我2003年申请到澳洲永居因为婚后一直没有孩子，2014年通过中国民政局在福利院正式收养了一名弃婴，现在想申请到澳洲与我团聚。我没有《海牙公约》收养证书，只是当地政府的收养证书。请教专业人士解惑：我这是属于境外收养还是私下收养呢？谢谢！
I presume when you adopted the child, you were not Australian citizen. How long have you lived in China at the time of the adoption?
Thanks for your message. I’m not Australian Citizen. I lived around 3 months when adopting my child.
Clause 102.211(2) applies where the child has been adopted outside Australia, without the involvement of an Australian STCAA, by an Australian citizen, permanent visa holder or eligible New Zealand citizen who has been living outside Australia for more than 12 months at the time the AH-102 visa application was made.
