For Internationally Educated Professionals

Engineering and Geoscience are regulated professions in Canada. Each province and territory has its own regulator and membership requirements.

APEGM is the regulator in Manitoba.

To legally practise Engineering or Geoscience in Manitoba, you must be a registered member of APEGM. To become a registered member of APEGM, you must complete the membership process outlined in Member Registration.

Complete these tasks before you begin the membership process with APEGM:

Practise your English to meet APEGM’s language requirements.

APEGM upholds the professions of Engineering and Geoscience in Manitoba. Our responsibility to the public calls upon us to maintain rigorous admissions standards for all potential members.

Only registered members of APEGM can use P.Eng. or P.Geo. behind their names and legally practise Engineering or Geoscience in Manitoba without supervision.

  • I have passed the Canadian National Exam Professional Practice Exam (PPE)

  • I have a 3 year international diploma plus a 3 year international professional level university degree

  • I have a 4 year professional level university degree in Engineering or Geoscience from a country outside of Canada and I have a post-graduate degree in an engineering discipline from CEAB or W/A partner

Step 1: Student Member

a) Submit the application
b) Renew your membership annually so you can enjoy the benefits, including:
Write the ABC Test before becoming an MIT

  • Claim up to 12 months of pre-graduation work experience to help meet
    your Member-in-Training (MIT) program requirements
  • Become eligible for certain scholarships/awards

Step 2: Academic Assessment

Step 2 is for Canadian Geoscience graduates only.

a) Submit the Academic Assessment Application

  • Submit your required documents
    - Pay the assessment fee

b) Receive your assessment results
c) Complete your assigned exams
d) Receive your Letter of Invitation from APEGM

After Step 2 You will receive a letter of invitation from APEGM.

Step 3: Act, Bylaws, Code of Ethics (ABC) Test

note: Begin Step 4 while you wait for your ABC Test results

a) Schedule the ABC Test
b) Pass the ABC Test

After Step 3 , APEGM can now process your MIT application.

Step 4: Member-in-Training

APEGM will prompt you to begin Steps 5 & 6 as you near completion of the MIT program

a) Submit the MIT application

  • Submit your required documents
  • Pay the MIT application fee
  • Pay the annual MIT dues

b) Submit ongoing reports for:

  • 4 years of current work experience
  • Up to 48 hours of volunteer service
  • Up to 48 hours of professional development

Step 5: Professional Practice Exam

    b) Pass the exam

Step 6: Professional Member a) On request, provide APEGM with three references

b) On request, pay registration fee
c) Your file will be forwarded to the Registration Committee for approval

After step 6, You are now a Professional Member of APEGM.

Member Registration Language Requirements

If English is not your first language or you did not receive your undergraduate or graduate degree in English:

  • You require an English language proficiency test
  • You must submit your test results to APEGM in Step 2: Academic Assessment and Step 4: Member-in-Training
  • You must submit your test results to the Internationally Educated Engineers Qualification (IEEQ) program, if you will be applying to the program. The IEEQ program is an option provided to you to complete your academic assessment. IEEQ no longer requires the CLBPT, but will accept IELTS.

English Language Proficiency Tests

APEGM recognize these two tests:

  1. Canadian Level Benchmark Placement Test (CLBPT)
  • APEGM requires a score of benchmark level 8 in reading, writing, listening and speaking
    - If a you are curious about your CLB levels, there is an online self-assessment http://clb-osa.ca/ that will give you an unofficial CLB score in reading and listening. If you feel you need or want to improve your language skills, please contact WELARC for an assessment and referral appointment.
    - CLBPT is available for free for permanent residents looking for placement into language classes at the Winnipeg English Language Assessment and Referral Centre (WELARC)
  1. International English Language Testing System (IELTS)
  • APEGM requires a score of 6 or higher in each module, and with an overall band score of 6.5 or higher
    - IELTS is available in Winnipeg
    - There is a fee for the test. See Fees for details

Notarized Translation

You must provide all documents required by APEGM in English or have them translated into English and notarized.

Academic Assessment - Internationally Educated

You may start your academic assessment regardless of your immigration status or physical location. Please note that each province in Canada conducts their own assessment. If you plan to move to Manitoba and you want to have your assessment results prior to arriving, please allow at least three months once you submit your completed application.

