2016年11月澳洲将退出一个新的企业家移民类别,鼓励全世界创新型技术管理人才移民澳洲。

The new Entrepreneur visa will give talented individuals, with creative vision and financial support, the opportunity to develop their ideas in Australia.

随后 2016年12月澳洲将推出有利于 STEM(science, technology, engineering and mathematics 科学,技术,工程,数学) and ICT(信息和通信技术)毕业生的移民政策,这些专业将有额外加分,从当前发布的信息看,额外加分政策主要面向这类专业的博士和硕士学历。

Postgraduate research graduates with STEM and ICT qualifications will benefit from enhanced pathways to permanent residency. Plus, Australian doctorate level and master by research qualifications in STEM and specific ICT or related fields will qualify for additional points under the points tested General Skilled Migration program.

A report by consulting firm PwC called ‘A Smart Move: Future-proofing Australia’s Workforce’ found that:

  • 44% or 5.1 million current Australian jobs are at risk from digital disruption during the next 20 years
  • 75% of the fast growing occupations require STEM skills
  • Innovation and STEM education are key to future growth
  • Australia will see a $57.4bn increase in GDP if we shift just 1% of our workforce into STEM roles.

ICT is a similar story. A report by the Australian Computer Society (ACS) and Deloitte Access Economics shows that Australia needs a further 100,000 ICT workers over the next five years, but despite this demand, the number of graduates with ICT qualifications has declined significantly since the early 2000s.

总结: 三好学生好移民:专业好,学历好,英语好。三好学生也好就业。

Australian Prime Minister has made two major initiatives in Australia’s immigration policy. Now students studying the STEM (Science, Technology, Engineering and Mathematics) and ICT (Information and Communication Technology) have a way to apply for permanent residence in Australia. There is also a new Entrepreneur Visa introduced that will be implemented from December 2016.

How the change in Immigration Rules can make Immigration to Australia Easier for Students

The initiative for STEM students is for those who are doing their masters and PhD from research institutes in Australia. The field of ICT and STEM is quite broad and hence, a lot of student migration is expected for completing their qualifications in Australia, as it gives them extra points in the skilled migration points test.

Since the change in the point system will be implemented accordingly at the end of the year, it cannot be said for sure of how many extra points STEM students will receive to migrate to Australia. However, studying in Australia is definitely going to make their immigration process easier.

This change in rules is also going to encourage brilliant students from all over the world to come and study in Australia. This is a win-win situation as it will increase the cultural diversity in the country and these students will get the advantage of studying in the world class education system of Australia.

A glance at the fine print

Although the change in rules of immigration to the country is a good thing, it won’t have too much of an effect until the other parts in the migration process like the skilled migration list, the skills assessment requirements, and the occupational ceilings are changed as well to accommodate the new changes.

  • People who want to immigrate to Australia need to get a nomination from one of the professions in the skills development list. While the list contains many professions related to STEM, there are several that it does not have and this may cause problems for the students related to those fields.
  • The Occupational ceilings mean that there is a quota for every field every year. But people from fields like IT and engineering are restricted to migrate because the quota is filled every year.
  • The skills assessment requirements of the current immigration policy in Australia require that the skilled professionals have paid work experience in their fields, and this can be difficult for people who are still involved in research and studies.

Until the things mentioned above are revised, the change in immigration rules is not going to have much positive effect on the overall migration process.

The new Entrepreneur Visa

This visa will grant new entrepreneurs temporary residence in Australia if they come to the country with a new and innovative business idea that has lots of potential for acceptance and growth in the Australian market.

The visa requires the applicant to have strong financial backing from a third party or have a state nomination. This is a provisional visa and getting a permanent visa depends on the success of the business idea.

去澳洲读工科留下来的机会大,已经在澳洲读工科的学生机会来了。

非澳洲留学生虽然不能加分,但理工科职业肯定继续成为移民热门行业。不仅是澳洲,加拿大,新西兰,美国都一样。

New visa options for ICT and STEM graduates have been announced following Prime Minister Malcolm Turnbull’s recent National Innovation and Science agenda.

In December 2015 Turnbull pledged that the agenda will “help create a modern, dynamic, 21st century economy for Australia”. A proposal to boost innovation through visas announced two new initiatives:

  • Enhanced permanent residency pathways for international postgraduate research students with information and communications technology (ICT) and science, technology, engineering and mathematics (STEM) qualifications; and

  • A new Entrepreneur visa designed to attract business talent from overseas.

Why are STEM and ICT skills in the spotlight?

The focus on STEM and ICT is due to two key points:

  1. The expanding skills gap in these subject areas; and
  2. The realisation that these skills are vital across a range of sectors.

The Australian Bureau of Statistics has reported that STEM skills jobs grew at around 1.5 times the rate of other jobs in recent years – by 14% compared to 9% between 2006 and 2011. Yet, participation by university students in STEM related subjects is not keeping pace with the needs of the economy and is low in comparison to similar economies .

Opportunities for ‘best and brightest’

Australia needs a workforce that is equipped with the ICT and STEM skills necessary to fuel its digitally-driven economic growth. The National Innovation and Science agenda pledges to ‘link Australia to other innovative economies and change the visa system to attract more entrepreneurial and research talent from overseas’.

The new Entrepreneur visa will give talented individuals, with creative vision and financial support, the opportunity to develop their ideas in Australia.

Postgraduate research graduates with STEM and ICT qualifications will benefit from enhanced pathways to permanent residency. Plus, Australian doctorate level and master by research qualifications in STEM and specific ICT or related fields will qualify for additional points under the points tested General Skilled Migration program.

When will these visas be available?

The Government plans to introduce the Entrepreneur visa in November 2016 and the enhanced permanent visa pathway for STEM postgraduate research graduates will be implemented in December 2016.
