VIC对PHD还有优待政策，都要求是5年内毕业的，雅思只要求4个6，有职业评估，要求注册的职业需要满足注册要求。
对 VIC 境内的博士，职业在 CSOL 上的就可以申请，VIC 之外学校获得的 PHD（不要求是在澳洲读的博士，所有地区的博士都可以）需要职业在 Victoria 担保清单上（不要求满足其他雅思，工作年限这些要求）。而且博士类别优先处理，平均周期是2周，而普通申请官方承诺的周期是12周。

State nomination for international PhD graduates
The Victorian Government offers a streamlined pathway to state nomination for international PhD graduates. Applications will be processed within two weeks, compared to the average 12 week processing time.
To be eligible, you will need to either:
- have completed a PhD at a Victorian University in an occupation on the Department of Immigration and Border Protection’s Consolidated Sponsored Occupations List (CSOL) in the past five years, or
- have completed a PhD of a recognised standard (as determined by the relevant skill assessing authority) from an overseas university or an Australian university outside of Victoria, in a field relating to an occupation on the State Nomination Occupation List for Victoria in the past five years.
Other requirements include:
- an English language test with a minimum IELTS score of 6.0 in each band or equivalent
- registration requirements for certain occupations. Refer to the State Nomination Occupation List for Victoria for more details
- a skills assessment. PhD applicants are not required to have any previous work experience, but some skill assessing authorities require at least twelve months of work experience in order to obtain a full skills assessment.
Applications for state nomination should be made online and must include evidence of your PhD completion.