When Do I Begin MIT?

1. Academic Assessment Applicants

Upon receipt of your Letter of Invitation, you may apply for admission to the MIT program. You may submit your Application for Admission to the MIT program prior to writing the ABC Test. However, APEGM will not process your application until you pass the test.

2. Direct Applicants

You may submit your Application for Admission to the MIT program prior to writing the ABC Test. However, APEGM will not process your application until you pass the test.

About MIT

The Member-in-Training (MIT) program allows you to work under the supervision of a Professional Member of APEGM so that you can prove you have the knowledge and skills necessary to register as an engineer or geoscientist.

How the MIT Program Works

Requirements

You must obtain employment under the supervision of a Professional Engineer or Professional Geoscientist who is registered with APEGM. Your supervisor(s) must assume responsibility for your work, and you must acquire the following while under supervision:

  • 4 years of work experience (minimum)
  • 48 hours of volunteer service
  • 48 hours of professional development

IMPORTANT

Those who do not have a direct P.Eng. or P.Geo. supervisor will be required to find a mentor who is registered to sign off on their progress reports. Comments from both the direct supervisor and the mentor will be required.

Reporting Process

  • You submit online reports to claim your time for work experience, volunteer service, and professional development
  • APEGM will review your reports and award you credit
  • Once you are close to completing the requirements, APEGM will prompt you to begin Steps 5 and 6 of the member registration process

Deadlines

You must submit your application at least two weeks prior to the next APEGM Registration Committee meeting to be considered at that meeting. See Events for Registration Committee meeting dates.

Next Step

APEGM will process your application and send you a decision letter within a month. If applicable, APEGM will advise you that you have been admitted as a Member-in-Training (MIT) and may begin the MIT program. You will report work experience using progress reports before proceeding to full registration.

If you are not admitted, your decision letter will provide reasons why and advice on how to become eligible for the MIT program. You may appeal the decision. See Appeals for details.

Work Experience

You must gain at least four years of current work experience to be eligible for Step 6: Professional Member. The Member-in-Training (MIT) program will provide you with that work experience. Progress reports are used to review that experience.

Current work experience is work completed within the past 5 years. Experience older than that can be considered on a case-by-case basis.

IMPORTANT :

You may require more than four years of work experience if your work is not deemed to be of sufficiently high quality or does not show progression.

Criteria

Your work experience must include:

  • Four years of work experience in total
  • At least one year of work experience obtained in Canada. On a case-by-case basis experience earned in a Canadian company overseas could be considered.

Your work experience may include:

  • Up to six months of related training or technologist-level work in Engineering or Geoscience
  • Up to 4 years of past experience
  • Up to three years of foreign work experience
  • Unlimited regular experience
    • Defined as experience gained once you are admitted as an MIT and are working in a related capacity
  • Unlimited late experience
    • Defined as regular work experience submitted in a progress report after the two-month grace period
    • APEGM counts back eight months from the day you submitted the progress report
    • If the date (eight months back) falls within your reporting period, the time before that date is Late Experience
    • You must pay a late fee to claim the Late Experience
    • Those MITs who have completed the Academic Assessment Process will not be subject to late fees
  • Up to one year of pre-graduation experience
    • Can be claimed by Student Members whose membership is valid at the time the work experience is gained
    • Complete a report for every continuous position held. For example, if you have worked at the same place for three summers, three reports are expected and they should not be the same. If you have worked for 12 months continuously without a break, it would be acceptable to submit one much longer and more detailed report.
    • Experience must be validated by a P.Eng. or P.Geo. supervisor and, if applicable, a mentor
    • Includes co-op and internship programs supervised by a professional member who is prepared to vouch for that experience

    • Defined as experience earned while obtaining a Master’s or PhD at a university
    • Includes only time spent doing a thesis, research work, or teaching 3rd or 4th year Engineering design courses or Geoscience courses
    • Since a Master’s program is typically 24 months in length or less (of which no more than 18 months is creditable) and a PhD is typically 48 months or less, time claimed beyond these ‘soft’ limits will be questioned and credit may be refused
  • Unlimited pre-enrolment experience
  • Defined as experience gained in Manitoba between graduation or academic qualification and admission to the Member-in-Training program

过去的经验

Progress Reports document your work experience to be reviewed by the Experience Review Committee and be credited towards your pre-registration program requirements.

