TRP 不允许入境的人也能进入并在加拿大停留 - 飞出国
飞出国：Temporary resident permit (TRP)，字面意思是临时居留许可，但不是我们一般认为的临时访问签证，只是特殊情况下发放给不符合加拿大移民法进入或者临时停留加拿大的人的许可。
加拿大移民法规定了一些不得入籍加拿大的情况，例如提供虚假资料可能导致2年甚至5年不能入境加拿大，但特殊情况下，这些人如果必须要入境加拿大，那么就应该申请 Temporary resident permit 加拿大临时居留许可证(TRP)，证明他们进入加拿大是合理的。
TRP 可以发给那些由于 健康或者犯罪问题 而不允许加拿大出境的人，允许他们进入加拿大或者在加拿大境内居住，TRP 的特点：
- 给予加拿大合法进入一段时间;
- 可以在任何时候申请;
- 在加拿大境内逗留期限（最长为三年），可以从加拿大境内延期。
申请人必须能够证明他们进入加拿大是合理的。一般来说居住许可证是一次入境许可，一旦离开加拿大许可证不再有效（除非在签发时已经获得了批准）。
有两种方法可以申请 TRP，申请费用200加币-飞出国：
- 向领事馆提交申请（3-6个月）;
- 直接在边界申请（仅限美国公民和永久居民，当时）。
Temporary Resident Permits (TRPs): When to consider issuing a TRP
Officers should issue permits only in exceptional circumstances and when the need of the individual to enter or remain in Canada is compelling and sufficient to overcome any risks that they might pose. A TRP may be issued, to any person who is:
- inadmissibleunder IRPA and seeking to come into Canada if an officer is of the opinion that it is justified under subsection A24(1) of IRPA
- in Canada and is inadmissibleunder IRPA, subject to a report or reportable for violation of the Act, or does not otherwise meet the requirements of the Act;
- not eligible for restoration of status.
Officers may recommend or issue permits only in accordance with the Act and Regulations, and must leave a record of their decision. Accountability is especially important when recommending or issuing a TRP. Clear records of decision provide information for the preparation of the Annual report to Parliament.
Officers may become aware that a foreign national may be inadmissible when:
- reviewing any application under the Immigration and Refugee Protection Act (IRPA)
- the foreign national is aware that they may be inadmissible and requests a Temporary Resident Permit (TRP)
- a foreign national is reported under A44 (1) for inadmissibility under IRPA.
When a request is made by the client
When an officer becomes aware of inadmissibility, and the client wishes to be considered for a TRP the officer should, in consultation with a designated decision maker (see IL 3 (PDF, 922.26KB)):
- assess if the client meets the eligibility criteria for a TRP
- consider whether the individual is under a removal order or warrant (see ENF 10 (PDF, 869.84KB))
- assess the appropriate risk factors.
Temporary resident permits - inadmissibility
If you are otherwise inadmissible but have a reason to travel to Canada that is justified in the circumstances, you may be issued a temporary resident permit .
To be eligible for a temporary resident permit, your need to enter or stay in Canada must outweigh the health or safety risks to Canadian society, as determined by an immigration or a border services officer. Even if the reason you are inadmissible seems minor, you must demonstrate that your visit is justified.
There is no guarantee that you will be issued a temporary resident permit. If you would like to receive a permit, you will have to pay a processing fee, which is not refundable.
A permit is usually issued for the length of your visit to Canada—for example, one week to attend a conference. You must leave Canada by the expiry date of the permit, or get a new permit before your current one expires.
Please note that this permit may be cancelled by an officer at any time. The permit is no longer valid once you leave Canada, unless you have specifically been authorized to leave and re-enter.
How to apply
eTA required
If you are a citizen of an eTA-required country, and are refused an eTA, you may be issued a temporary resident permit depending on the nature and circumstances of the inadmissibility and the continuing rationale for travel. The visa office responsible for your country or region may have its own application form for temporary resident permits. You should check the visa office to find out about its specific application procedures.
Visa-required
You should submit an application for a temporary resident visa along with supporting documents to explain why you are inadmissible and why it may be justified for you to enter Canada.
Note : You may have to attend an interview so that an officer can assess your application.
Fees
You must pay a fee (C$200) to cover the cost of processing your application for a temporary resident permit. The fee will not be refunded if the permit is refused. Check the visa office website for specific payment instructions.
Submit your application – Overcoming inadmissibility
If you’re applying for an authorization to return to Canada (ARC), a temporary resident permit (TRP) or criminal rehabilitation along with your temporary resident application (visitor visa, study permit or work permit), you should submit everything together and apply at the nearest visa application centre.
If you’re preparing a separate application for an ARC, a TRP or criminal rehabilitation, you must submit it directly to the visa office responsible for your region by mail or courier only . Learn more about the ARC and how to apply for a TRP or criminal rehabilitation.
ARC, TRP and rehabilitation applicants must include a pre-paid airway bill with their application which will be used to safely return the passport(s) and final decision. We won’t be able to return your documents unless a pre-paid airway bill is included.
