Federal Ministers and Atlantic Premiers announce the launch of an Atlantic Growth Strategy following a meeting on Atlantic Canada’s economy

July 4, 2016 – St. Peters Bay, Prince Edward Island

The Government of Canada and the governments of the four Atlantic Provinces are working together to build a vibrant economic future for Atlantic Canada by focussing their efforts and resources to stimulate the region’s economy, support the middle class and address both long standing and emerging regional challenges. These actions will build on other advancements for the middle class, such as the Canada Child Benefit and the recent agreement on the Canada Pension Plan.

To demonstrate this commitment, today, the Government of Canada and the four Atlantic provincial governments jointly announced the launch of an Atlantic Growth Strategy that will direct targeted actions to stimulate the region’s economy, support both innovative and resource-based industries, and increase job opportunities for Atlantic Canadians. The details were made public following a meeting that concluded today between the four Atlantic Premiers – Stephen McNeil, Brian Gallant, Wade MacLauchlan and Dwight Ball – and federal Ministers Lawrence MacAulay, John McCallum, Scott Brison, Dominic LeBlanc, Navdeep Bains, and Judy Foote.

The Atlantic Growth Strategy is intended to drive economic growth in the region by implementing targeted, evidence-based actions under the following five priority areas:

  • Skilled workforce/immigration Enhance the region’s capacity to develop, deploy and retain a skilled workforce by addressing persistent and emerging labour market needs and making Atlantic Canada a destination of choice for immigrants.
  • Innovation Foster greater business innovation by supporting the scaling up of small firms, technology transfer, the commercialization of research, and the generation of new breakthrough ideas in areas such as bioscience, aquaculture, ocean technology and renewable energy, while also spurring value-added opportunities in established industries like the fisheries, agriculture and forestry which are the foundation of Atlantic Canada’s economy.
  • Clean growth and climate change Stimulate economic growth, creation of clean jobs, and innovation in the transition to a low-carbon economy.
  • Trade and investment Expand business activities between Atlantic Canada and international markets, and strategically market the region as a whole by displaying the best Atlantic Canada has to offer the world to attract new investments and grow tourism.
  • Infrastructure Invest in regionally significant infrastructure projects, including broadband connectivity, that support long-term growth in Atlantic Canada and position the region to capitalize on global trade opportunities by attracting investment and enhancing productivity.

Ministers and Premiers unveiled a two-year action plan that will guide short-term actions to be implemented under the Atlantic Growth Strategy. The first area of action focusses on skilled workforce and immigration with the introduction of a new three-year immigration pilot project aimed at addressing the unique labour market challenges in Atlantic Canada. When in place, the pilot project will help to better match the needs of local employers with the skill sets of immigrants while helping to improve the attraction and retention of newcomers in Atlantic Canada.

Through this project the Government ‎will admit up to 2,000 immigrants and accompanying families in 2017, with rising numbers in the following years depending on performance. This is a substantial increase, amounting to almost half the current number of provincial nominees in Atlantic Canada. The federal and provincial governments will continue to undertake cooperative actions that will bring stable and long-term economic prosperity in Atlantic Canada and additional joint actions will be unveiled over the coming months.

Ministers and Premiers have formed a Leadership Committee to oversee the implementation of targeted actions, provide policy direction, review the broad range of factors that affect the Atlantic Canadian economy, and, ultimately, drive results that will lead to economic growth in the region. The efforts of the Leadership Committee will be supported by an Advisory Group.

Atlantic Immigration Pilot for Employers

The Atlantic Immigration Pilot Program is an employer-driven federal immigration pilot program designed to help you fill permanent labour shortages and skill gaps in your business by supporting foreign nationals for permanent residency. There are three different streams which aim to address different needs. The Atlantic High Skilled Program allows you to attract highly skilled individuals, the Atlantic Intermediate Skilled Program allows you to attract semi-skilled individuals, and the Atlantic International Graduate Program allows you to attract recent graduates from Atlantic Canada post-secondary institutions.

Am I eligible?

To be eligible to participate in the Pilot you must be a designated employer. To become a designated employer you must:

  • Want to hire full-time, non-seasonal international candidates

  • Demonstrate your preparedness to receive and meet the settlement needs of international candidate(s) and accompanying family members, and agree to do so
  • You understand and agree to the reporting requirements for the program

What is the process?

The Pilot is a two step process. The first step is to become designated. You will only need to be designated once, but you will be contacted annually by our office to update your file. The second step is to identify international candidates that you would like to support through this program and submitting an endorsement application to our office. This stage of the Pilot is not yet open, and these application forms will not be available until that time, anticipated to be March 2017.

Why should I apply now?

The Province is able to designate employers now in anticipation of the Pilot opening. You only need to be designated once to be eligible to participate in the Pilot, so if you get designated now you will be eligible to start submitting endorsement applications as soon as the Pilot officially opens.

Do I have to pay a fee?

There are no fees payable to the Province for the designation or endorsement process. All regular federal immigration fees (link is external) apply.

To apply to have a candidate endorsed you must already be a designated employer and then submit an endorsement form.

The Atlantic Immigration Pilot is a creative approach to addressing our labour market challenges.

Starting in March 2017, employers in Nova Scotia will be able to use the Pilot to hire foreign workers.

