International Student Arrival Plans

State and territory governments in consultation with the Australian Government and education institutions, are leading the return of international students to Australia.

International Student Arrival Plans are currently being developed by some state and territory governments and must be endorsed by the Australian Government before implementation.

Only limited numbers of students, nominated by their education institution will be able to come to Australia under an approved International Student Arrival Plan.

To be considered as part of an International Student Arrival Plan, students should contact their education provider.

All students participating in an International Student Arrival Plan must hold a valid Student (subclass 500) visa.

Students do not need to apply for a travel exemption to enter Australia as part of an International Student Arrival Plan . The relevant state or territory government will apply for travel exemptions on behalf of students nominated under their approved plan.

Education providers should contact their relevant state or territory government to participate in an International Student Arrival Plan.

To ensure the health and safety of Australians and international students, arrivals under an International Student Arrival Plan may be paused at any time under health advice.

Students participating in an approved International Student Arrival Plan must expect to stay in Australia for an extended period of time. There is no right of re-entry if students choose to leave. This includes for holidays, course breaks or to visit family.

Students who do choose to leave Australia will need to apply for an individual inwards travel exemption for re-entry. Travel exemptions are only granted in very limited and exceptional circumstances. For more information see travel restrictions and exemptions.

旅行豁免 Travel exemptions

由经批准的国际学生返澳计划提名的国际学生不属于旅行禁令豁免的范围。因此符合要求的国际学生返澳需要由相关的州或领地政府代为申请旅行豁免。

澳大利亚旅行申报表Australia Travel Declaration

相关学生需要在启程赴澳前至少提前72小时在线填写澳大利亚旅行申报表,填写在澳的联系信息、航班信息、隔离要求和健康状况信息。申报表填写完毕后,会收到电子确认邮件,需要在登机前和抵达澳大利亚时(以电子或纸本形式)出示该邮件里的信息。

You may be able to return to Australia if you have been nominated by your education institution under an approved International Student Arrival Plan.

Initially, International Student Arrival Plans will prioritise the return of continuing higher education students to complete their qualifications. This includes final year students who need to complete practical placements and higher degree research students.

Nomination of students

State and territory governments will determine which education institutions and students can take part in an International Student Arrival Plan. This also includes travel and quarantine arrangements for returning students.

Education institutions will identify international students who may be eligible to return to Australia under an approved plan. You should contact your education provider to find out more information and discuss if you can be included in an International Student Arrival Plan. Your education provider will be able to provide more advice and will notify you if you have been approved for return and provided a travel exemption.

You should not apply for a student visa or travel exemption and make arrangements to travel to Australia to participate in an International Student Arrival plan unless you have been advised by your education institution. You are not exempt from the current travel restrictions in Australia.

Visas

You must hold a valid Student (subclass 500) visa to participate in an International Student Arrival Plan. The Department cannot facilitate priority processing for student visas as part of this process. Check our website for current processing times.

While there is no minimum visa validity required to enter Australia, you should allow enough time on your visa if there are delays to your travel to Australia. You cannot board your scheduled flight without a visa.

If you travel to Australia on your existing student visa, and you lodged a new visa application while offshore that is still pending a decision, you will be able to apply for a Bridging visa A. You can apply for a bridging visa via ImmiAccount.

Travel exemptions

International students nominated to return to Australia under an approved International Student Arrival Plan are not exempt from the current travel restrictions in Australia.

You will need a travel exemption to allow you to travel to Australia. The relevant state or territory government will apply for a travel exemption on your behalf if you are nominated under their approved plan.

Further details on the process for travel exemptions related to approved International Student Arrival Plans will be made available as required. Please do not apply for an inwards travel exemption unless advised.

Australia Travel Declaration

You will need complete an online Australian Travel Declaration at least 72 hours before your departure to Australia.

The Australia Travel Declaration collects your contact details in Australia, flight details, quarantine requirements and health status.

Once the declaration has been completed, you will receive an email with details you can show (either electronically or printed) before you board your flight and on arrival in Australia.

Visa conditions

You must have sufficient funds to support yourself for the duration of your studies. You will not be eligible for Australian Government financial support.

You may also find it difficult to find part-time work in Australia given current economic conditions. It is important that you understand the work conditions related to your visa.

You and any accompanying family members must have and maintain adequate health insurance for the period of your stay in Australia. Students must be covered by Overseas Student Health Cover (OSHC) from an approved Australian health insurance provider, unless an exception applies.

State and territory governments will determine which education institutions can participate in the International Student Arrival Plans. They will also determine travel and quarantine arrangements for returning students.
