A. IPENZ 为海外工程师提供学历评估服务
新西兰技术移民 SMC 绝对紧缺职业加分
申请人通过以下任一方式都可以在申请新西兰技术移民时，获得绝对技能紧缺职业工作经验加分：
- 新西兰特许专业工程师注册；
- 持有华盛顿协议认可的学位（Washington Accord-accredited degree）；
- NZQA 认证的学历：需要等同于新西兰工学学士或者工学荣誉学士学位；
- 相关的学历和 IPENZ 证明信，证明你满足新西兰特殊专业工程师注册的条件。
To claim bonus points for qualifications in an area of absolute skill shortage under the Skilled Migrant Category you need one of the following:
- New Zealand registration as a Chartered Professional Engineer
- Washington Accord-accredited degree
- Qualification recognized by NZQA： A qualification specifically recognized by the New Zealand Qualifications Authority (NZQA) as comparable to one of the following:
- Bachelor of Engineering
- Bachelor of Engineering (Honours)
- Relevant qualification with a letter from IPENZ ：A relevant qualification (NZQF level 7 or higher) with a letter from IPENZ certifying that the qualifiication and any further learning meet the academic requirements for registration as a Chartered Professional Engineer in New Zealand.
IPENZ 提供的学历评估服务
如果申请人认为自己的工程师学历等同于华盛顿协议认可的学位，并且满足新西兰特许专业工程师的注册要求，申请人需要先申请NZQA的移民目的的学历认证。
如果NZQA评估你的学历等同于工学学士，工学荣誉学士或者工学硕士学位，那么你申请移民时需要提交相关的评估函。
如果NZQA评估你的学历等同于学士学位，需要经过进一步评估是否等同于华盛顿协议认可的学位。IPENZ 可以根据新西兰特许专业工程师的要求来评估你的学历和进修学习
IPENZ 提供2个等级的知识评估
Level 1 - 建立等同关系 Desktop equivalence assessment
在第一等级，IPENZ 可能认可下面学历：
- 为了申请注册或许可，向另外一个华盛顿协议签署人证明其工程知识等同于华盛顿协议认可学历的工程师；
- Washington Accord 签署前（1989）获得的学历，但学习的体系与 Washington Accord 签署后学习体系一致的；
- 工程师持有的学历不是华盛顿协议认可学历，但是通过IPENZ承认的流程由华盛顿协议签署人认可；
- 对于非华盛顿协议认可的学历，但是由华盛顿协议合作伙伴通过单独的双边协议或者多边协议，认为其等同于华盛顿协议认可的学历。
At this level we use our international networks (through the Washington Accord, International Professional Engineers Agreement and APEC Engineers Agreement) to obtain evidence of formal equivalence of your academic qualifications or any professional registration/licensure held. Through this process IPENZ may be able to recognize:
- Engineers who have been able to demonstrate to another Washington-Accord signatory that they have engineering knowledge equivalent to a Washington-Accord degree for the purpose of gaining professional registration or licensure in that jurisdiction
- Engineers with qualifications that predate the formal establishment of the Washington Accord (1989) and therefore predate formal Washington Accord recognition, but which were subject to an equivalent accreditation regime
- Engineers with qualification(s) from a non-Washington Accord jurisdiction that are accredited by a Washington Accord signatory through a process that IPENZ recognizes
- Qualifications delivered in a non-Washington Accord jurisdiction that are accepted as equivalent by a Washington Accord partner through a separate bilateral or multilateral agreement.
Level 2 – 知识评估 Knowledge assessment
如果申请人无法通过Level1 建立学历等同关系，可以申请正式的知识评估。申请人可以利用学术研究和在工作中获得的知识和技能，一起证明你的工程师知识等同于通过华盛顿协议认可学位获得的知识。
Level 2 – Knowledge assessment
If you can’t establish equivalence through a Level 1 desktop equivalence assessment, you can apply for a formal knowledge assessment. You can use a combination of evidence of academic study and knowledge and skills gained in the workforce to demonstrate that you have (and can apply) a level of engineering knowledge equivalent to that gained through a Washington Accord-accredited degree.
A successful knowledge assessment will streamline an application for Professional Membership and/or CPEng registration, which you can do immediately or later.
B. 海外工程师学历认证
有3个国际教育协议，为从事其对应的3个职业类别的新西兰工程师和IPENZ毕业会员，提供海外工学学历的直接认证。
3个职业类型及其对应到国际教育协议为：
- 专业工程师 - 华盛顿协议；
- 工程技师 - 悉尼协议；
- 工程技术员 - 都柏林协议。
- Professional Engineering - Washington Accord
- Engineering Technology - Sydney Accord
- Engineering Technician - Dublin Accord
如果你的海外学历经过以上任意一个协议的另一个签署人认可，那么你就有资格申请IPENZ的 Graduate Membership。同时你的学历也被认为满足 competence-based membership 的条件和协议对应的职业的注册条件。

