新西兰雇主认证申请指南 -飞出国 2019 Apply to become an accredited employer
飞出国:为了方便雇佣海外技术工人,新西兰移民部首先要对雇主进行认证,该雇主认证申请费2130纽币,审理周期3个月左右,认证有效期2年,提名申请人时要求该认证有效,建议在认证过期前3个月时提出延期申请。
申请新西兰认证雇主需要提供公司的财务及运营信息,新西兰移民部会对雇主的财务情况,人力资源情况,在职指导,新西兰当地雇员培训等情况进行说明,只有经营良好,并且已经尽到对当前劳动力进行培训和指导的企业才能获得认证,同时在雇佣海外人员前还需要证明已经在当地进行了充分招聘,新西兰本地人员不好找到合适的,所以需要雇佣海外雇员。

To become accredited, you’ll need to be able show us you meet all of the criteria for accreditation – you can do this by providing the evidence we ask for. Before we make a decision about your accreditation application, we may consult with relevant New Zealand unions and other government agencies.

Financial position - flyabroad NZ accredited employer
You must be in a sound financial position
The following factors may be taken into consideration when determining whether this requirement is met:
- the period for which the organisation has been established as a going concern
- financial indicators such as revenue, profit and equity levels
- reserve capital
- ability to sustain current and proposed employment
- accounts receivable
- whether the business is a state sector agency whose financial situation and performance is included in the Crown accounts as part of the Government reporting entity under the Public Finance Act 1989
- whether the business is a local authority named in Schedule 2 of the Local Government Act 2002.
If available, you should provide the following business records covering at least 2 financial years to evidence the financial position of the business:
- annual reports
- financial statements
- business plans
Human resource - flyabroad NZ accredited employer
You must have good human resource practices
The following factors may be taken into consideration when determining whether this requirement is met:
- WorkSafe NZ or Labour Inspectorate findings;
- content of sample employment agreements
- evidence of HR and health and safety policies and procedures
- whether the business is International Organisation for Standardisation (IOS) certified
- feedback from relevant unions and other employee representatives.
The following documentation should be submitted with your application as evidence of your human resource practices:
- an organisation chart showing how many people you employ and the areas they work in
- documents outlining your human resource policies and processes
- health and safety documents
- copies of standard employment agreements
- details of any redundancies in your business within the last year.

Workplace practices - flyabroad NZ accredited employer
You must have good workplace practices
The following factors may be taken into consideration when determining whether this requirement is met:
- whether you have diversity policies and practices in place as outlined by Diversity Works NZ
- the extent of any non-compliance with immigration or employment legislation
- policies and processes in place to ensure the business remains compliant with immigration and employment legislation
- feedback from relevant unions and other employee representatives.
Training and employing New Zealanders - flyabroad NZ accredited employer
You must be committed to training and employing New Zealanders
The following factors may be taken into consideration when determining whether this requirement is met:
- whether you have engaged with the relevant Industry Training Organisation (ITO)
- evidence of training provided to staff who are New Zealand citizens or residents
- whether you make genuine attempts to recruit New Zealand citizens or residents to fill any vacancies, including that advertised vacancies accurately reflect the position and salary or wages
- the proportion of the business’s workforce who are New Zealand citizens or residents;
- feedback from relevant unions and other employee representatives.
The following documentation should be submitted with your application as evidence of your human resource practices:
- proof of any in-house training or development programmes for New Zealand citizens or residents
- proof of your involvement with New Zealand Industry Training Organisations
- invoices for your employees who are New Zealand citizens or residents to attend external training courses
- apprenticeship or graduate programmes
- any other documents you think show that you’re committed to training and employing New Zealanders.
