AIPP项目中提到的雇主批文就是Confirmation of Designation或者是Designation Letter (DL)，是雇主能够参与AIPP项目的一个资质证明，只有拿到这个批文的雇主才是AIPP项目的指定雇主（Designated Employer）。
根据项目要求，申请人获得的工作offer必须是指定雇主签发的，否则不符合AIPP项目对 job offer的要求。
根据联邦的要求，想成为AIPP项目指定雇主，雇主需要：
- 有良好的信誉；
- 已经在大西洋地区运营至少2年；
- 能够和定居服务机构合作以帮助申请人获得定居服务；
满足以上联邦基本条件的雇主可以向省政府递交申请成为Designated Employer。
想要成为某个省份的指定雇主，雇主只需要向该省份提交一次申请就可以，无需每雇佣一个境外雇员就提交一次申请。
You only have to apply once to be designated by a province. You don’t need to apply for each candidate.
You can apply for designation even before you find a candidate.
You must be designated in the province where the candidate will be working. If the candidate will be working in several provinces, you must be designated in all those provinces.
You can’t hire someone under the Atlantic Immigration Pilot if they won’t be working in an Atlantic province.
When you are designated, you’ll receive a Confirmation of Designation from the province.
大西洋试点项目由4个省份参加，每个省份会设置自己标准来审理雇主的申请。以新斯科舍省（Nova Scotia ）为例，我们看下该省份对指定雇主的要求。
想要成为指定雇主，雇主需要满足以下要求：
- 经营的业务有良好的信誉；
- 提供有关劳工需求的信息；
- 致力于与提供安置服务的机构合作（以帮助申请人安置和定居）；
除此之外，雇主想要拿到背书，在省提名阶段必须递交以下证明材料：

雇主需要证明已经尽力在当时招聘，但没有成功；

招聘的是外籍工人；

提供与外籍工人共同签署的有效的，非季节性的全职工作合同；

提供与外籍工人共同签署的个性化安置计划；
- To become *designated,* an employer must:
- Have a business operating in good standing
- Provide information on labour needs
- Commit to working with a service provider organization on settlement and retention
- To become *endorsed*, an employer must:
- Demonstrate efforts to hire locally have not been successful
- Recruit a foreign worker
- Provide a valid, full-time, non-seasonal job offer co-signed with the foreign worker
- Provide an individualized settlement plan co-signed with the foreign worker
