50. 民防补贴(Civil Defence Payment

如果您和您的家人受到紧急事件的影响,您或许可以获得民防补贴,不受当前是否在领取另一项新西兰福利影响,且大多数情况下,与您的收入或资产无关。

申请条件(Who can get it)

  • 出现以下情况:

    • 国家宣布进入民防紧急状态,或者

    • 该事件符合民防紧急情况准则

  • 由于紧急情况,您必须处于以下情况之一:

    • 不得不离开家(已被疏散或出于待命状态)

    • 发生紧急情况时您不在家里,不能回来

    • 需要食物、被褥和衣服的帮助

    • 不能去上班

    • 无法从保险中支付您的费用(或您尚未收到付款)

    • 无法获得其他帮助,比如公众捐款、其他政府救济基金、慈善救济基金

如果不能确定保险是否能涵盖您的花费,您仍有资格获得民防补贴。只不过您在已经获得民防补贴的情况下,一旦收到了保险付款,需要将民防补贴金退还给工作收入局。具体能得到多少补贴,将取决于您当前的处境。

如何申请(How to apply)

申请时需提供以下信息:

  • 姓名

  • 出生日期

  • 联系电话

  • 常住地址

  • 当前地址(如果您不得不撤离家中)

如果您的申请原因是紧急情况导致失去收入,您还需要提供:

  • IRD 号

  • 银行帐号

  • 到目前为止您损失的任何收入的详细信息

  • 雇主的名称、地址、联系人姓名和地址

补贴详情(How much you can get)

分为以下三种情况:

1. 不得已离家住宿的情况

发生以下情况时,工作收入局可以帮助您支付住宿费用:

  • 因紧急情况不得不离开家,或

  • 在紧急情况发生时离开您的家,无法返回。补贴金的多少取决于您的处境和您住的地方。

住在临时住所

如酒店或汽车旅馆,工作收入局会将您的住宿费直接支付给酒店或旅馆。

住在亲朋好友家里:

如朋友、家人或其他私人住宅,工作收入局也会帮助您支付住宿费用。

2. 需要食物、被褥和衣服的帮助

工作收入局将依据您的处境帮助您支付相应的费用。

3. 因无法工作失去收入

如果您符合以下任一条件,工作收入局可以帮助您支付收入损失的费用:

  • 因无法工作、工作场所关闭、必须跟家人待在一起等原因失去收入;或者

  • 属于无法开展工作导致失去收入的自雇人士

获得补贴的金额也取决于您当前居住在酒店旅馆还是亲朋好友家。

申请递交后,一般处理周期为2个工作日,之后工作收入局会通知您申请结果。

补贴金发放(How it’s paid)

根据您需要帮助的类型,发放给不同的对象,具体如下:

Civil Defence Payment

If you and your family are affected by an emergency event, you may be able to get a Civil Defence Payment.

Information

Civil Defence payments are available for people affected by flooding in Buller district. Call us on 0800 752 102 to apply. Our phone line is open Monday to Friday 7am - 6pm.

  • You don’t have to be on a benefit to qualify for a Civil Defence payment.
  • In most cases it doesn’t matter what your income is or what assets you have.

Who can get it

You may be able to get a Civil Defence Payment if either:

  • a Civil Defence emergency has been declared, or
  • the event meets the guidelines for a Civil Defence emergency.

You must be in one of these situations because of the emergency:

  • you had to leave your home (eg, you’ve been evacuated or you’re on stand-by)
  • you were away from your home at the time of the emergency and can’t return
  • you need help with food, bedding or clothing
  • you can’t go to work.

You must also:

  • not be able to cover your costs from insurance (or you haven’t been paid yet)
  • not have access to any other help, eg:
    • public donations
    • other government relief funds
    • charitable relief funds.

If you’re not sure whether insurance will cover your costs, you may still qualify for a Civil Defence Payment. However if you get a Civil Defence Payment and then your insurance pays for any costs covered by this, you’ll need to pay us back.

What you can get depends on your circumstances. You can apply for help with more than one type of cost.

How to apply

When you apply you’ll need to tell us your:

  • full name
  • date of birth
  • contact number
  • normal home address
  • current address (if you’ve had to evacuate your home).

If you’re applying because you’ve lost income due to the emergency, you’ll also need to tell us your:

  • IRD number
  • bank account number
  • details of any income you’ve lost so far
  • employer’s:
    • name
    • address
    • contact person’s name and address.

If we need any further information we’ll contact you.

What you can get if you:

Had to leave your home

We can help cover the costs of somewhere to stay if you:

  • have to leave your home because of the emergency, or
  • were away from your home at the time of the emergency and can’t return. How much you get depends on your situation and where you’re staying.

Staying in temporary accommodation

If you’re staying in temporary accommodation, eg. hotel or motel, we may be able to pay for your accommodation costs. We’ll pay this to your accommodation supplier.

Staying in hosted accommodation

If you’re staying in hosted or billeted accommodation, for example with friends or family or in another private home, we may be able to pay for your accommodation costs.

Need help with food, bedding or clothing

We can help cover the costs of food, bedding and clothing.

How much you get depends on your situation. We’ll make this payment to you or the supplier, depending on your circumstances.

Lost income because you can’t work

We can help cover the costs of loss of income if you either:

  • can’t go to work and you’ve lost income because:
    • you can’t get to work
    • your workplace is closed
    • you need to stay with your family or whānau, or
  • are self-employed and have lost income because you can’t work.

How much you get depends on whether you’re staying in hosted or billeted accommodation (eg, with friends or family), or in a hotel or motel. We’ll make this payment directly to you.

After you’ve applied

We’ll process your application within 2 working days. Once we’ve processed it, we’ll contact you to let you know the outcome.

We may also need to contact your employer about your application if you’re applying because you’ve lost income.

How it’s paid

We’ll pay the Civil Defence Payment either to you or to your supplier, depending on what you need help with.

If you’re applying because you: We’ll pay the Civil Defence Payment to:
Need to replace food, bedding or clothing Generally onto a Work and Income payment card (green card), so you can pay this to the supplier or shop. In some circumstances we can pay this direct to you.
Had to leave your home Generally paid to your accommodation supplier or host. They’ll need to be registered with us as a supplier to receive this. If they haven’t already registered, they can do this here: Register as a Work and Income supplier In some circumstances we can pay this directly to you, for example if your accommodation supplier is unable to register with us due to the emergency.
