我想请问一下，因为我目前居住在堪培拉，所以如果申请维州190需要一份维州job offer；如果我在没有job offer的情况下，直接搬到维州，再申请州担，那么我还需要job offer吗？因为我看官方是说 you are currently living in another Australian state的情况下需要。
