魁北克境内就读12分专业，还有三个月毕业。考虑到4月可能变政，可以现在就递交技术移民申请，6月再补毕业证吗？

申请魁北克技术移民 Regular 类别的话提交申请后就不能更新学历，也就没法按新的受训加分了。

Note that once you have submitted your application for a Certificat de sélection du Québec, you cannot modify it to add a new diploma obtained after submission of the application.
