澳洲政府已宣布对太平洋劳工计划 (Pacific Labour Scheme) 和季节性劳工计划 (Seasonal Worker Program) 进行第一轮改革,从而让雇主更容易参与这些计划,更好地保护所涉及工人的福利并满足澳大利亚偏远地区的需求。

具体改革内容包括:

  • 更精简的单一申请处理流程;
  • 增加澳大利亚可以招聘这些工人的地区;
  • 将劳动力市场测试的有效期从6个月增加到12个月;
  • 将SWP获批且有良好记录和财务能力的雇主的招聘上限提高一倍;
  • 使酒店和度假胜地等住宿企业能够在澳大利亚农村和偏远地区雇用SWP工人;
  • 允许在澳大利亚已工作3年的PLS工人在COVID-19旅行限制仍然存在的情况下继续工作12个月;
  • 继续现有的与COVID-19疫情相关的灵活性,即允许将工人重新部署到另一个获批准的雇主,但须接受劳动力市场测试和福利方面的考虑,并有能力延长他们在澳洲的逗留时间;
  • 取消PLS工人45岁的年龄上限,与SWP的年龄标准保持一致,允许所有21岁以上的工人参与。

澳洲政府将在今年晚些时候宣布进一步的改革以解决便携性问题并减少繁文缛节。

Pacific Australia Labour Mobility Scheme - Reforms announced

The government has announced the first round of reforms to the Pacific LabourScheme (PLS) and the Seasonal Worker Program (SWP) to provide easieraccess for employers to the program, better protect the welfare of theseworkers and meet the needs of regional Australia.

These changes will deliver immediate improvements, including expandedaccess to Pacific workers for new and existing employers. A new PALM SchemeAdvisory Group will continue to ensure all stakeholders are benefiting from theprograms.

Reforms include:

  • a more streamlined single processing application process
  • increasing the regions in Australia that can recruit these workers
  • increasing the validity period for labour market testing from 6 months to12 months
  • doubling recruitment caps for SWP approved employers with a goodrecord and financial capacity
  • enabling accommodation businesses like hotels and resorts to employSWP workers across rural and regional Australia
  • allowing PLS workers who have spent 3 years in Australia to continueworking for an additional 12 months while COVID-19 travel restrictionsremain in place
  • continuing the existing COVID-related flexibilities which allowredeployments of workers to another approved employer, subject tolabour market testing and welfare considerations, and the ability toextend their stay onshore
  • removing the upper age limit of 45 years for PLS workers, aligning withthe age criteria for the SWP, to allow all workers over the age of 21 toparticipate

Further reforms to address portability and reduce red tape to be announcedlater this year.
