2019 年曼省试点留学生创业移民项目 International Student Entrepreneur Pilot

飞出国：曼省2018年11月1日已经正式推出，很多细节在2018年12月发布，需要参加曼省的说明会（ information session），因为每年只有20个名额且基础要求高，满足条件的人少，实际操作起来复杂麻烦，完全没有雇主担保来的省心，因此飞出国不做过多介绍，申请人不需要花费太多精力在这类项目上，现在的加拿大商业移民都是成本高，麻烦多，成功率不确定的。大学生创业已经被证实很难成功，即使不影响结果，浪费时间和金钱也是没必要的。

曼省试点留学生投资创业试点移民项目基本要求不低-飞出国：

  • 语言必须达到 CLB 7（雅思4个6）
  • 必须完成曼省2年的全日制高等教育
  • 年龄21-35周岁

相对来说，因为是对毕业生创业，对个人净资产，商业计划这些的要求会低于常规曼省企业家移民（ Business Investor Stream – Entrepreneur Pathway）。

  • 毕业后持开放工签在曼省实际创业6个月以上，参与企业管理，持股51%以上，可以是收购的企业

New Student Entrepreneur Pathway criteria in effect November 1, 2018.

The Student Entrepreneur Pathway will provide international students who have graduated in Manitoba the opportunity to pursue entrepreneurship rather than employment. Once the applicant meets the conditions of their Business Performance Agreement, they are nominated for permanent residence.

International Student Entrepreneur Pilot - MPNP

The International Student Entrepreneur Pilot will provide up to 20 (per calendar year) international students who have graduated in Manitoba the opportunity to pursue entrepreneurship rather than employment. Once the applicant meets the conditions of their Business Performance Agreement, they are nominated for permanent residence.

Interested candidates should email MPNP-BusinessStream@gov.mb.ca to register for an information session.

NOTE: Attending an information session is required before you submit any forms to the MPNP.

If you are an international student who graduated in another province of Canada, you may be eligible to apply under the Business Investor Stream Entrepreneur Pathway .

International Education Stream – International Student Entrepreneur Pilot

Criterion Minimum Requirement
Business Experience A business plan is required as part of your application to MPNP.

You must operate the business as a senior manager on a daily basis from the place of business in Manitoba for at least 6 months prior to nomination while on a valid temporary work permit, consistent with the requirements of your Business Performance Agreement (BPA).

Business equity ownership of at least 51%.
Official Languages Proficiency Minimum CLB/NCLC 7
Education Complete a full-time post-secondary program in Manitoba that is at least 2 years in duration. (distance learning or compressed academic programs are not eligible)

Studies and/or work/business experience outside of Canada will be considered as beneficial but not are not an eligibility requirement
Age-flyabroad 21-35
Adaptability You must:

* Have a valid open work permit or post-graduation work permit (PGWP) at the time of application;
* Have continuously resided in MB since graduation; and
* Show intent to continue to reside in MB after nomination.
Net Worth / Settlement Funds A deposit is not required.
Minimum net worth is not an eligibility criterion; however, net worth/ source of funds will be considered for the purpose of evaluating the potential for you to successfully execute on your business plan .

You must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a twelve-month period.

Your personal net worth will be verified by a third-party supplier approved by the MPNP. A verification report, along with the application, must be submitted to the MPNP within 120 days of receiving your LAA.
Business Performance Agreement After an application is approved, a Business Performance Agreement (BPA) must be signed prior to the MPNP issuing you an approval-in-principle letter to implement your business plan.
