安省 EE 下技能优先类别 Human Capital Priorities Stream 2017年2月将重开(暂停接近一年)并启用在线申请系统,OINP HCP 类别申请费用 1500 加币,需要先提交加拿大联邦EE,达到 400 分的有希望被邀请。之前是先到先得,采用在线系统后可能(只是飞出国猜测)先挑分数高的,分数相同的选提交早的,早提交才能早获得邀请。获得 OINP 邀请后 45 天内提交完整申请。
另外一个需要注意的是如果是按照加拿大联邦技术移民 FSW 类别进入的 Express Entry Pool 的话 OINP 要求申请人近5年内必须有1年工作经验,而不是10年内1年。如果是按加拿大经验类移民 CEC 进入的 EE Pool,要求与 CEC 一样,近3年内在加拿大有1年工作经验就可以。
无论是按 FSW 还是按 CEC ,进入 EE Pool 后大家比的是 CRS 下的分数,当前 EE 直接获邀的分数已经降到 447,再加上加拿大 2016年11月19 调整 EE 分数,400 分以上的申请人明显增多,这个项目的竞争会更加激烈。另外飞出国分析认为,如果是获得了其他省份的job offer加了50分达到400但无法被EE直接捞取也是无法申请 OINP HCP 的,理由应该很简单。

OINP searches the Express Entry pool and identifies potential candidates who:
Have a minimum score of 400 on the Comprehensive Ranking System (CRS) in CIC’s Express Entry system, and
Meet the criteria of Ontario’s Human Capital Priorities Stream (see Section 2 for more information).
If OINP identifies you in the Express Entry pool, you will receive a PT Notification of Interest from Ontario through your MyCIC account. This notification will invite you to apply to OINP for nomination under the Human Capital Priorities Stream.
Comprehensive Ranking System (CRS) Score - OINP HCP
All applicants must score a minimum of 400 points in the Comprehensive Ranking System (CRS) in IRCC’s Express Entry system. Your score must remain at or above 400 during both the Ontario nomination processing stage and at the federal application for permanent residency processing stage.
If a change in circumstance results in your CRS score falling below 400, it is your responsibility to inform the OINP.
If your application is approved by Ontario, you will receive a letter from OINP through your IRCC online account notifying you of your nomination. You have 30 calendar days to accept the nomination from Ontario in the Express Entry system.
Once you receive an invitation to apply from IRCC, you have 90 calendar days to submit your application for permanent residence to IRCC.
When you create a profile in Express Entry, you must either indicate your interest in immigrating to Ontario or “All Provinces and Territories.”
OINP searches the Express Entry pool on a regular basis and identifies potential candidates who meet the Human Capital Priorities Stream criteria
If OINP identifies you in the Express Entry pool, you will receive a Notification of Interest (NOI) from Ontario through your IRCC online account. After you receive an NOI, and if you meet the stream requirements, you may apply to the OINP for nomination under the Human Capital Priorities Stream.

Before submitting an application:
You may not apply directly to the Human Capital Priorities Stream. You must have received a Notification of Interest (NOI) from Ontario through your IRCC online account before you can apply to OINP under this stream.
You must register for a ONe-key account and create an ID and password. A ONe-key account gives you secure access to Ontario Government programs and services.
You should gather all relevant paper work and supporting documentation required for your application. Ensure that any document that is not in English or French has been translated and certified, and notarized if required.
Filling out an online application will take up to two hours to complete. Once you begin, you can save your progress and complete the application at a later time.
The application fee is $1,500. The fee covers the cost of processing your application and is non-refundable once you submit your application. Your fee must be paid online by credit card only (VISA or MasterCard) before your application can be submitted.
Note: If you receive and accept an Invitation to Apply (ITA) from IRCC or a nomination from another province or territory after you have already applied to OINP, your application fee to OINP will not be refunded. Application fees are non-refundable even if an application is withdrawn or refused, as they cover OINP’s cost of processing applications.

Your Notification of Interest (NOI) is valid for 6 months. This means that you must register a profile for the HCP Stream in the OINP e-Filing Portal within 6 months of receiving your NOI from Ontario.
Once you register a profile for the HCP Stream in the OINP e Filing Portal, you must submit your complete application to the HCP Stream within 14 calendar days.
The 14 day deadline to apply following registration for the HCP Stream must not be confused with the validity period of your NOI from Ontario.

Express Entry Human Capital Priorities Stream: Issuance of Notifications of Interest
The Ontario Immigrant Nominee Program (OINP) will resume issuing Notifications of Interest (NOIs) to applicants who qualify for Ontario’s Express Entry Human Capital Priorities (HCP) Stream the week of April 10-14, 2017.
Prospective applicants are encouraged to create a new profile in the Express Entry (EE) system to make it easier for Ontario to identify their profile during its search of the federal government’s Express Entry pool. Please note that if you create a new EE profile, you must delete your old profile.
Prospective applicants who meet the HCP Stream criteria, have a minimum Comprehensive Ranking System (CRS) score of 400, and are identified in the Express Entry pool will be sent a NOI.
The OINP is an economic immigration program designed to help Ontario meet its labour market and economic development priorities. For this round of NOIs, the program will also be targeting candidates in high-demand skilled trades in the construction sector who meet the criteria of the HCP stream. These occupations include:

Deadlines for the HCP Stream

The Ontario Immigrant Nominee Program is an economic immigration program designed to help Ontario meet its labour market and economic development priorities. To improve the responsiveness of the program to labour market demands, the program will be issuing targeted Notifications of Interest to religious workers in NOCs 4154 (Professional occupations in religion) and 4217 (Other religious occupations) over the next week.

This stream will be paused and reopened periodically throughout the year until the province’s 2017 federal allocation is fulfilled. Stakeholders will be informed when the stream is temporarily paused and reopened again via this OINP Updates page.
For the week of June 26, 2017, the OINP will be targeting candidates with work experience in the Information and Communications Technology (ICT) sector.
Please note that in addition to these occupation-specific searches, the OINP will continue regular searches of the Express Entry pool for candidates who qualify for the HCP Stream with a CRS score of 400 points or more. These candidates can demonstrate work experience in any National Occupational Classification (NOC) 0, A and B occupation as long as they have a CRS score of 400 or higher.
