  • innovative partnerships with industry and post-secondary institutions that build pathways to employment for international students and skilled newcomers, including those in regulated occupations, to better prepare and match them to in-demand jobs in Manitoba;
  • the selection of skilled workers with high potential for early and strong attachment to the labour market and who meet education, training and language requirements;
  • the selection of entrepreneurs with a strong potential to establish high-investment, job-creating businesses in all regions of the province; and
  • the elimination of the current MPNP backlog by April 2017 to ensure all future applicants receive a higher standard of service and are processed in less than six months.

The premier said that Manitoba will work with the government of Canada to improve the speed with which visa applications are processed.

In addition, revenue generated by new application fees for skilled workers and existing fees for business applicants will be re-invested into improving program service standards, performance measurement and services to support the economic integration of immigrants and refugees at no additional cost to Manitobans, the premier noted.

Manitoba’s most recent labour market forecast projects 177,800 job openings in the province between now and 2021, with demand spread across multiple sectors including business, finance, services, trades and transportation, agri-business and rural health care. At least 25 per cent of projected job-openings are expected to be filled by immigrants, the premier said.

“Manitoba is once again open for business, offering a diverse economic base with areas of undiscovered potential ready for the expansion of existing businesses, development of our entrepreneurial talent, and attraction of new investment and the opportunities it will bring,” said Pallister. “Renewing Manitoba’s Provincial Nominee Program will facilitate the inclusion of skilled immigrant workers as an integral part in the development of our labour market and Manitoba’s economy as a whole.”

An annual MPNP nomination plan that prioritizes skills and job creation will be updated quarterly to regularly communicate Manitoba’s labour market priorities to potential applicants starting in April 2017, the premier said. He noted the program will be continuously monitored, evaluated and improved to ensure ongoing responsiveness to Manitoba’s economic and labour market needs, in partnership with industry and training organizations.

PROVINCE IMPROVES SERVICE STANDARDS, RENEWS PROVINCIAL NOMINEE PROGRAM


Helping Attract Skilled Workers, International Students Seeking Careers in Manitoba: Wishart


Manitoba Provincial Nominee Program (MPNP) applicants will now benefit from improved service standards, Education and Training Minister Ian Wishart announced today at an event highlighting renewed directions for the immigration program.

“We are pleased to implement higher service standards for applicants to restore the integrity of this important pathway to permanent residence in Manitoba,” said Wishart. “As of this month, all candidates who submit complete applications to the program will be processed in six months or less.”

Wishart noted the MPNP is an economic immigration program designed to attract job-ready skilled workers and active investors in Manitoba’s economy. This program has been a valued part of the immigration system since 1998, but in April 2016 a backlog of more than 5,100 applications had compiled, some dating as far back as 2013, he added.

Thanks to efforts over the last six months, the backlog has now been cleared, Wishart confirmed and noted that less than 70 files from prior years remain in process as the program awaits documents from applicants in accordance with fairness and integrity provisions. The minister also highlighted several features of the renewed program.

Due to Manitoba’s success in attracting international students seeking to build careers and become permanent Canadian residents, the minister confirmed the MPNP will include new pathways, supported by partnerships with post-secondary institutions that will encourage international students to choose training programs leading to in-demand jobs. Wishart noted over 11,000 international students from 125 countries study in Manitoba annually and expanded outreach initiatives will encourage those interested to pursue careers and settle in this province.

In addition, a new online resource that will include an in-demand jobs list will be updated regularly according to provincial labour market analysis and real-time labour market information from industry groups and training partners. The list will help prioritize invitations to apply from the Expression of Interest pool based on whether the candidate has in-demand occupational skills, is currently employed in Manitoba or has a high potential for employment. The minister noted the new resource will be published once approval is received from Immigration Refugees and Citizenship Canada (IRCC), in accordance with the Canada Manitoba Immigration Agreement.

“Better information sharing and openness will improve service for applicants and ensure the respectability of this program moving forward,” said Wishart. “Our new online resource will include priority areas such as increased francophone and regional immigration.”

In recognition that community connections help newcomers successfully settle in the province, the program will continue providing additional points to applicants with close family ties in Manitoba who are able to demonstrate employable skills. The minister also confirmed, in response to community feedback, the MPNP will no longer consider having a close relative in a different province or territory as a risk factor and subtract points from applicants on this basis.

Manitoba’s labour market forecast projects approximately 170,000 job openings in the province between now and 2022, with demand spread across multiple sectors including manufacturing, finance, services, trades and transportation, agri-business and information technology. At least 25 per cent of projected job-openings are expected to be filled by immigrants, the minister said.

Manitoba Provincial Nominee Program Renewal Improves Manitoba’s Competitiveness for Global Skills

The Canada and Manitoba governments have reached agreement on the renewal of the Manitoba Provincial Nominee Program (MPNP). The MPNP renewal builds on our 10-point Economic Plan by improving Manitoba’s economic competitiveness, attracting new investment, fostering a skilled workforce, and encouraging new immigration.

