You will also be required to undergo a technical assessment, i.e., they will want to see you making the cake or cooking the dishes.

Firstly, the information at that website is very out of date - 2006/7. This is a certificate provided by the Regional Certifying Body. Each regional area has its own designated RCB, that will issue certificate for the purpose of the visa application, based on the employment conditions locally.
