背景：国内农学学士，农业相关工作一年，现在PhD在读，专业是遗传学，跟农业没有高度相关。
去年拿到了Agricultural consultant的认证，用的是国内一年的农业相关工作经验，没有提供PhD的在读和工作证明。
现在发现申189分数不够，想试试PhD能不能加分。
然后Vetassess的网站说：
For scientist occupations such as Agricultural Scientist, Physicist and Chemist, it may be possible to consider your doctoral degree studies to meet our employment criteria for skills assessment purposes. PhD level studies may be considered if you are able to demonstrate that the work has been performed at the required skill level of the nominated occupation, is at least 20 working hours per week, and is paid.
我想问我的情况可不可以重新申请认证Agricultural Scientist，试试能不能把PhD的工作经验当做加分吗？
如果Vetassess不认可，移民局处理189申请的时候有可能认可吗？

之前听说过PhD可以当做工作经验加分，但是是高度相关的。我现在PhD在读的专业不属于农业，但是硬扯也能通过生物遗传扯上关系。不知道有没有相同经历的朋友？
如果博士期间的研究工作与提名职业高度相关的话，那么可以算工作经验；否则就不合适
我对此有疑惑是因为vetassess的标准和移民局不太一样。
按照vetassess的说法，只有Agricultural Scientist, Physicist and Chemist才能用PhD算工作经验。所以只要我的提名专业是agricultural consultant，就算我的PhD做农业相关也不行。
但是移民局对skilled employment的说法是
Skilled employment can also be in a closely related occupation. Any periods of employment in a closely related occupation must be undertaken at the relevant skill level of the nominated occupation. This means employment that the client claims to be ‘closely related’ to the nominated occupation must be:
- in the same Australian and New Zealand Standard Classification of Occupations (ANZSCO) Unit Group, or
- consistent with a plausible career advancement pathway.
Generally, all unit groups are at one skill level. For example, if an applicant’s nominated occupation is Analyst Programmer (261311) the applicant can include skilled employment in occupations within the same unit group even if the occupation is not on the same skilled occupation list, for the purpose of points.
我的理解是只要skill是在同一个ANZSCO Unit Group，或者学习的技能与职业发展相关也行。我原来是做农业育种咨询的，农业育种的理论基础就是遗传，所以我觉得按照移民局的要求我PhD学遗传是可以算工作经验的。但是这种情况Vetassess并不认。
不知道您对这个区别有什么理解？