The MPNP will be reorganized around four new or revised application streams:

  1. International Education Stream (IES)
  2. Business Investor Stream (BIS)
  3. Skilled Worker in Manitoba Stream (SWM)
  4. Skilled Worker Overseas Stream (SWO)

Each stream will include more flexible pathways to ensure that all provincial nominees are able to meet clearly defined labour market and economic needs in Manitoba. These priorities will be clearly communicated to potential MPNP applicants through a regularly updated In-Demand Occupations list.

The MPNP will continue to support Manitoba’s francophone immigration strategy by providing priority for francophone applicants who meet the required criteria in one or more of the four streams.

Existing Candidates and Applicants

Candidates with valid Expression of Interest (EOI) profiles will be assessed under the criteria in effect on the draw date. Applicants will have their MPNP application assessed under the criteria valid on the date their EOI profile was drawn.

Candidates will receive information on how technical changes to the MPNP Online application system will affect their EOI profiles before changes are made.

To better identify MPNP candidates who meet the needs of Manitoba employers, the MPNP identifies In-demand Occupations based on Manitoba Labour Market Information and Occupational Forecasts, as well as through direct employer consultations. The occupations listed reference Edition 2016 of the National Occupation Classification (NOC).

The MPNP In-demand Occupations list allows the MPNP to provide clear communication about our current labour market and business investment priorities for potential applicants submitting Expressions of Interest to apply to the program.

These priorities reflect the needs of Manitoba employers ready to hire new immigrants and international students, the in-demand occupations of the Manitoba labour market based on current information and projections, and the occupation-specific skills and language requirements necessary to be hired in those jobs.

The In-demand Occupations list is intended as a guide to help inform candidates in the Expression of Interest pool which applications will be prioritized to receive invitations to apply to the MPNP. The list will be updated regularly.

International Education Stream

The new International Education Stream (IES) is dedicated to providing international students graduating in Manitoba and meeting the needs of industry faster pathways to nomination. Applicants will no longer be required to work for 6 months before applying to the MPNP.

There is one pathway:

IES will provide faster nomination for international student graduates in STEM programs through internships contributing to industry innovation in Manitoba. In addition, post-secondary graduates who find long-term employment in an In-demand Occupation consistent with their training will no longer be required to work for 6 months before applying to the MPNP.

Business Investor Stream

The Business Investor Stream (BIS) will replace the current PNP-B business immigration category. BIS allows Manitoba to recruit and nominate qualified business investors and entrepreneurs from around the world who have the intent and ability to start or purchase businesses in Manitoba within the first 24 months of arrival in Canada on a temporary work permit. Applicants will no longer be required to submit a deposit of $100,000 to the Manitoba government.

There will be two pathways:

Approved Entrepreneur Pathway applicants will be nominated after they establish businesses meeting the conditions of a Business Performance Agreement.

Applicants starting businesses outside of Winnipeg will receive higher priority. These changes will ensure that all business nominees will invest in businesses that create jobs for Manitoba and contribute to the Manitoba economy.

Approved Farm Investor Pathway applicants will be nominated after they establish their farm operation in rural Manitoba meeting the conditions of a Business Performance Agreement.

Skilled Worker in Manitoba Stream

The Skilled Worker in Manitoba Stream (SWM) is locally driven and based on the needs of Manitoba employers. The MPNP selects internationally trained and experienced workers who have the skills needed in the local labour market, and nominates them to receive Canadian permanent resident visas to settle and work in Manitoba. Candidates with strong labour market attachments to Manitoba employers remain a priority.

There will be two pathways:

The Manitoba Work Experience Pathway is for applicants currently working in Manitoba with temporary work permits (Temporary Foreign Workers, international student graduates from other provinces or Manitoba graduates) not working in jobs published on the In-demand Occupations list.

The Employer Direct Recruitment Pathway is for international applicants with hard job offers from pre-approved Manitoba employers.

Skilled Worker Overseas Stream

The Skilled Worker Overseas Stream (SWO) is for international skilled worker applicants with in-demand skills and training and a high potential to establish strong labour market attachments to related occupations soon after arrival in Manitoba.

The stream will offer a new pathway to nominate qualified applicants for the federal Express Entry program. Priority will be given to candidates with close family connections in Manitoba and spouses who have the language proficiency, training and experience to quickly find jobs in-demand occupations.

There will be two pathways:

The Manitoba Express Entry Pathway is for candidates demonstrating high human capital with skills, training, and experience related to Manitoba’s In-demand Occupations list and a strong family connection to Manitoba. This Pathway is open to candidates who are also eligible under another MPNP stream and who meet Express Entry criteria and have an active Express Entry profile.

The Human Capital Pathway is for international skilled worker applicants with skills and training aligned with Manitoba’s published In-demand Occupations list, and who demonstrate a high potential to establish strong labour market attachments to those occupations sooner after arrival in Manitoba.
