飞出国：这两天大家看得多且讨论得多的就是澳洲移民系统将要进行全面改革的新闻了，那么此次所说的变革主要有哪些方面，对我们现有的申请有哪些影响呢？今天来大致说下。
竖向，这次关于澳洲移民的改革审查从去年9月已经启动，且在今年3月的时候已经形成了一份将近200页的审查报告。
On 2 September 2022, the Minister for Home Affairs, the Hon Clare O’Neil MP announced three eminent persons would lead a comprehensive review of Australia’s migration system to ensure it better meets existing challenges and sets a clear direction for the coming decades.
The reviewers presented the Review of the Migration System Final Report (3MB PDF) (the Report) to the Government on 21 March 2023.
从这次审查中，发现了现行移民体系的各种问题，比如临签数量的增长数度远超永居签证数量，以及临时技术移民收入门槛TSMIT已经很久没有更新，并没有反映出当前澳大利亚工人平均工资的增长速度，因此澳内政部长Clare O’Neil指出，从7月1日起，TSMIT将从53900澳币增加到70000澳币。
The Albanese Government will increase the Temporary Skilled Migration Income Threshold (TSMIT) from $53,900 to $70,000 from July 1.
Frozen since 2013, around 90% of all full-time jobs in Australia are now paid more than the current TSMIT, undermining Australia’s skilled migration system.
The new $70,000 income threshold is approximately where the TSMIT should have been if it had been properly indexed over the previous 10 years.
This is the Government’s first action in response to the independent Review of the Migration System led by Dr Martin Parkinson, which found that Australia’s migration system is broken.
TSMIT这个首先最直接关联的是澳洲雇主担保类别的签证，另外就是技术移民中的491签证，之前对于491签证持有者后续转191拿PR身份的要求之一，就是对标的TSMIT，也就是491转191的三年居住期间年收入不低于53900澳币。但是需要注意的是，第一点，目前TSMIT的更改并没有正式官宣是否也实施到491转191的要求上，第二点，移民局官方对于191签证的介绍里对于年收入具体要求本身也还没有明确，所以，TSMIT的改变对于491是否有影响，暂时无法定论。
工党想要对移民系统进行全面改革，打算将移民系统划分为三个层级。
第一层级，主要针对高收入技术工人，提供快速通道
第二层级，主流技术移民通道，主要针对中层收入群体，更多的评估重点在于劳动力紧缺方面。
第三层级，针对紧缺行业的需求。
同时，此次审查也提到要对澳洲移民打分系统进行改革，主要原因在于目前的打分体系无法充分有效地区分申请人。但是具体什么时候会改革打分系统，暂无说法。