Process

Submit a progress report after every six months of work experience:

  • Login at apegm.mb.ca

The APEGM Experience Review Committee will:

  • Assess your progress
  • Credit your work experience hours
  • Provide feedback via your online profile, including recommendations to help you progress in your career

If late fees or pre-enrolment fees are owing, APEGM will notify you via the online feedback.

Experience Types

Past Experience

If you are claiming past experience (e.g. late experience or pre-enrolment experience), do not restrict your reporting period to six months. Instead, write one detailed report per job. For example, if you are claiming for 36 months of past experience and you worked in two different jobs-one for 24 months and one for 12 months-write a detailed report for each.

Regular Experience

If you are an MIT, submit a progress report after every six months of work experience. You have two months grace after the end date of each report to submit the report to APEGM. If you submit it within those two months all your experience will be counted as Regular experience.

Students do not submit ‘Regular’ experience, only ‘Pre-Grad’ experience.

Late Experience

If you submit a progress report after your two months grace period, APEGM will count back eight months. If the date (eight months back) falls within your reporting period, the time before that date is Late Experience. You must pay a late fee to claim the Late Experience.

Pre-Graduation Experience

If you are claiming pre-graduation experience, provide one report per term of employment. This applies even if you worked for two separate work terms at the same place of employment and with the same supervisor.

If you are claiming pre-enrolment experience, earned prior to joining the Association, treat this similar to ‘past experience’ described above. There is a fee to claim each month of pre-admission work experience. You will receive credit for the number of months you pay.

Paper Reporting Option

Normally progress reports should be completed online. In certain cases, where it is difficult or impossible for an MIT or Supervisor to submit online, the paper progress report form is acceptable. The paper reporting process is as follows:

  1. Download and complete the Paper Report Form (PDF) (DOC)
  1. Send the report to your supervisor, and mentor if required, for their comments
  2. Request that the supervisor submit the completed report to APEGM by e-mail to Member-In-Training Coordinator
  3. Reports need to be all on paper or all online, no mix.

Note that the Experience Review Committee feedback will only appear online, even for paper reports.

  • 对于雇员的责任

工程专业的社会影响

工程专业的社会影响在工程实践方面变得越来越重要。工作环境应该为申请者提供足够的机会,充分了解相关工程项目的潜在正面/负面影响,包括:

(1) 认识到工程工作能给公众带来的价值或利益

(2) 认识到保护公众、缓解负面影响的保障措施

(3) 详细了解工程活动和公众的关系

(4) 认识到并参与工程专业的广泛社会影响

(5) 认识到管制机构在工程实践方面发挥的重要作用

该要求的最终目的是希望申请者可以通过提供的相关工作经验,培养工程专业责任意识,即保护生命、动物、财产和环境免受任何威胁或危险,唤起相关机构对于这些危险性或威胁性条件的意识。

工程工作经验质量

Acceptable Engineering Work Experience

Council has defined acceptable engineering work experience as:

  • comprising the practice of professional engineering as defined in the Engineering
    and Geoscientific Professions Act;
  • including the application of theory;
  • providing exposure to or experience under the general headings of practical
    experience, management, communication, professionalism and ethical
    responsibilities, and the social implications of engineering;
  • being obtained under the guidance and direct supervision of a professional
    engineer who assumes all responsibility for the technical quality of the work

At least 48 months’ experience is required.

At least twelve months of the required work experience must have been obtained
in Canada or in a Canadian environment.

Up to six months’ engineering-related work (e.g. training, technologist-level work, etc.) may be included in the 48 months. In exceptional circumstances, up to 12 months’pre-graduation work experience may also be included in the 48 months, if it satisfies the criteria.

To claim for pre-grad experience or experience gained in another province or country, you must complete a progress report form for every position held. This experience must be validated by your supervisor (and mentor, if applicable). In these instances, the time period may be greater or less than six months.

For all applicants, the nature and quality of the engineering work experience are the primary requirements. The time required to obtain the necessary experience may exceed the four-year minimum.

