中国无犯罪公证办理指南 - 飞出国
移民过程中必然要用到无犯罪公证，用于证明品行良好。
中国无犯罪不能提供原件+翻译件，需要提供公证件 - 无犯罪公证。
办理无犯罪证明公证首先要去户籍地派出所，人才服务中心，人事权公司出具的无犯罪证明，办理流程同出生证明要求类似。
飞出国：如果户口做过迁移，那么去户籍地派出所的话有可能被民警拒绝。这种情况下可以去人才档案保管地开具。
人才档案保管地一般有自己的出生和无犯罪证明标准格式，派出所有可能没有，这种情况下最好是先去公证处拿出生和无犯罪调查表，去排除所或人才填写后盖章。
无犯罪根据用途不同一般有3个月或6个月有效期，所以，办理时要规划好时间。而出生公证没有有效期，所以有时需要出生和无犯罪单独办理。
飞出国：无犯罪公证办理有地域限制，不能跨区域办理，例如在山东开的无犯罪证明只能在山东找公证处公证，在北京是无法公证山东的无犯罪证明的。
有些地区无犯罪证明要办理公证的话有有效期限制，例如只有当天或昨天的证明有效，过期就不给公证了，因此，办理之前请详细询问公证处的办理要求，飞出国这里说明的是大众情况。
海牙认证(Apostille)对无犯罪公证的影响(2026 年现行口径)[核2026-07-22]：
2023 年 11 月 7 日起，《取消外国公文书认证要求的公约》（海牙公约）正式对中国生效。这直接改了无犯罪公证办完之后的下一步：
- 如果无犯罪公证要送到的目的国是海牙公约缔约国（加拿大、澳大利亚、新西兰、英国、美国、日本、韩国以及欧盟国家等 120 多个国家和地区都在内），原则上不再需要外交部领事认证 + 目的国驻华使领馆领事认证这两道手续，改成办一道"附加证明书"（即海牙认证/Apostille），一步到位；
- 只有目的国不是海牙公约缔约国时，才还要走"公证 + 外交部认证 + 使领馆领事认证"的老三步流程——飞出国提醒：办之前先确认清楚你的目的国是不是缔约国，走错流程等于白跑一趟。
- 费用参考：无犯罪公证本身约 CNY 200-500 元/份（翻译费另算）；海牙认证（Apostille）约 CNY 500-1500 元，具体因公证处/代办机构而异。
新西兰官方对中国无犯罪的要求说明 - 飞出国：
Relevant document: ‘Notary Certificate of No Criminal Convictions’.
You (or an authorised person) must apply in person at the Notary Public Office in the province/city/district of your previous residence in China.
You must first obtain the ‘No Criminal Convictions Certificate’ from your local police station and provide this to the Notary Public Office to apply for the ‘Notary Certificate of No Criminal Convictions’.
Applications by post will not be accepted.Citizens: Provide the following documents to the Notary Public Office:
- original ‘No Criminal Convictions’ certificate from your local police station
- your ID card
- original Permanent Residence Registration (hukou) booklet, and
- an authorisation letter (if applying through a third party).
You must apply with the following documents to obtain the ‘No Criminal Convictions’ certificate from your local police station:
- original ID card
- original file card, and
- an authorisation letter (if applying through a third party).
The police station may request a statement from your employer or, in the case of no employment, a letter from the residential committee.
加拿大官方对中国无犯罪的要求说明 - 飞出国：
In big cities like Beijing and Shanghai, you must apply in person at the Notary Public Office in the province/city/district of your residence as shown on your Household Register (hukou) booklet. An authorized third party is not accepted.
First, you should apply in person at a Notary Public Office where you will then be given an official document to apply for a “No Criminal Convictions” certificate from the local police station.
To obtain the “No Criminal Convictions” certificate from your local police station, you must apply with the following documents:
- Original national identification (ID) card
- Original Household Register (hukou) booklet. If hukou registration has been cancelled, a certificate of Residence cancellation from a local police station is required.
- Original request letter from the Notary Public Office or your employer
- First, you need to fill out an application form at the police station.
Provide the following documents to the Notary Public Office:
- Original “No Criminal Convictions” certificate from your local police station
