to conduct an Exploratory Visit to Manitoba until further notice is provided when the EOI process will become available.

The Manitoba Provincial Nominee Program for Business (PNP-B) is proud to announce the opening of an online system for the submission of an “Expression of Interest” (EOI).

The online submission of an EOI is now open to the priority applicants only. You are considered a priority applicant if you have submitted an Exploratory Visit Applicant Information Form before August 2, 2013 but have not received an invitation to conduct an exploratory visit to Manitoba. In other words, you have submitted an Exploratory Visit Application to the PNP-B which was not assessed and you have not received any communication from the PNP-B. You must check this option when replying to EOI questionnaires in the application process. Your information will be verified from our records. EOI submissions from the priority applicants will be open for a period of 90 days from the date of this notification that is up to February 1, 2014. New applicants should wait for a further notification when this system will be available to you for the submission of an EOI.

During the submission process, you will be requested to complete an “Adaptability Assessment Matrix Form”. Please save this form and attach it to your submission.

Authorized representatives can submit an EOI on behalf of their applicants. All authorized representatives must attach a “Manitoba Code of Conduct Form" in addition to an “Adaptability Assessment Matrix Form”. You and your applicant must sign this completed form and attach a scanned copy with the EOI submission. All representatives have to initially register with Manitoba Provincial Nominee Program (MPNP). The online registration is open to all authorized representatives. Confirmation of registration is usually communicated to a representative within two working days after the submission of registration request.

The Manitoba Provincial Nominee Program for Business (PNP-B), as part of its ongoing drive for innovation and preservation of program integrity, is introducing some important changes to its program operations. The following highlights changes that the Program will be implementing effective immediately:

Request for an Exploratory Visit:

  • Applicants to the Program are no longer required to submit an Exploratory Visit Applicant Information Form. The Program will stop accepting new Requests for an Exploratory Visit effective immediately.
  • The Program is introducing a new process whereby potential applicants will have the opportunity to submit an Expression of Interest (EOI) to the Program. All EOI submissions will be placed in an EOI pool and will be assessed based on a point system using an Adaptability Assessment Matrix.
  • An online system will be set up that will facilitate the submission of Expressions of Interest.
  • The Program will periodically select the most suitable candidates who have submitted their EOI and will invite them to apply for nomination.
  • There is no fee to submit an EOI and the submission for each potential applicant will remain valid for consideration for one year from the date of its submission.
  • The Program will only accept nomination applications from those who have received an invitation to apply. Hence individuals cannot send a nomination application without submission of an EOI and unless invited to apply by the Program.
  • Going forward, exploratory visits to the province will not be required in all cases. However, interested applicants are encouraged to undertake these visits as it enhances an EOI candidate’s chances of being selected to receive an invitation to apply.

Good-Faith Deposit and Processing fees:

  • The current deposit amount of $75,000 will be increased to $100,000.
  • A new non-refundable application processing fee of $2,500 will be introduced for new applications.
  • All applicants selected from the Expression of Interest pool and invited to apply for Nomination are required to submit the application processing fee of $2,500. At the approval stage, these applicants will be required to submit a cash deposit of $100,000.

Current Applicants:

  • The Program will no longer be issuing letters of invitation to conduct an exploratory visit to Manitoba effective immediately.
  • Those who have received a letter of invitation to conduct the exploratory visit to Manitoba will be allowed to continue through the current process and eligibility requirements. However applicants will be required to use new application forms and comply with new documentation requirements. Applicants are requested to immediately contact the program (by e-mail) to make scheduling arrangements for their exploratory visit and interview.
  • Those who have submitted an Exploratory Visit Applicant Information Form, but have not yet received an invitation to conduct an exploratory visit to the province will have an opportunity to participate in the EOI pool on a first priority basis.
  • No new EOI submissions will be accepted until the selection process from EOI submissions of existing Exploratory Visit Applicants is complete. Further information including the date of commencement for the submission of EOI’s from existing Exploratory Visit Applicants and new EOIs will be posted on this website.
  • Applicants who have already completed an exploratory visit to Manitoba and been interviewed by a Program Officer within the last nine months will be allowed to submit their complete applications within 90 days from the date of this notification. These applicants will be assessed based on previous Program requirements. However, applicants are required to use new application forms and comply with new documentation requirements.
  • Those who have received a letter of invitation to conduct the exploratory visit to Manitoba, or have conducted an exploratory visit to Manitoba, or have submitted their complete application will not be affected by this process change, eligibility requirements, deposit increase or by the fee requirement.

Farm Strategic Recruitment Initiative:

  • The Young Farmer Nominee Program has been replaced by a Farm Strategic Recruitment Initiative to facilitate the recruitment of the most suitable farmer immigrants.
  • Applicants interested in applying for the Farm Strategic Recruitment Initiative are not required to submit an Expression of Interest.
  • All applicants are required to use the new application forms and comply with new documentation requirements. An exploratory visit to Manitoba for a minimum of 5 working days and interview with a program officer are mandatory.
  • An exploratory visit and interview must be completed prior to submitting the nomination application. Nomination applications submitted prior to completion of the exploratory visit and interview will not be processed and returned to the applicant.
  • The Program will start accepting Farm Strategic Recruitment Initiative nomination applications with the applicable non-refundable processing fee of $2,500 immediately.
  • The good-faith deposit for the Farm Strategic Recruitment Initiative is $75,000.

Current Farm Applicants

  • Applicants who have already completed an exploratory visit to Manitoba and been interviewed by a Program Officer within last nine months will be allowed to submit their complete applications within 90 days from the date of this notification. These applicants will be assessed based on previous Program requirements; however, applicants are required to use new application forms and comply with new documentation requirements.
  • Those who have received a letter of invitation to conduct the exploratory visit to Manitoba will be allowed to continue through the current process and eligibility requirements. Applicants are, however, required to use new application forms and comply with new documentation requirements. These applicants are requested to contact the program (by e-mail) immediately to make arrangements for their exploratory visit and schedule a date for their interview.
  • Those who have received a letter of invitation to conduct the exploratory visit to Manitoba, or have conducted an exploratory visit to Manitoba, or have submitted their complete application will not be affected by process change, eligibility requirements, or by the fee requirement.

Note: The MPNP-B draws submissions from the EOI pool periodically. A Letter of Advice to Apply (LAA) is issued to the highest scoring submissions existing in the pool at the time of draw. Due to limited number of available spots, the LAA issuance is prioritized on the basis of date of last update in case of a tied score.

The EOI pool is active and dynamic. Its composition changes with every additional submission. Submissions are drawn multiple times every month and the range of scores varies for every draw. The range of scores depend on the available EOI submissions in the pool at the time of the draw.