At an absolute minimum, the applicant’s work experience must include the application of theory (and the applicant will be asked to list the subject areas of his or her academic background in which the experience was obtained), as well as some exposure to the areas of practical experience, engineering management,communication skills, professionalism and ethical responsibilities, and the social implications of engineering. A complete lack of exposure to any one of these areas may render the applicant unsuitable for registration.

Exposure to these five areas may be obtained by on-the-job training, volunteer work,courses, participation in the activities of technical societies, etc. The applicant must show progression in technical capability, responsibility, maturity of judgment and communication proficiency. Evidence of both professional and personal development and improvement will be sought.

Application of Theory

Acceptable engineering work experience must include the skillful application of theory.
The application of theory is the backbone of engineering work experience, and it is
mandatory .

The application of theory should include active and responsible participation in several
of the following:

(1) Analysis; including scope and operating conditions, feasibility assessments, safety and environmental issues, technology assessment, and economic assessment.

(2) Design and synthesis; including functionality or product specification,component selection, integration of components and sub-systems into larger systems, reliability and maintenance factors, compliance with codes and standards, human and environmental aspects, and societal implications.

(3) Testing; including methodology and techniques, functional specification verification, and new product or technology commissioning and assessment.

(4) Implementation; including technology application, engineering cost studies,optimization techniques, process flow and time studies, quality assurance implementation, cost/benefit analyses, safety considerations, environmental assessments, and maintenance and replacement evaluations.

Practical Experience

Practical experience should provide the applicant with opportunities to implement engineering designs and experience the practical limitations of real systems. Practical experience should include:

(1) Visits to existing engineering works; to experience the assembly, installation,testing, commissioning, assembly, operation and maintenance of equipment and systems

(2) Application of equipment as part of the larger system; including the merits of reliability, the role of computer software, and the relationship of the engineering work to the equipment.

(3) Opportunities to observe the limitations of practical engineering and related human systems; including, for example, limitations of production methods,manufacturing tolerances, performance minima, and maintenance philosophies.

(4) Opportunities to experience the significance of time in the engineering process; including difficulties of work-flow, scheduling, equipment wear-out and replacement scheduling

Engineering Management

While it is recognized that most engineers-in-training will have limited opportunity to
become involved in the management of engineering projects, the assumption of
increased responsibility is an important aspect of qualifying experience, as is the
general exposure to the engineering business environment.

Management of engineering works includes the supervision of staff, project management, and the management of technology from a societal perspective.Representative management components include:

(1) Planning; from identification of requirements, concept development and assessment of resources required, through to social ramifications of project implementation.

(2) Scheduling; from establishing interactions and constraints, developing activity or task schedules, and allocation of resources, through to the assessment of delay impacts and beyond to broader aspects such as interactions with other projects and the market-place.

(3) Budgeting; from the development of both a conceptual budget and its detailed counterpart identifying labour, materials and overhead, through to risk assessment of cost escalation potential and an ongoing review of budgetary considerations in light of change.

(4) Supervision; which includes leadership and professional conduct, organization of manpower, team building, and management of technology.

(5) Project control; which requires understanding the elements of a greater whole,coordination of phases of the project work, and monitoring of expenditures and schedules and taking appropriate action.

(6) Risk assessment; related to operating equipment and system performance, product performance, and social and environmental impacts.

Communication Skills

The development of communication skills is an important experience requirement.
Effective communication with superiors, co-workers, government regulators, clients,
and the general public is essential. The candidate should demonstrate increasing
proficiency in the written and oral presentation of engineering work, including
correspondence and record-keeping and through to major reports. The candidate
should also demonstrate increasing proficiency in the ability to read technical drawings
and to present ideas in the form of sketches or drawings.

Professional and Ethical Responsibilities

By working under the supervision of a registered professional engineer, the applicant should be exposed to professional conduct in the workplace, should demonstrate integrity, the ability to assume responsibility and a commitment to life-long learning,and should gain an appreciation of such ethical considerations as:

  • (1) The responsibility of the engineer to the public.
  • (2) The responsibility of the engineer to the profession.
  • (3) The responsibility of the engineer to the client and/or employer.
  • (4) The responsibility of the engineer to the employee.
  • (5) The responsibility of the engineer to perform work tasks with full regard for the environment and the policy and guidelines for Sustainable Development.

