澳大利亚工程师协会（EA 工程师职业评估）负责澳洲技术移民中工程师类职业的评估，EA 的评估分为 2 种类型，一种是经过认证的学历直接评估就可以，一种是没有经过认证的，需要提供项目报告证明能力报告（CDR，CPD）。

EA 经过认证的资格评估有下面三种 through recognised (accredited) Engineering Qualifications：

  • 澳大利亚学历-所有三种水平 Australian Qualifications—All Three Levels
  • 华盛顿协议-专业工程师 Washington Accord for Professional Engineer
  • 悉尼协议-工程技术人员 Sydney Accord for Engineering Technologist

之前，中国学历评估澳洲工程师都需要按照 EA 的未经认证的学历提交项目报告来评估，以后这种情况改变了，2016年6月21日，澳大利亚工程师协会 EA 在官方网站正式发布中国成为第 18 个华盛顿协议正式会员，这就意味着，某些被华盛顿协议认可学校的专业可以通过 EA 认证的学历类型进行评估而不需要 CDR 这类资料了。这对部分中国 EA 申请人来说是个好消息。

China, represented by the Chinese Association for Science and Technology (CAST) became full signatory of the Washington accord on the 2nd June 2016.

Holders of Chinese accredited qualifications completed in or after 2016 will be eligible for Membership of Engineers Australia as well as Migration Skills Assessment via the accredited qualifications pathways.

Whilst CAST is the signatory of the Washington Accord, the list of accredited courses is held on the website of the Chinese Engineering Education Accreditation Association, a body affiliated to CAST.

For the qualification to be recognised as accredited under the Washington Accord, it needs to be listed on the list of accredited qualifications and be completed in or after 2016.

华盛顿协议介绍 - 中国金属协会

《华盛顿协议》是工程教育本科专业学位互认协议，其宗旨是通过多边认可工程教育资格，促进工程学位互认和工程技术人员的国际流动。工程学位的互认是通过工程教育认证体系和工程教育标准的互认实现的。我国的工程教育认证由中国工程教育专业认证协会组织实施，对外由中国科协代表中国加入《华盛顿协议》。

《华盛顿协议》成立于1989年，最初由6个英语国家的工程专业团体发起成立。经过20多年的发展，已经发展成为最有国际影响力的教育互认协议，成员遍及五大洲，包括美国、英国、加拿大、爱尔兰、澳大利亚、新西兰、中国香港、南非、日本、新加坡、中国台湾、韩国、马来西亚、土耳其、俄罗斯等15个正式成员，和包括印度、巴基斯坦、斯里兰卡、孟加拉、德国、中国、菲律宾等7个预备成员。

《华盛顿协议》的主要内容包括：①各正式成员所采用的工程专业认证标准、政策和程序基本等效；②各正式成员互相承认其他正式成员提供的认证结果，并以适当的方式发表声明承认该结果；③促进专业教育实现工程职业实践所需的教育准备；④各正式成员保持相互的监督和信息交流。

加入华盛顿协议，先要经过“预备”阶段，最短2年后可以成为正式签约组织。从“预备”阶段成为正式成员，有严格、规范的程序，主要有两个方面的要求：

一是认证体系和程序实质等效于协议其他成员的认证体系和程序；二是认证所采用的毕业生标准实质等效于协议中的毕业生素质要求。

华盛顿协议介绍 - 百度百科

《华盛顿协议》于1989由来自美国、英国、加拿大、爱尔兰、澳大利亚、新西兰6个国家的民间工程专业团体发起和签署。该协议主要针对国际上本科工程学历（一般为四年）资格互认，确认由签约成员认证的工程学历基本相同，并建议毕业于任一签约成员认证的课程的人员均应被其他签约国（地区）视为已获得从事初级工程工作的学术资格。2016年6月2日，中国成为国际本科工程学位互认协议《华盛顿协议》的正式会员。

《华盛顿协议》规定任何签约成员须为本国（地区）政府授权的、独立的、非政府和专业性社团。目前《华盛顿协议》有正式会员10个，分别为来自美国、英国、加拿大、爱尔兰、澳大利亚、新西兰、中国香港、南非、日本的民间团体和中国科协；预备会员5个，分别为来自德国、马来西亚、新加坡、韩国以及中国台北的民间团体[1] 。《华盛顿协议》是国际工程师互认体系的六个协议中最具权威性，国际化程度较高，体系较为完整的“协议”，是加入其他相关协议的门槛和基础。2016年6月2日，在吉隆坡召开的国际工程联盟大会上，全票通过了我国加入《华盛顿协议》的转正申请，我国成为第18个《华盛顿协议》正式成员。

