Effective July 1, 2014, the Canadian Criminal Real Time Identification Services will only accept electronic fingerprint submissions for civil purposes.
An electronic fingerprint submission to the RCMP is not currently available outside of Canada. You may contact accredited companies within Canada who will digitize ink fingerprints and submit them electronically to the RCMP.

Some police services and companies do not have access to LiveScan devices. In these cases, they will take your fingerprints using ink and paper. You may be required to sign paper consent forms. The paper fingerprint and consent forms will be scanned and converted to electronic submissions. The submissions will then be sent for processing.
This is the process that must be used by people submitting fingerprints from outside of Canada when they submit their paper fingerprints to an accredited company.
If you need to give your fingerprints for a police certificate, this isn’t the same as giving your biometrics (fingerprints and photo) for an application.

rolled and flat impressions of all ten fingers taken with black ink
full name, date of birth and sex of the applicant
the name and address of the police agency
the signature of the official taking the fingerprints

Fingerprints must be submitted electronically to Canadian Criminal Real Time Identification Services (CCRTIS). Paper submissions will not be processed and will be returned to the originator.
