飞出国：魁北克蒙特利尔时间2017年3月30日，魁北克移民局发布了 2017-2018 年度魁北克移民规则及流程，作为近几年惯例，魁北克移民年度是以当年4月1日开始到次年3月31日截止。
魁北克移民分为技术和商业类别，技术类移民包括普通技术移民，经验类移民，商业类移民包括投资移民，企业家移民和自雇移民，这里面大部分魁北克移民项目都是有配额限制的，2017-2018 年度魁北克各类移民项目配额限制见飞出国整理的下表（2017年3月底数据）。

上述配额只是受配额限制项目当期配额，除了受配额限制的项目外，魁北克移民里还有不受配额限制的项目，包括法语B2的投资移民，当前已经在魁北克境内的留学生或持有魁北克 job offer 的申请人通过 Mon Project Quebec 申请魁北克技术移民，魁北克经验类移民 PEQ 都是不受上述配额限制的，魁北克移民总体配额早已发布，请参考飞出国论坛 2017 年魁北克移民配额 帖子介绍 。
魁北克投资移民里中国申请人最多，因此 2017 年魁北克投资移民分配给中国地区的投资移民配额是 1330，与2016年一样，同时这应该是魁北克投资移民变政前的最后一次，符合投资移民的申请人还要抓紧。
除了配额不同外，魁北克移民规则及流程的另外一个特点是，并不是所有魁北克移民项目都是在同一个时间点发布，例如2017年魁北克投资移民1900个配额是从 2017年5月29日才开放申请，并且会在2018年2月23日截止申请。
而魁北克技术移民中的常规技术移民（Regular Skilled Worker Program）可以随时注册 Mon Project Quebec ，但 2017 - 2018 年度第一批 5000 配额何时开放还是不确定的，拿 2016 年来说，通过 Mon Project Québec 在线申请的魁北克常规技术移民分别是2016年6月13日和2016年8月16日两次开放的，俗称 613 和 816。
Québec Immigration rules and procedures - 2017
The rules governing the intake and processing of applications for a certificat de sélection du Québec pertain to applications submitted by economic immigration candidates (permanent workers, investors, entrepreneurs and self-employed workers).
The rules regarding the maximum number of applications that are received by the Ministère do not in any way reflect a change in Québec’s immigration objectives (in French, 219 Kb). By limiting the number of applications received, the Ministère is able to process a greater number of pending applications and reduce processing times.

- If you have advanced intermediate knowledge of French demonstrated by a standardized test recognized by the Ministère, your application is not subject to these rules and you can submit your application at any time until March 31, 2017.
** A maximum of 1330 applications from foreign nationals from the People’s Republic of China, including the administrative regions of Hong Kong and Macao, will be accepted.
*** You can submit your application at any time if you are in one or the other of the situations specified in the Permanent workers section.
Permanent workers
The use of the Mon projet Québec secure space is now mandatory for anyone submitting an application for a certificat de sélection du Québec (Québec selection certificate) under the Regular Skilled Worker Program.
Maximum number of applications
The maximum number of 10 000 applications for a Certificat de sélection du Québec that can be received under the Regular Skilled Worker Program has been attained for the application intake period extending from April 1, 2016 to March 31, 2017.
Candidates who can submit an application at any time
Even if the maximum number of applications has been attained, you can submit your application at any time through Mon projet Québec if:
- you have a job offer validated by the Ministère; or
- you are a temporary resident and entitled to submit an application for a Certificat de sélection au Québec.
Applicants who wish to present an application under the Programme de l’expérience québécoise (Québec experience program) must follow the instructions provided and access the corresponding forms on the page Applying for a certificat de sélection du Québec.
Priority processing
The following applications will receive priority processing:
- applications submitted under the Programme de l’expérience québéboise (PEQ - Québec experience program);
- applications that include a valid employment offer;
- applications from candidates who earned points under the factor Area of training.
Investors
The maximum number of 1 900 applications for a certificat de sélection du Québec that can be received under the Investor Program has been reached. Therefore, applications can no longer be submitted under this program at this time. Any application received after the attainment of this maximum will be returned to the applicant.
Investor applicants who demonstrate, by means of a test recognized by the Ministère, that they have an advanced intermediate knowledge of French, are not subject to this maximum number of applications and can submit their application at any time. These applications will receive priority processing.
Applications must be sent by mail or courier, to the Direction de l’enregistrement et de l’évaluation comparative, in Montréal. Only one application can be sent at a time. Applications dropped off in person will not be accepted.
Entrepreneurs
Maximum number of applications
The maximum number of 50 applications for a Certificat de sélection du Québec that can be received under the Entrepreneur Program has been reached. Therefore, applications can no longer be submitted under this program at this time. Any application received after the attainment of this maximum will be returned to the applicant.
However, entrepreneur applicants who demonstrate, by means of a test recognized by the Ministère, that they have an advanced intermediate knowledge of French, are not subject to this maximum number of applications and can submit their application at any time. These applications will receive priority processing.

Self-employed workers
