Integration in the Netherlands

What does integration involve?

Learning Dutch is part of the integration process. In addition, you have to learn how Dutch people live and work. After this, you take the integration exam. If you pass this exam, then you are officially integrated. Most people who integrate are asylum migrants (refugees).

You can learn for the exam by yourself if you prefer. But most people do a course at a school. DUO doesn’t have textbooks for the exam but it does provide practice exams.

  • 入读清单上的学校,申请人可向荷兰教育部DUO贷款以缴纳学费;

Choosing a school

List of schools

The website ikwilinburgeren.nl has a list of schools. It’s best if you choose a school from this list. These schools have the Blik op Werk approval mark, which gives you the following advantages:

  • You can borrow money from DUO to attend schools on this list. You can’t borrow money for other schools.
  • If you have not finished integration in time, you will have to pay a fine. The fine may be lower if your school is on the list, or you may not be fined at all.

Also important when choosing a school

  • Do other people think the school is good, too?
  • Which courses does the school offer?
  • How many people are in a class?
  • Can everyone in the group speak Dutch at the same level?
  • How many hours of lessons do you get each week?
  • Are there enough computers?
  • What does the course cost?

Choosing a course

Courses

You can take different courses:

  • Dutch as a Second Language course (NT2 course)
  • integration course
  • literacy course

It is important which course you choose. Do you want to study after your integration? Or are you going to look for work? Then you need to learn Dutch as well as possible. The school can help you make your choice.

Dutch as a Second Language (NT2) course

During a Dutch as a Second Language (NT2) course you will learn Dutch. After the course, you will take the NT2 state exam. By then, you’ll be able to speak and read Dutch well.

  • Did you have to begin integration before 2015? Then you only need to pass the NT2 state exam, after which you are officially integrated.
  • Did you have to begin integration after 1 January 2015? Then you have to pass 2 extra exams: Knowledge of Dutch Society and Orientation on the Dutch Labour Market (ONA). Only after passing these are you officially integrated.
  • Did you have to begin integration from 1 October 2017 or later? Then you also need to sign the participation statement. When you’ve passed all exams and signed the participation statement, you will get your integration diploma. Only then you are officially integrated.

Do you want to know more about the contents of the NT2 exam? If so, check out staatsexamensnt2.nl. The DUO website tells you how the NT2 exam works.

Integration course

You will learn basic Dutch in the integration course. After the course you will be able to speak and read some Dutch. You will also learn about living and working in the Netherlands. After following this course, you can take the integration exam. If you pass the integration exam, you are officially integrated.

Literacy course

Only if you can’t read or write, you choose a literacy course. There you will learn to read and write. And you will learn Dutch as well. After this, you still need to take the integration course. And pass the integration exam. Only then are you officially integrated.

Fines

Too late

You have 3 years to integrate. Have you not finished in time? Then you must pay a fine, which cannot be higher than €1,250. You are then given 2 more years to get your integration diploma. On top of that, you may be fined for not signing the participation statement in time.

Amount of the fine

The amount of the fine depends on:

  • the number of exams you have passed
  • the number of times you have taken the other exams. You can combine attempts at the integration exam and the Dutch as a Second Language (NT2) exam.
  • the number of hours of an integration course you have completed. You can combine hours of an integration course and hours of a NT2-course.