Eligibility

Employers looking to fill persistent labour gaps through the Pilot must first be approved for eligibility by being designated and then endorsed by the Province.

Once the employer is endorsed, the foreign worker can apply for permanent residency directly to Immigration, Refugees and Citizenship Canada.

The foreign worker can also access temporary pathways (i.e., obtain a work permit) while waiting for permanent residency.

To become designated, an employer must:

  • Have a business operating in good standing
  • Provide information on labour needs
  • Commit to working with a service provider organization on settlement and retention

To become endorsed, an employer must:

  • Demonstrate efforts to hire locally have not been successful
  • Recruit a foreign worker
  • Provide a valid, full-time, non-seasonal job offer co-signed with the foreign worker
  • Provide an individualized settlement plan co-signed with the foreign worker

Atlantic Immigration Pilot Project - Immigration and Settlement in New Brunswick, Canada

The Atlantic Immigration Pilot is a three-year employer-driven immigration program to attract and retain global talent while supporting population growth and addressing labour shortages. The pilot will allow 2000 additional immigrants and their families to come to the four Atlantic Provinces, a key component of both the Atlantic Growth Strategy and the New Brunswick Economic Growth Plan.

Immigration, multiculturalism, and diversity have significant social, economic, and cultural benefits for Newfoundland and Labrador. Immigrants coming to our province not only enrich the social fabric of Newfoundland and Labrador, they also bring economic advantages, generate innovation, attract industries and workers, and spur economic growth.

The Atlantic Immigration Pilot Program (AIPP) will help address labour market challenges in the Atlantic Provinces by assisting employers in attracting and retaining skilled immigrants. Newfoundland and Labrador is working closely with the other Atlantic Provinces and the Federal Government to ensure the successful development and delivery of the AIPP.

To participate, employers must meet certain requirements, including a commitment to support the newcomer and their family as they integrate into their new life in Atlantic Canada. Starting in early March 2017, Immigration, Refugees and Citizenship Canada will begin accepting permanent resident applications targeting international students, intermediate-skilled workers and high-skilled workers.

Potential employers who may be interested in taking part in the AIPP could include those involved in food services industries, the health care sector and other employers prepared to offer full-time employment opportunities for hard to fill positions. The Way Forward: A vision for sustainability and growth in Newfoundland and Labrador committed to increasing the number of immigrants to the province by 1,700 annually by 2022. Prior to the end of this fiscal year, Government will outline specific actions for achieving this target.

BACKGROUNDER: ATLANTIC IMMIGRATION PILOT - PROGRAMS AND EMPLOYER DESIGNATION

Context

As the first key initiative under the Atlantic Growth Strategy, three new employer-driven permanent residence immigration programs have been created under the Atlantic Immigration Pilot. The goal of the three-year Pilot is to help attract and retain skilled immigrants in Atlantic Canada.

With a shrinking labour force and ageing population, immigration of skilled workers is required to meet pressing labour market needs and to ensure long-term economic growth and continued success for Atlantic Canada.

All principal applicants arriving in Canada under the Pilot will have a job offer from a designated employer and an individualized settlement plan for them and their family. A job and settlement support are key to having newcomers succeed and stay in the region.

Starting in early March, 2017, Immigration, Refugees and Citizenship Canada will begin accepting permanent resident applications for the Atlantic Immigration Pilot programs. In 2017, a total of up to 2000 applications, which include the skilled worker and any family member coming with them, will be accepted for these programs.

How it works

In an innovative first, employers will be required to work with settlement service provider organizations to help newcomers to Canada integrate into their new communities in Atlantic Canada so they stay there long-term and help grow the economy in the region.

Often, economic immigrants that come to Canada don’t necessarily have a job offer or a settlement plan in place before they arrive. Under this Pilot, every principal applicant will come to Atlantic Canada with a job offer and an individualized settlement plan for themself and their family, connecting them to services known to support successful integration.

Once a designated employer finds a skilled immigrant who meets their employment needs and the program criteria, they will need to first offer them a job.

In many cases a Labour Market Impact Assessment is needed for immigration purposes to show that no Canadian worker is available to do the job. To help address the pressing labour market needs of the Atlantic region, employers will not need to get a Labour Market Impact Assessment for jobs they offer to skilled workers under these new pilot programs.

After accepting the job, the employer will connect the skilled immigrant with a designated settlement service provider organization for a needs assessment and to develop a settlement plan. Employers will also support the long-term integration of the newcomer and their family so they can reach the goals of their settlement plan once they arrive in Canada.

Starting in March 2017, employers that need to fill an immediate job vacancy will also have access to a temporary work permit so the skilled immigrant and their family can come to Canada right away. To qualify for this temporary work permit, the skilled immigrants will need a valid job offer, a letter from the province and a commitment to apply for permanent residence within 90 days of the temporary work permit application.

To help determine the success of the Pilot, ongoing reporting by employers, settlement service provider organizations and provinces to Immigration, Refugees and Citizenship Canada will be in place. Details on reporting requirements will be available later in 2017.

Employer designation process

The Atlantic provinces are now accepting applications from employers that would like to hire skilled immigrants under the Pilot. Employers with locations in multiple Atlantic provinces will require separate a designation for each province.

To become designated, employers must meet certain requirements, including a commitment to support the newcomer and their family as they integrate into their new life in Atlantic Canada.