Social Implications of Engineering

The social implications of engineering are becoming an increasingly important aspect
of the practice of engineering. The work environment should provide opportunities for
the applicants to heighten their awareness of the potential consequences, both positive
and negative, of their engineering projects, including:

(1) Recognition of the value or benefits of the engineering works to the public.

(2) Recognition of safeguards in place to protect the public and mitigate adverse impacts.

(3) Understanding of the relationship between the engineering activity and the publicat-large.

(4) Recognition of, and involvement with, the broader social implications of engineering.

(5) Recognition of the significant role of regulatory agencies on the practice of engineering.

The overriding objective is to provide experiences which will foster an awareness of the
engineer’s professional responsibility to guard against conditions dangerous or
threatening to life, limb, property, or the environment, and to call any such conditions to
the attention of the authority having jurisdiction over the matter and/or the person
having professional responsibility.

Quality of Engineering Work Experience

The minimum requirement of four years of engineering work experience is based on the presumption that it takes at least four years for an engineering graduate to reach a level of competency to be considered fully qualified to accept professional responsibility. Applicants may require more than the minimum four years because of the nature of their engineering work experience.

Some quality aspects to be assessed include increasing work complexity; increasing responsibility; the effect of employment interruptions or changing assignments on the applicant’s retention of, and ability to build upon, the experience gained; employment responsibilities that are not of an engineering nature; whether the engineering work performed was in the discipline of graduation; and the degree of supervision by, and guidance of, professional engineers.

All of these factors are taken into account. The simple passage of time is not sufficient.

ABC Test ( Act, Bylaws, Code of Ethics Test)

The ABC Test is an open book, online test. Complete the test on your own and do not share it with others.

Test Questions

Test questions are generated from a large bank of possible questions, and are unique for each person. The test consists of True or False questions about:

  • The Engineering and Geoscientific Professions Act
  • APEGM By-Laws
  • APEGM Code of Ethics

No Time Limits

The test has no time limit. Take as long as you need to complete it, however, your file will not go to the Registration Committee until it is passed. You may save your responses and return at any time.

Test Scores

You need a score of 90% or higher to pass the test. You will receive your score immediately upon completing the test. APEGM will automatically receive your score as well.

Test Rewrites

You may rewrite the test to reach a passing score. If you fail the ABC Test three times, we may ask you to attend an interview, during which you will discuss the purpose and function of APEGM. You will be given a long-answer test to complete following the interview. There is no fee for the long-answer test.

ABC Test Writing Process

1. New members only

  • E-mail address

  • The Registration Coordinator will e-mail you a Member ID number.

2. New and existing members

Use your Member ID number to log in and write the ABC Test at apegm.mb.ca. You may have to contact the office to activate the test in your profile.

3. New and existing members

Write the test to reach a passing score (90% or higher). If you fail the ABC Test three times, we may ask you to attend an interview to discuss the purpose and function of APEGM. Following the interview, you must complete a long-answer version of the ABC Test.

Once you pass the test, APEGM will automatically process your Application for Admission to MIT. If you haven’t already submitted your application, you should do so as soon as you start your engineering employment if not before.

如果你2013年5月之前没有通过国家专业实践考试,那么,之后的考试将实行新考试范围和考试大纲。

国家专业实践考试

  • 考试内容:100道多项选择题(按上述比例分布)
  • 考试形式:闭卷考试
  • 考试时间:2个小时

所有打算进行工程专业或地球科学专业实践的申请者都必须报考并通过国家专业实践考试。

考试及格分数必须达到65%。考试结果只有合格不合格。不合格的结果将体现应试者在每一部分的具体表现。答错没有任何惩罚。考试结果不可更改。

由于每次考试具体情况都不相同,所以合格分数也会有一定的差异,但是每次考试的不合格分数的标准是一样的。

申请参加考试

申请参加考试时,必须使用申请表,因为其中包含费用、截止日期、考试日期等等。递交考试申请表时,一定要同时递交相应的申请费用。必须在递交时间截止之前递交申请表。

报名时间截止大约2周之后,你会收到一封通知信,里面包含考试时间和考试地点。你还会收到准考证,你必须在考试当天携带准考证和由政府签发的带有照片的证件,例如驾照。

考试结束之后4到6周,你会收到关于考试结果的邮件。对于大多数应试者,注册的最后一步很可能是考试通过,但是,其他人很可能在注册之前还必须满足其他要求。如果你未能通过国家专业实践考试,那么,你将来必须还要报考。再次报考时,你必须重新递交报名申请,并支付一定的考试费。如果你连续3次没有通过该考试,那么,你只能隔12月之后才可以再次报考。