《华盛顿协议》每两年联合其他协议成员一起召开国际工程大会，会议期间除交流和讨论有关重要事项外，还讨论有关预备会员和正式会员的吸纳事宜。每次大会结束时，必须指派一名成员作为主席成员，由该成员任命的人员作为大会主席，任期至下次大会结束。大会同时指派一名成员承担作为秘书处的工作，任期至下次大会结束。秘书处应保留每次大会所作的讨论和决定的记录，帮助各签约成员进行交流，并纪录交流内容，应向签约成员或其他有关方面提供能有效执行本协议的措施和手段。主席和秘书处应来自不同的签约成员

《华盛顿协议》规定，各申请组织首先被接纳为预备会员，最快须在成为预备会员两年后才能成为正式会员；正式会员对新会员加入拥有一票否决权；递交预备会员申请的时间须在每届国际工程大会（下届大会拟于2007年6月召开）前六个月；申请时，必须有《华盛顿协议》的一个或多个正式成员作为联系和辅导，并在申请中须有至少2个《华盛顿协议》正式会员为申请预备会员组织提名。

中国科协(CAST) - 我国正式加入《华盛顿协议》 工程师资格将实现国际互认

在中国科协九大即将胜利闭幕之际，6月2日上午，在马来西亚吉隆坡举行的国际工程联盟2016年会议（IEAM2016）上传来好消息：《华盛顿协议》全票通过中国科协(CAST) 代表我国由《华盛顿协议》预备会员转正，成为该协议第18个正式成员，这是我国科技组织在国际舞台上取得重要话语权的标志。通过中国科协所属中国工程教育专业认证协会（CEEAA）认证的中国大陆工程专业本科学位将得到美、英、澳等所有该协议正式成员的承认。

此次加入《华盛顿协议》，有利于提高我国工程教育质量、促进我国按照国际标准培养工程师、提高工程技术人才的培养质量，是推进我国工程师资格国际互认的基础和关键，对于我国工程技术领域应对国际竞争、走向世界具有重要意义。

我国从2005年起启动了全国工程师制度改革协调工作，着眼于加快推进我国工程技术领域职称制度改革，促进工程技术人员国际交流，适应我国全方位、多层次、宽领域的对外开放和参与国际合作与竞争的需求，研究我国工程师制度框架设计，组织和开展对外交流，探索建立工程教育专业认证体系等工作。随着我国实施更加开放的人才政策，开发利用国内国际两种人才资源、确立人才竞争比较优势等项工作逐步深入，工程技术人才国际交流合作日益频繁，加入国际工程教育互认体系的需求日益紧迫。

2013年1月底，中国科协正式向《华盛顿协议》秘书处提交了中国科协作为预备成员加入《华盛顿协议》的申请报告。2013年6月19日在韩国首尔举行的IEAM《华盛顿协议》会议上，中国科协八届副主席、书记处书记张勤代表中国科协作了申请成为《华盛顿协议》预备会员陈述并就各正式成员提问进行答辩。之后，经全体正式成员闭门表决，全票通过接纳中国科协为《华盛顿协议》预备成员。按照《华盛顿协议》要求，2016年1月由来自新加坡、美国、爱尔兰的3位专家组成的考查小组，代表《华盛顿协议》秘书处实地考查了CAST/CEEAA对北京交通大学和燕山大学共计四个专业的入校认证过程。考查小组认为CAST/CEEAA的认证过程符合《华盛顿协议》要求，认证结论与其他各正式成员实质等效，建议同意中国科协由预备会员转为正式成员。2016年6月2日《华盛顿协议》闭门会议期间，所有正式成员对考查小组的报告进行讨论并就推荐结果进行投票，最终全票通过中国科协转正。

中国科协八届副主席、书记处书记张勤率领由中国科协、教育部、人力资源和社会保障部、中国工程教育专业认证协会和中国国际科技交流中心等多家单位共同组成的代表团，参加了于5月30日至6月3日在吉隆坡举行的国际工程联盟2016年会议。
