当前还在魁北克境内工作且已经在加拿大工作一年以上的申请人可以在魁北克境内递交申请不受魁北克技术移民常规类别配额的限制。
飞出国：魁北克境内临时工人（Regular program – Temporary foreign worker and participant in a youth exchange program）申请人只需要按照上述魁北克技术移民评分标准进行评估，符合最低分数的就可以申请。2016年后魁北克 RSWP 都通过 Mon Project Quebec 在线系统进行申请。

When and where to submit the application - flyabroad
The application for a Certificat de sélection du Québec (CSQ – Québec selection certificate) under the regular selection programs for skilled workers is normally done from abroad.
However, you may submit a CSQ application in Québec at any time during your stay as a temporary worker, if you satisfy the following conditions:
- you are staying in Québec principally to work here and you hold a Certificat d’acceptation du Québec (CAQ – Québec acceptance certificate) for temporary work and a valid work permit unless you are exempted by regulation;
OR
- you hold a work permit in the framework of a youth exchange program and you currently have a full-time job;
AND
- you comply with all the conditions of your work permit and, if applicable, of your CAQ (a CAQ is not required for participants in a youth exchange program and for certain categories of temporary workers);
- you were legally admitted to Québec for a period of at least one year or for consecutive periods totaling at least one year.
If you meet the conditions allowing you to submit an application for a CSQ in Québec under the Regular Skilled Worker Program, and you wish to submit an application for a Certificat de sélection du Québec, you must create an account in the [Mon projet Québec] section and complete an application for a selection certificate online.