合格标准/豁免资格

你必须拥有有效会员身份,才会符合专业实践考试报考条件。如果你在其他管辖地区通过了一个类似考试或者参加考试之前通过了加拿大其他协会的注册,那么,你将拥有该考试的豁免资格,但是,你必须阅读《道德行为与规范》,然后进行书面确认,并同意进行专业实践时遵守相关规定。

Candidates who have failed the NPP Examination prior to May, 2013 and register to write the NPP Examination after May, 2013, will be examined on the basis of the NEW Scope and Syllabus documented above.

The NPP Examination consists of 100 multiple-choice questions. It is closed-book and is two hours in duration. The questions are distributed in accordance with the percentages shown above. All candidates, regardless of whether they intend to practice engineering or geoscience, are required to write and pass the National Professional Practice Examination.

The pass mark is 65%*. The Examination results are reported as “pass” or “fail” with a Mastery Report provided only to candidates who have failed, indicating the candidate’s specific performance in each category. You are not penalized for wrong answers. The grade is final.

*Pass marks may be slightly adjusted for individual sessions based on valid psychometric factors designed to ensure that over time, and among groups of candidates, pass-fail decisions are made on a consistent basis.

APPLYING TO WRITE THE EXAMINATION

The form, Application to Write the National Professional Practice Examination, must be used when applying. It provides more information on fees, deadline dates, examination session dates, etc., and must be accompanied with the appropriate fees or credit card details to apply fees to. It must also be received on or before the deadline date to apply indicated on the Application.

Approximately two weeks after the deadline, you will receive a letter advising you of the time of writing and the Examination site location. You will also receive an Admission Ticket, which must be brought to the Examination site with one piece of government-issued photo identification, such as a Driver’s License.

Four to six weeks after the Examination, you will be advised of the results by mail. For many, a pass may be the last step in the registration process. For others, there may be additional requirements before registration is granted. Failing the National Professional Practice Examination means that you will be required to re-take it at some time in the future. You will need to submit another Application to Write, along with another Examination fee. In the event that you fail the Examination more than once, the number of re-takes may be limited to three times and your right to write the Examination may be suspended for up to 12 months.

ELIGIBILITY/EXCEPTIONS

To be eligible to write the NPP Examination, you must have an active membership number with your Association. An exemption may be granted to applicants who have passed a similar examination in another jurisdiction or who have been registered by another Canadian Association prior to the implementation of the NPP Examination, but such applicants are still required to read, and confirm in writing that they have read the Act and Code of Ethics, and agree to practice their profession accordingly.

IMPORTANT :If you choose to provide the form directly to your references, please inform APEGM to avoid duplication.

  • APEGM will review your references. If approved, you will be eligible for registration as a Professional Member with the Association and your file will be forwarded to the Registration Committee
  • APEGM will mail you confirmation of professional membership within one week of your application being approved by the Registration Committee.
    If you are refused membership, APEGM will provide reasons why and advice on how to become eligible for membership with APEGM. You may appeal the decision. See Appeals for details.

To request a new recommendation, submit a written request to the Registration Coordinator who will forward your information to the appropriate Committee for consideration.

APEGM may enquire with other resources to make a new recommendation

Request For Appeal

You may appeal a notice of refusal within 30 days of receiving it, for the following types of applications:

  • Member-in-Training
  • Professional Member
  • Temporary Licence
  • Certificate of Authorization
  • Specified scope of practice licence

Your appeal must be in writing, be directed to the Registration Committee, and must:

  • Specify why you feel the decision is unjustified
  • List all errors you feel the Registration Committee made

Decision

Council decides within 90 days of your appeal hearing. Council will notify you in writing of the result.

Council’s decision will also:

  • Limit its scope to the points raised in the appeal
  • Be consistent with a finding the Registration Committee could have made
  • Determine if your deposit will be refunded
