参加International Student Arrival Plans的教育机构需要注意:
各州和领地政府将决定哪些教育机构可以参加国际学生返澳计划,包括安排返澳学生的旅行和隔离。只有选定的教育机构才可以参与最初的国际学生返澳计划,获准参与返澳计划的教育机构将得到相关州或领地政府的通知。在初步的计划得以实施,学生成功返澳且评估项目的可行性之后,有可能扩展更多的教育机构。
参与经批准的返澳计划的教育机构将负责确定哪些国际学生符合条件并能够返回澳大利亚,并向州/地区政府提供他们的详细信息(包括有效的学生签证),以便为这些学生安排申请旅行豁免。
现阶段返澳计划将优先考虑让需要完成学业的现有高校学生返澳,包括攻读最后一年课程、需要完成实习的学生以及攻读高等教育研究型学位的学生。
教育机构应明确告知所有国际学生,除非得到批准参加该计划的通知,否则不应冒然申请学生签证或旅行豁免,并安排前往澳大利亚。
签证Visas
参加国际学生返澳计划的学生,必须持有有效的学生(subclass 500)签证。移民局内政部不会针对参加返澳计划的学生签证申请进行优先审理。此外,入境澳大利亚虽然没有签证有效期下限规定,但是返澳学生应确保签证有足够的有效期,以防出现延误情况导致无法登上预定的航班。
旅行豁免 Travel exemptions
由经批准的国际学生返澳计划提名的国际学生不属于旅行禁令豁免的范围。因此符合要求的国际学生返澳需要由相关的州或领地政府代为申请旅行豁免。更多与该计划相关的旅行豁免相关信息将会进一步公布。需要注意的是,除非得到通知获批参加该计划,否则相关学生不能申请入境旅行豁免。
澳大利亚旅行申报表Australia Travel Declaration
相关学生需要在启程赴澳前至少提前72小时在线填写澳大利亚旅行申报表。申报表填写完毕后,会收到电子确认邮件,需要在登机前和抵达澳大利亚时(以电子或纸本形式)出示该邮件里的信息。
签证条件Visa conditions
教育机构应提醒通过国际学生返澳计划返澳的学生,必须有充足的资金以支撑其在澳学习期间的的生活,因为他们没有资格获得政府的财政支持。并且在当前形式下,在澳洲找到兼职工作也会有一定的困难,学生需明确其签证规定的工作条件。同时,学生本人及随行亲属在澳期间必须有足够的医疗保险。

State and territory governments will determine which education institutions can participate in the International Student Arrival Plans. They will also determine travel and quarantine arrangements for returning students.
Only selected education institutions will be involved in initial International Student Arrival Plans. Education institutions who are approved to take part in plans will be notified by the relevant state/territory government. Expansion to additional education institutions will only happen after successful returns and evaluation of the programs.
Education institutions involved in approved plans will be responsible for identifying international students who are eligible and able to return to Australia and providing their details (including a valid student visa) to the state/territory government to arrange travel exemptions for those students.
Initially, International Student Arrival Plans will prioritise the return of continuing higher education students to complete their qualifications. This includes final year students who need to complete practical placements and higher degree research students.
Education providers should clearly communicate to all international students that they should not apply for a student visa or travel exemption and make arrangements to travel to Australia to participate in an International Student Arrival Plan unless advised.
Visas
All international students participating in an International Student Arrival Plan must hold a valid Student (subclass 500) visa. The Department cannot facilitate priority processing for student visas as part this process. Check our website for current processing times.
While there is no minimum visa validity required to enter Australia, students should allow enough time on their visa if there are delays to their travel to Australia. Students cannot board their scheduled flight without a visa.
To check your students’ visa details, see Visa Entitlement Verification Online (VEVO). You can also access their visa grant number from the Provider Registration and International Student Management System (PRISMS). These details must be provided to the state/territory government coordinator to make further arrangements for the student.
Travel exemptions
International students nominated to return to Australia under an approved International Student Arrival Plan are not exempt from the current travel restrictions in Australia.
Students will need a travel exemption to allow them to travel to Australia. The relevant state or territory government will apply for travel exemptions on behalf of students nominated under their approved plan.
Further details on the process for travel exemptions related to approved International Student Arrival Plans will be made available as required. Students should not apply for an inwards travel exemption unless advised.
Australia Travel Declaration
Students will need to complete an online Australian Travel Declaration at least 72 hours before their departure to Australia to ensure they are able to travel. They will receive an email with details they can show (either electronically or printed) before they board their flight and on arrival in Australia.
Visa conditions
Education providers should advise students wanting to return to Australia as part of an International Student Arrival Plan that they must have sufficient funds to support themselves for the duration of their studies. They will not be eligible for Australian Government financial support.
They should also make students aware that they may find it difficult to find part-time work in Australia given current economic conditions. It is important that they understand the work conditions related to their visa.
Students and any accompanying family members must have and maintain adequate health insurance for the whole of their stay in Australia. Students must be covered by Overseas Student Health Cover (OSHC) from an approved Australian health insurance provider, unless an exception applies.
