2016年，魁北克将接受移民48500-51500，与2015年保持一致。经济移民类指标将保持不变。
2016年经济类移民预计保持在31500-33500人，技术移民数量将在27000-25500之间，商业移民的数量将在5200-5500人之间。
人道主义移民的数量将会在6000到6600之间，也就是难民类移民数量将增加。
团聚类移民的数量将会在10500-10900。

The Minister Kathleen Weil file the Immigration Plan for 2016
Montreal, Thursday, October 29, 2015 - The Minister of Immigration, Diversity and Inclusion, Kathleen Weil, today tabled in the National Assembly, the plan that determines the volumes and composition Immigration for Quebec in 2016. "We welcome young and qualified people from the four corners of the world and already know French. These people have chosen Québec to live and work there and we will support them so that they can participate in up to their talents to the prosperity and vitality of our society ", said the minister.
The minister noted that the multi-year immigration planning for 2012-2015 was extended by one year so that the orientations of the next planning can make sitting on the new Quebec policy on immigration, participation and inclusion and on the new immigration law that it will shortly present to the National Assembly. The Quebec Immigration Plan for 2016 therefore incorporates essentially the same target in 2015.
In 2016, Quebec should accommodate between 48,500 and 51,500 immigrants, which is the same amount in 2015.
Recall that 2015 was marked by an intensification of the crisis of migrants notably from Syria. Quebec has reaffirmed its tradition of humanitarian commitment by announcing exceptional measures to accommodate a larger number of refugees. Since a larger volume of refugees is planned for 2016, the targets of other immigration categories were adjusted, with the exception of those of economic immigration which remain unchanged.
Thus, in the category of economic immigration, admissions foreseen for 2016 remain in the range 31 500-33 500 people. The number of skilled workers would be between 25,500 and 27,000 and the volume of immigration for business people could be between 5200 and 5500 people.
The volume of humanitarian immigration would be higher than planned for 2015 because of the exceptional measures announced. It would be between 6000 and 6600 people.
The admissions of the family class would be 10 500-10 900 people.
The minister also said that a new consultation exercise will be held in 2016 in order to determine the orientations of the next multi-year immigration planning. "In a world increasingly competitive and changing, Québec must stand out to attract the most suitable talents to contribute to its development. The public will be invited to determine the orientations of the next multi-annual planning as has been done before. I will table shortly in the National Assembly, a new immigration policy, participation and inclusion and the draft of a new immigration law. All this work will guide Québec’s actions in this important area for our future, "said Minister Kathleen Weil.

Montréal, le jeudi 29 octobre 2015 – La ministre de l’Immigration, de la Diversité et de l’Inclusion, Mme Kathleen Weil, a déposé aujourd’hui, à l’Assemblée nationale, le plan qui détermine les volumes et la composition de l’immigration pour le Québec en 2016. « Nous accueillerons des personnes jeunes et qualifiées en provenance des quatre coins du monde et qui connaissent déjà le français. Ces personnes ont choisi le Québec pour y vivre et y travailler et nous les soutiendrons pour qu’elles puissent participer à la hauteur de leurs talents à la prospérité et à l’épanouissement de notre société », a fait savoir la ministre.
La ministre a indiqué que la planification pluriannuelle de l’immigration pour la période 2012-2015 a été prolongée d’un an afin que les orientations de la prochaine planification puissent prendre assise sur la nouvelle Politique québécoise en matière d’immigration, de participation et d’inclusion ainsi que sur la nouvelle loi sur l’immigration qu’elle présentera sous peu à l’Assemblée nationale. Le Plan d’immigration du Québec pour l’année 2016 reprend donc sensiblement les mêmes cibles qu’en 2015.
En 2016, le Québec devrait accueillir entre 48 500 et 51 500 personnes immigrantes, ce qui représente le même volume qu’en 2015.
Rappelons que l’année 2015 a été marquée par une intensification de la crise des migrants en provenance notamment de la Syrie. Le Québec a réaffirmé sa tradition d’engagement humanitaire en annonçant des mesures exceptionnelles en vue d’accueillir un plus grand nombre de personnes réfugiées. Puisqu’un volume plus important de personnes réfugiées est prévu pour l’année 2016, les cibles des autres catégories d’immigration ont été ajustées, à l’exception de celles de l’immigration économique qui demeurent inchangées.
Ainsi, dans la catégorie de l’immigration économique, les admissions prévues pour 2016 demeureraient de l’ordre de 31 500 à 33 500 personnes. Le nombre de travailleurs qualifiés se situerait entre 25 500 et 27 000 et le volume d’immigration pour les gens d’affaires pourrait s’établir entre 5 200 et 5 500 personnes.
Le volume de l’immigration humanitaire serait supérieur à celui planifié pour 2015 en raison des mesures exceptionnelles annoncées. Il s’établirait entre 6 000 et 6 600 personnes.
Les admissions de la catégorie du regroupement familial seraient de 10 500 à 10 900 personnes.
La ministre a également indiqué qu’un nouvel exercice de consultation se tiendra en 2016 dans le but de déterminer les orientations de la prochaine planification pluriannuelle de l’immigration. « Dans un monde de plus en plus compétitif et en changement, le Québec doit se démarquer pour attirer les talents les plus aptes à contribuer à son développement. La population sera invitée à déterminer les orientations de la prochaine planification pluriannuelle comme cela a été fait auparavant. Je déposerai prochainement, à l’Assemblée nationale, une nouvelle politique en matière d’immigration, de participation et d’inclusion ainsi que le projet d’une nouvelle loi sur l’immigration. Tous ces travaux guideront les actions du Québec dans ce domaine si important pour notre avenir », a déclaré la ministre Kathleen Weil.

麻烦问一下，这里面提到的25,500 到27,000 技术移民 跟这次开放的6300个名额是什么关系？如果抢不到这6300个名额，是不是还有机会等后面的2万多名额。
这个6300是申请个数，那个2万多是申请人个数，一个申请平均有2个申请人吧。赶不上这6300的话，2016年申请魁北克希望就不大了，因为还有很多针对有雇主offer或魁北克当地留学生的不受这些配额限制的申请人可以随时提交申请的。