C. 持有其他机构注册或许可的工程师相互认可
对于在海外机构获得工程师注册或许可的工程师，可以申请基于能力的注册或基于能力的会员身份。
一、基于能力的会员身份 Competence-based Membership
对于有等同学历的申请人，申请IPENZ 基于能力的会员身份时无需进一步的评估或评估费。申请人只需要填写 入会能力评估表CA01(Competence Assessment for Admission)即可。无需其他材料和费用。

- (Normally) Professional Engineer registered through a State or Territorial Licensing Board – Because of variations across States/Territories, evidence of the registration process applied by the particular State or Territorial Board will be required)
- International Professional Engineer registered through the United States Council of International Engineering Practice

二、基于能力的注册 Competence-based Registration
海外注册人如果能证明他们有等同的能力的话，无需申请新西兰注册，他们只需要提供其知识证明文件，以及新西兰良好实践和持续专业发展申请即可。
1. 特许专业工程师注册申请(Admission pathways to Chartered Professional Engineer registration)
如果申请人曾经被证明为是等同的特许专业工程师 CPEng Equivalence ，那么他就无需提供证明信息。
以下情况被认为是有同等的特许专业工程师：
- 当前持有某个国际专业工程师注册的工程师；
- 当前持有APEC注册的工程师；
- 持有特许专业工程师注册，或者持有英国专业工程师协会的等同的专业会员身份的工程师；
- 当前持有澳洲特许专业工程注册或国家专业工程师注册地工程师；
- 在新西兰专业工程师协会注册为昆士兰专业工程师的工程师。
The Registration Authority has determined this to include:
- Engineers holding current registration as an International Professional Engineer
- Engineers holding current registration as an APEC Engineer
- Engineers holding CEng registration or the equivalent professional membership through a Professional Engineering Institution in the UK, as set out in the Admissions Pathways Agreement with the Engineering Council (UK)
- Engineers holding CPEng or NPER registration in Australia, as set out in the Admissions Pathways Agreement with Engineers Australia
- Engineers registered by the Board of Professional Engineers Queensland as Registered Professional Engineers Queensland (RPEQ)
2. 技师和技术员注册(Admission pathways to registration for Technologists and Technicians)
IPENZ 也负责工程技师和工程技术员的国家注册，如果海外工程技师和工程技术员曾经被评估为有 “Equivalent Competence”，可以不用提供证明信息。
“Equivalent Competence” 要求持有人必须：
- 证明自己的能力满足当前注册的最低标准；
- 一直遵守与当前注册要求一致的道德规范。
等同于工程技师的包括：
- 当前持有国际工程技师注册的工程师；
- 持有英国 Incorporated Engineer 注册或者英国专业工程师协会会员的工程师；
- 持有澳洲特许专业工程师或国家工程技师注册的工程师。
等同于工程技术员的包括：
- 持有英国工程技师注册或者英国专业工程师协会专业会员身份的工程师；
- 持有澳洲特许专业工程师或国家工程技师注册的工程师。
